MINUTES
PARKS & RECREATION BOARD MEETING
Monday, February 17, 1986
The meeting of the Parks and Recreation Board of the City of
Muskego was called to order by Richard Arrowood at 7 02 PM.
PRESENT John Schaal, Alderman Patrick Patterson, Joseph Weitzer,
Richard Manchester, Richard Arrowood, Peter Theis (Parks
Supervisor) and Jackie Schweitzer (Recreation Supervisor).
ABSENT Don Kangas, Jerry Hulbert (excused)

The minutes of the monthly meeting of the Parks and Recreation Board held on January 20, 1986 were approved with one correction The
correction is on Page 2 and involves the ages for the MAA flag football program The minutes read 6-8 and should be corrected to read ages 6-9 years.
COMMUNICATIONS
Personal Appearances
Bob Sullivan appeared before the Board on behalf of his tugging
team (USATOWA). He requested the use of an area approximately 75-200 yards across from the building at Bluhm Park, on the north
side of McShane. The date the group is interested in is Saturday,
July 19, 1986. He mentioned the turf may be ripped up since they
will pull rain or shine, but that his group would help with man-
power and money to repair this damage. His group is Muskego-
based and has about 20 members. This tournament would have quite
a few communities represented. Richard Manchester moved to allow
this group to use the Bluhm Park facility on Saturday, July 19,
with Peter designating the area to be used and guiding the group's
activity. John Schaal seconded. Alderman Patterson moved to
amend the motion to include in the group's responsibility, all
restoration of and/or restitution for any damaged area, reimburse- ment of any costs for facilities, and the listing of the City
as an additional insured on their insurance policy. Richard
Manchester seconded. Amended motion carried. Main motion carried.
Bob Mawdsley, representing the Marlin's Aquatic Swim Club, appeared before the Parks and Recreation Board to request the rental fee
which is paid to the Parks and Recreation Department for use of
the pool be temporarily waived. The group is in financial trouble
and feels it would need a temporary waiver of this fee. They are
looking at all phases of their program where concessions could be made. The Board felt one possibility might be to go to the school
board and see if a discount/reduction of the pool rental fee that

is paid by the City to the School District could not be worked out since the high school swim program directly benefits from the club.
Richard Manchester moved to have Jackie meet with the school board to discuss the possibility of getting financial relief of the fees
and charges for the time the Marlin's use the pool for their
spring session of pool time. Alderman Patterson seconded. Motion
carried.
OLD BUSINESS.
Attorney's response regarding piers
Peter reported the City's attorney suggested the piers should be
given to the City, installed by the City, and maintained by the
City. The Board felt an agreement could be written to show the
direct ownership of the piers would be by the City and the instal- lation/removal of these piers could be done in a safe manner by
volunteers. The liability while installing/removing the piers be
incurred by the individual(s) doing the work. Also, before the
piers can be used, the people installing the piers must notify
Peter for inspection. Under those conditions the City would accept donation of the two piers, one to be placed at the end of Lochcrest
Boulevard and one at Kingston Drive lake access.
Time extension for Lake Fest
Jackie reported that the Police Department would have no problem extending the hours of Lake Fest; as in any situation, if things
become out of hand, they can close the program down at any time. Also, a check of the ordinance does give the Parks and Recreation
Board the authority to determine closing hours if different than
the ordinance. Wil Vidal proposed a time frame of stopping the
music at 11:OO PM, closing the beer tent by 11 30 PM, and vacating
the park by 11~45 PM. Alderman.Patterson moved to accept the presented time schedule as proposed by Mr. Vidal. John Schaal
seconded. Motion carried.
Lease of Freedom Square property
Dick Schaumberg has not paid the fees or returned the lease agree-
ment for the property known as Freedom Square which he rented for
the 1985 year. The fees have been put on his tax bill. After discussion, the Board felt this land.could be sold if there is
interest in the property. It is not a prime piece of land for developing into park land. The Parks and Recreation Board agreed
it has no active interest in developing this land. If there is no
discussion in the near future with the developer, the Board is
interested in seeing the land leased. Alderman Patterson moved
to recommend to the Finance Committee to present this parcel of land for sale to the developer of the Freedom Square subdivision
and that any money recovered from the sale be placed into the Park Dedication account. John Schaal seconded. Motion carried.

