PARKS & RECREATION BOARD MEETING
AUGUST 11, 1986
The meeting of the Parks and Recreation Board of the City of Muskego was
called to order at 7:lO PM.
PRESENT: Richard Manchester, John Schaal, Alderman Pat Patterson, Jerry Hulbert,
Jackie Schweitzer (Recreation Supervisor) and Peter Theis (Parks
Supervisor)
ABSENT: Don Kangas, Joe Weitzer
ELECTION OF OFFICERS:
President: Alderman Patterson nominated Joe Weitzer for position of President
of the Board. John Schaal seconded. Jerry Hulbert moved that nominations be
closed. Alderman Patterson seconded. Motion carried. Jerry Hulbert moved to
castanunanimous ballot for Joe Weitzer for President. Alderman Patterson
seconded. Motion carried.
Vice-President: John Schaal nominated Richard Manchester for position of Vice-
President of the Board. Alderman Patterson seconded. Jerry Hulbert moved that
nominations be closed. Alderman Patterson seconded. Motion carried. Jerry
Hulbert moved to cast an unanimous ballot for Richard Manchester for Vice-
President. Alderman Patterson seconded. Motion carried.
secretary: Jerry Hulbert nominated Don Kangas for position of Secretary of
Board. Richard Manchester seconded. Jerry Hulbert moved to close nominations.
John Schaal seconded. Motion carried. Jerry Hulbert moved to cast an unanimous
ballot for Don Kangas for Secretary. John Schaal seconded. Motion carried.
Plan Conmission Representative: Alderman Patterson nominated Jerry Hulbert
for Plan Commission Representative of the Board. John Schaal seconded.
Alderman Patterson moved to close nominations. Richard Manchester seconded.
Motion carried. Alderman Patterson moved to cast an unanimous ballot for Jerry
Hulbert for Plan Commission Representative. Richard Manchester seconded.
Motion carried.
Newly elected officers for the Parks and Recreation Board: President--Joe
Weitzer; Vice-President--Richard Manchester; Secretary--Don Kangas; Plan Com-
mission Representative--Jerry Hulbert.
As Joe Weitzer is absent, the newly elected Vice-President Richard Manchester
will conduct the meeting.
APPROVAL OF MINUTES
The minutes of the monthly meeting of the Parks and Recreation Board held on
June 16, 1986 were approved as mailed. There were no minutes of the July 14,
1986 meeting as that meeting was cancelled due to lack of a quorum.

PERSONAL APPEARANCES:
l Keith Bennett--concession stand at Idle Isle
Mr. Bennett did not appear as the Recreation Supervisor indicated that the sub-
committee assigned to work :ou!t the lease had not met. No report at this
time.
Wil Vidal--Little Muskego Lake Association (LMLA)
Mr. Vidal appeared on behalf of the LMLA to request permission to store their
festival equipment in the northern storage area of the building at Idle Isle
Park. The LMLA will hold the City harmless to any loss or damage of equipment.
Alderman Patterson ,moved to approve the request to store equipment at Idle Isle
Park pavilion with the City holding no liability for the equipment. Jerry Hulbert
seconded. Motion carried.
Mr. Vidal also requested on behalf of the LMLA the use of 15 picnic tables for
their bingo tent at the VFW Country Fair Days activities on August 22, 23 and
24, 1986. Alderman Patterson moved to allow the LMLA use of 15 picnic tables;
5 taken from 3 different locations as determined by the Parks Supervisor, the
LMLA be responsible for any damage to the tables and they be responsible for
pick up and return of the tables. Jerry Hulbert seconded. Motion carried.
Jann Knapp--Little Muskepo Lake Protection & Rehabilitation District (LMLPRD)
Mrs. Knapp appeared on behalf of the LMLPRD. She reported the LMLPRD had voted
in 1985 to look into renting City land for $l.OO/year to put up a building to
house the weed harvesting equipment (2 trucks, 2 conveyors, 2 harvesters and
miscellaneous tools), She requested the Board consider allowing them to place
an addition to the Idle Isle Park pavilion. Existing building is 5O'x5O'xlO'.
Their addition to the existing would be 6O'xVO'x15'. Idle Isle would be the
best place for this facility because of maintenance on the machines and less
traffic problems to move the harvesters. The Board will put this item on the
agenda to review at the next monthly meeting, as it was not on tonight's agenda.
WRITTEN CORRESPONDENCE:
A letter was received requesting the waiver of fees for 2 children's participation
in the summer tot-lot program due to unemployment in the family. Alderman
Patterson moved to approve the waiver of the playground fees. Jerry Hulbert
seconded. Motion carried.
A letter was received requesting a refund for 2 children in the Safety City
program due to a death in the family and out-of-state travel which would
necessitate the children missing a few of the days. Alderman Patterson moved
to refund the request of $22.00, less the $2.50 handling charge. Jerry Hulbert
seconded. Motion carried.
A letter was received from Department Secretary Fran Flees, stating her
resignation as secretary, effective August 25, due to health reasons. Jerry
Hulbert moved to recommend to the Finance Committee that a full-time position
a
of secretary for the Parks and Recreation Department be approved. John Schaal
seconded. Motion carried.

