PRB091685minutesMINUTES PARKS & RECREATION BOARD, CITY OF MUSKEGO Monday, September 16, 1985 The meeting of the Parks and Recreation Board for the City of Muskego was called to order by Richard Manchester at 7:07 p.m. Chairman Richard Arrowood was excused. PRESENT: Joseph Weitzer, Don Kangas, Richard Manchester, John Schaal, Dan Hilt, Vickie Hauser, Jackie Schweitzer (Recreation Supervisor) and Peter Theis (Parks Supervisor). ABSENT: Richard Arrowood GUESTS: Joseph Seifert, Vi Joy (Muskego Sun), Agnes Posbrig, Margaret Lindhorst, Sharon Erdman The minutes of the meeting of August 19, 1985, were approved with correction. PERSONAL APPEARANCES Joseph Seifert appeared before the Parks and Recreation Board as a representative of the Muskego Historical Society to present their requests for equipment. The items submitted were TIF eligible items complete with price quotes. Areas of concern included an alarm system to be purchased for the Wollman house to replace the old alarm which had also been purchased through TIF funding. Also, having humidifiers in an unheated building: Motion regarding this concern was made by John Schaal to deny the request of the humidifiers and recommend to the Finance Committee the purchase of six dehumidifiers alone. Don Kangas seconded. After discussion, Don Kangas withdrew the second and John Schaal withdrew the motion. Joe Weitzer moved to recommend to the Finance Committee the approval of funds to purchase the humidifiers based on the City's acceptance of heating costs, which would either be paid for by the City or by the Historical Society. John Schaal seconded. Motion carried. Joe Weitzer moved to recommend to the Finance Committee approval of funds through TIF 117 for the purchase of the gravel traffic bond for the parking lot and paths, the two alarm systems, six park benches, four picnic tables, six dehumidifiers, six card tables, two long tables, a wheel barrow, an electric drill, locks and deadbolts for security, a 32-foot ladder, a six-foot and an eight-foot ladder. John Schaal seconded the motion. Motion carried. OLD BUSINESS Report on status of piers by L.M.L.A. At the last board meeting, Wil Vidal appeared to bring the board up to date on the pier put on the Lochcrest and Kingston public access lots. Peter did check the piers and found no real problems other than private equipment being left on the piers and "too severe a step" on to the pier. Joe Weitzer moved to have an agreement drawn up between the Parks and Recreation Board and the L.M.L.A. to include placement, materials, liability and maintenance of the piers. Vickie Hauser seconded. Motion carried. Damon Park The shrubs at Demon will be put in after October 15th. The work which needed to be done and had been previously discussed has not yet been completed. There is no problem yet. Apparently, all the work will be done at one time. Lease agreement between City and Praise Fellowship/Denoon Center The Praise Fellowship requested an extension on their present lease through the end of the City's lease with the school district. A motion was made by Joseph Weitzer and seconded by John Schaal to extend the present lease between the Praise Fellowship and the Muskego Parks and Recreation Department for Damon Center through its lease period with the school district. Motion carried. DEPARTMENT REPORTS Parks Budget Peter Theis presented the Parks budget and a $29,000 increase; basically from salary and handicap revisions. Dan Hilt moved to approve and recommend the Parks Department operational budget to the Finance Committee. John Schaal seconded. Motion carried. Peter Theis presented the Parks Department capital budget to the Parks and Recreation Board. A motion was made by Don Kangas to recommend to the Finance Committee the Parks capital budget as adjusted. Vickie Hauser seconded. Motion carried. Recreation Budget Jackie Schweitzer presented the Recreation Department operational budget. Don Kangas moved to accept the operational budget request as presented with the $600.00 addition to the salaries to cover the costs of lifeguards at Idle Isle. Joseph Weitzer seconded. Motion carried. Jackie did not present a capital budget for review and noted will not have one this year. Update on status of locker room attendants This fall there will not be locker room attendants, but may be added later in the new budget year. The cost of the open swim did go up $.25, from $.50 to $.75; $1.00 was felt to be too much of an increase at this time. Program Registration Update The registration went very well. Fall Employees Vickie Hauser moved to approve the Fall employees based on Jackie's judgment and these employees' past records with the department. Don Kangas seconded. Motion carried. ADJOURNMENT A motion was made by John Schaal to adjourn. Don Kangas seconded. Motion carried.
