PRB042186minutesMINUTES PARKS & RECREATION BOARD MEETING APRIL 21, 1986 The meeting of the Parks and Recreation Board of the City of Muskego was called to order by Richard Arrowood at 7:15 PM. PRESENT: Richard Arrowood, Joseph Weitzer, Don Kangas, Alderman Patterson, Jerry Hulbert, Jackie Schweitzer (Recreation Supervisor), Peter Theis (Parks Supervisor), and Laurie Fischer (Parks and Recrea- tion Department Intern). ABSENT: Richard Manchester, John Schaal. GUESTS: Ron Ford, Carole Vavrik, Robert Schaefer, Jann Knapp. The minutes of the monthly meeting of the Parks and Recreation Board held on March 17, 1986, were approved as mailed. PERSONAL APPEARANCES: Slide Presentation Laurie Fischer presented, as part of her internship program with Muskego, a slide presentation of the different recreation programs offered this past Spring and a sampling of the parks under the jurisdiction of the Parks and Recreation Department. Freedom Square Property Lease Bob Schaefer appeared before the Parks and Recreation Board requesting to lease the Freedom Square park land property. He felt about 10 of the 15 acres were workable (for farming), and he would be willing to rent the parcel at $180.00 for 1986. Jerry Hulbert moved to accept the $180.00 offer for the one year lease. Alderman Patterson seconded. An amended motion was made by Joseph Weitzer that the trees and woodland areas be left alone, and should the land around the area be sold resulting in lack of an access, the Board would renegotiate the lease. Also, a copy of Mr. Schaefer's insurance policy is to be put on file with the Parks and Recreation Department which would reflect the addition of this property to his current policy. Alderman Patterson seconded the motion. Motion carried. The original motion as amended was then approved. Mr. Schaefer presented his chemical applicator's certificate which is required for anyone using chemicals in their farming operation. Lake District Request for Storage Area Jann Knapp appeared before the Parks and Recreation Board to request the continued use of storage area in the Idle Isle building for the weed har- vesting operation of the Lake District. Alderman Patterson moved to allow the storage of equipment at Idle Isle provided no flammable equipment is stored. Don Kangas seconded. Motion carried. Carole Vavrik appeared before the Parks and Recreation Board to request the use of Horn Field Clubhouse for a Graduation Party of the St. Leonard's 8th grade class. She requested the fees be waived provided she cleaned the building both before and after the event. Alderman Patterson moved to approve the request. Jerry Hulbert seconded. Motion carried. Written Correspondence Jackie Schweitzer presented a letter from Milwaukee County in response to the previous concerns expressed by Class Travel Inc. of Muskego regarding senior tours. OLD BUSINESS: Posting of no drinking of fermented beverages signs The Board directed Peter to check into the costs of posting signs at all city parks and also at the ball diamonds used by the Department, located on school property. The Board was in agreement to have the parks posted to prohibit the use of alcoholic beverages in the parks or in ball diamond areas. Request for additional metro facility at Bluhm Park After discussion of the request for the placement of a metro sanitation unit at Bluhm Park, the Board felt there was an adequate facility already available. Alderman Patterson moved to deny the request. Jerry Hulbert seconded. Motion carried. MAA - Harry Udvare communicated to the Parks and Recreation Board, the MAA's intention of possibly lighting another diamond at Mill Valley in exchange for special consideration in the scheduling of that ballfield if lit. The Board agreed it would like to see the issue pursued further. Policy regarding non-participants at Recreation programs The Board discussed problems that have been encountered with parents bringing children (non-participants) to adult or children's programs. It seems to be a growing problem. Joe Weitzer moved to have a policy stating: Non-participants will not be allowed in the facility in which an organized activity is taking place except on days specifically designated by the Parks & Recreation Department. Don Kangas seconded. Kangas, Weitzer and Hulbert voted for. Patterson voted against. Park Tour Review Alderman Patterson asked about the possibility of installing a light at Schmidt Park near the play equipment to possibly ease the growing vandalism problem. Peter noted research shows vandalism is more frequent and damage more costly in well lit areas. Other alternatives of vandalism prevention might be sought. Richard Arrowood pointed out that Ingersoll Cable Corporation has not yet completed the grassing and clean-up of the area around the dish at the Settlement Park area. Peter was directed to send a letter and put Ingersoll Cable on notice that the Board would like to see the area cleaned up now. The walking trail around the Tess Corners retention pond is also to be looked into. Muskego Hiuh School Ballfield, Renovation Update Peter presented the breakdown of fees from the Men's league, Women's league, High School, and city, for the ballfield renovation at the high school ballfield. Each of the groups-Men's,Ebmen's, and city, will provide $700.00 to the project, provided the school district provides the $3,872.00 for the drain tile at the diamond. A motion was made by Don Kangas to continue the negotiations on the high school softball diamond renovation, and to use any extra monies Peter feels necessary to make the project happen. Monies might be taken out of the operating budget and then be requested for reimbursement from the Park Dedication Account. Alderman Patterson seconded. Motion carried. Update on Durhamwood Subdivision The subdivision will be completed in phases. Phase I will include 17 lots, for which the Parks and Recreation Department will receive $200.00 per lot. There is a total of 72 lots being planned. Update on Waterbugs The Waterbugs were having trouble getting a million dollar insurance policy. They had asked the city about the possibility of being an additionally insured on the city's policy. This was not acceptable to the city. A compromise to allow the group to provide a five hundred thousand dollar policy will be voted on at Council on April 22nd. Tournament Request review for use of Bluhm Park This issue was resolved earlier between the two groups using Bluhm Park on July 19th. DEPARTMENT REPORTS: Parks Potrykus' request for fencing of city parkland near his property line - Mr. Potrykus requested a split rail fence be put up to deter trespassers on his property. Motion was made by Don Kangas and seconded by Alderman Patterson to deny request. Motion carried. Approval of projects for use of sewer treatment plant fencing-A list was presented by Peter Theis for requests of fencing to Park areas. The list included an outfield fence at Bluhm, a parking lot athletic field divider at Bluhm, property line at Horn, and extension of the backstop at Horn, extension of sideline fencing at Mill Valley, property line at Mill Valley, and property line at Denoon. Peter felt he could eliminate the Horn backstop extension, since he moved the net further toward the first base line to protect the resident properties as best as possible. Also eliminated was the Denoon fence proposal and the divider on Blubm #3. Alderman Patterson moved to set the priorities as follows: Fencing at Mill Valley along the sidelines for safety reasons, and outfield fencing at Bluhm II to accommodate the hardball diamonds and perhaps allow the shifting of some of the hardball traffic off of Mill Valley to other diamonds. Recreation Review quotes on buses for senior tours - Based on the past reputation of the Jones Travel Company, Don Kangas moved to recommend the award of the buses for the senior tours to the Wisconsin Coach Lines bus &xnpany. Alderman Patterson seconded.. Motion carried. A motion was made by Alderman Patterson to deny the request for recon- sideration of the tournament request from the Choir Practice. Don Kangas seconded. Motion carried. ADJOURNMENT: A motion to adjourn was made by Don Kangas, seconded by Alderman Patterson. Motion carried. Meeting adjourned at lo:05 PM.