Liability insurance for property damage caused by use of the ball
fields
The Board discussed the issue of who should be responsible for
personal property damage caused by baseball/softball players
(broken windows, windshields, etc.) during games/practices. The
Board is going to recommend that each league be held liable for
any damage to personal property which might occur during their
use of the ball fields. Any claims received by the City will be
turned over to the league who is responsible. Jackie is to notify
the leagues that the Board will be voting on this issue at the
March 17th meeting.
Attorney's
Peter contacted both the insurance company and the attorney
regarding the use of private equipment to do work on the ball fields. It boils down to, the City is liable for any injury and
for the equipment.
Peter noted Ron Ford was interested in renovating the diamond at
the high school with l/3 being covered by the Women's Softball
Association, the City and the School District. Alderman Patterson
moved to have the request for the renovation of the softball diamond on the high school property deferred to the school board for
approval. Mr. Ford should contact the school board with his pro- posal. This Board agrees that renovation of the ball field would be a good improvement, but since it would be done on school property, the school board should make the final decision. John Schaal seconded. Motion carried. The Parks and Recreation Board will need to know what the cost of the City's portion would be and will
need to take that information to the Common Council for approval
of fund expenditures. The Board can make no guarantee of approval
of matching (l/3) funds at this time.
Muskego Welcome Sign/Big Bend/Vernon merchants update
The Plan Commission approved the request of the Big Bend/Vernon
merchants to put their welcome message on the existing welcome sign on the west side of the City with the stipulation that they
take over the maintenance of the area and would not be allowed to
hang any plaques on the sign.
Safety Committee's response to snowmobiling on City park land
The city ordinance says no motorized vehicles are allowed in the
parks except by permission of the "director". This is to be changed to "permission of the Parks and Recreation Board".

PARKS REPORT
Parking signage eat Denoon Park
The signs at Denoon Park launch area state "No Parking Boat Launch
Only". A complaint came to the Board to have the sign specifically
state when parking could be allowed. The complainant questioned,
why in the winter, since there is no boat launching, can people
not park in that area? The Board felt they don't want parking
there any time. If people are allowed to park there in the winter,
they will want to in the summer.
RECREATION REPORT
Volleyball Camp/Powerlifting'Program
l
These two programs are being presented by athletic coaches from
the high school. These programs will be run through the recreation
department based on a break-even basis. Richard Manchester moved
to approve these two camps for this year. Joe Weitzer seconded.
Motion carried.
WAVE soccer clinic request
The organization, Milwaukee WAVE, is requesting a field to run
a summer soccer clinic. Muskego already has a clinic run by Ron
Auer. Perhaps this group could work with Ron Auer's program.
Richard Manchester moved to have Jackie work out with the WAVE
and Ron Auer a program which would work with both parties. John
Schaal seconded. Motion carried.
NEW BUSINESS.
Parking on Racine Avenue near Muskego High School ball field
The parking along Racine Avenue at the ball field is a potential
problem. There should be no parking signs placed along the roadway in this area. This would help to alleviate the potential hazard
to these ball teams and their families. Joe Weitzer recommended
a letter be written to the Safety Committee to have them review the parking hazards at the high school near the ball diamonds
and recommend no parking signs be placed along Racine Avenue.
Richard Manchester seconded. Motion carried.
Review Comprehensive Master Plan for parks
The Comprehensive Master Plan will be distributed to the members
and at the next Board meeting a subcommittee will be appointed
a
to review and update it. The plan must be updated this year if
the City is interested in the future, in applying for state or federal funds for park development and improvement.

Monthly Board Meeting
The Parks and Recreation Board discussed and agreed that if any
Board member is unable to attend a monthly meeting that he/she
is to call the City as soon as possible before the meeting.

A motion to adjourn was made by Alderman Patterson and seconded by John Schaal. Motion carried. Meeting adjourned at 9 40 PM.