OLD BUSINESS:
Lighting at Mill Valley ball complex
Mr. Udvare had indicated that at this time the MAA is tiot 'highly looking
at funding lighting another field.
Demon Park
Peter reported that there is still water accumulating between the baseball
field and the soccer field. Adjacent property owner Roland Haut is much
concerned about this situation. Peter, with assistance from the Public Works
Department, will check the drain system for clogged or broken drain tile.
It sometimes takes awhile, but the system does drain. Backstop netting on the
ball field was put in as specified, but is sagging. It is in the process of
being corrected: appears to be a mistake in the engineering of the project.
MHS ball field renovation
This project has been completed except for a small area where there is still
standing water. Clay was taken off and special sand ball field mix put in.
The $3,800.00 subdrainage system was paid for by the school district. The
remaining $Z,lOO.OO for the field renovation was split by the City, men's
softball league and women's softball league. The women's league has refused
to pay their portion until the small drainage area is corrected.
Lighting at Schmidt Park
The request for installation of a light at Schmidt Park was denied by the
Finance Committee. Alderman Patterson reported the committee felt it was
precedent setting and not that much vandalism was occurring.
DEPARTNENT REPORTS:
Parks
Bill for lock damage at Bluhm Park
Bill was sent to MAA for damages to the lock. The City paid the bill ($245.00)
and is waiting for the payment from the MAA.
Gas furnance replacement for Old Town Hall
The Historical Society was previously directed to notify the City in writing
if they decided to convert their furnace from oil to gas. Peter noticed that
a gas line has gone in at the Old Town Hall. Peter will remind them that a
written statement must be on file.
Launch fees at Idle Isle Park
The Department of Natural Resources says we can use state rates $3.00 resident;
$5.00 non-resident at our launch site. Peter was asked to explore the possi-
bility of charging extra for parking of trailers after launching. Peter to
also explore about an annual fee from DNR for maintenance of boat launch sites.
Review the utilization of park attendants at the park, possibly after the first
of the year. The Board also requested Peter to check into the costs of putting
in a toll gate at the entrance of the park for collection of fees at all times.

Insurance agent's comments regarding park review
Peter toured the parks with Wausau Insurance Company's safety specialist.
The items reviewed and concerns by the specialist have been taken care of.
Not the City's situation but questioned if the backstops at Bay Lane School
are the Ctiy's responsibility? Peter to check in to.
Metros damaged at Mill Valley
There was $700.00 and some dollars damage to the metros at Mill Valley. City's
insurance covered thedamage after the deductive "as deducted. The Waste
Management sales representative did comment that rates could possibly go up
because of the history ofdhmage to the metros in Muskego.
Maintenance of Industrial Park signs
Four new signs went up in the Industrial Park. The Mayor would like the Parks
Department to maintain them. Concern was expressed regarding the kinds of
shrubs, lettering and wood the signs were made. All these items are "high
maintenance" kinds of detail. Alderman Patterson moved to approve the Mayor's
request that the Park'sDepartment provide maintenance of the four Industrial
Park signs. Jerry Hulbert seconded. Motion carried.
Tug of War tournament review
After all of the concerns about location of the tournament, they did relocate
from Bluhm to Horn, which was the offered facility originally. Everything
else went well.
Break in at Idle Isle Park pavilion
The Waterbug Ski Club had a problem getting into the building, so a club member
used a screwdriver or crowbar to open the door and broke the lock. A bill for
$114.00 in damages "as sent to the Waterbugs. They would rather make
restitution than be cited.
Pond at Bluhm Park
The Department has received calls from the public questioning the status of
this pond. It is a good bass fishing area arid good swimming area. The police
are telling people they cannot use the area. The Board felt if people aren't
disturbing the neighborhood in their use of the pond, it could be used for
recreational use.
Summary report of Lake Fest
Peter felt it went smoothly this ygar with no major problems.
Well at Kurth Park
For the last couple of years there has been a problem with coliform at Kurth
Park. In July it "as tested and chlorinated, but still has a coliform count.
Peter will treat with crystal bleach and retest to see if we can get the coli-
0 form level to a safe bac;eriological level.

Recreation
* Volleyball standards at Denoon Park
Alderman DeAngelis had requested in June that the volleyball standards and a
net be installed at Demon Park. It has been taken care of.
M.A.A. flag football
Harry Udvare informed the Recreation Department that there were not enough
interested people to run their flag football program in August.
Cable Club guidelines
Alderman Patterson moved to agree with the guidelines as originally adopted.
John Schaal seconded. Motion carried.
NEW BUSINESS, OTHER BUSINESS:
Financing of resurfacing the Mill Valley parking lot
The Common Council has made a commitment of $6,800.00 to pave l/3 (100x200)
of the existing parking at Mill Valley School (Hillendale side) because of
the use of the western part of the lot during the summer ball months.
Crimson Meadows subdivision
e Crimson Meadows subdivision plat was reviewed by the Park Board. Nine lots
are proposed.
Lions Park basketball
A neighbor at Lions Park area had complained of the language and loud music
coming from basketball players using the courts. Jackie had invited the
individual to appear at the Board meeting to discuss the concerns; did not
appear.
Pier on Oak Grove
Pier on Oak Grove wasreportedby a citizen to be dilapidated and thought to
be very unsafe: $sked that the Park Board review. It was determined that the
pier is private property and not the responsibility of the Board.
