PARKS AND RECREATION BOARD MEETING, CITY OF MLJSKEGO
Monday, March 18, 1985
The meeting was called to order by Mr. Arrowood at 7:00 PM.
PRESENT: Vickie Hauser, Richard Manchester, Richard Arrowood, Don Kangas,
John Schaal, Recreation Supervisor Jackie St. Mary and Parks
Supervisor Peter Theis.
ABSENT: Dick Nilsson, Joe Weitzer.
Renae Daymond was introduced as the department's intern student. She started
in January and will be with the department until May.
The minutes of the February 25, 1985, meeting were approved as mailed.
PERSONAL APPEARANCES:
Jack Anderson, representing the Little Muskego Yacht Club, appeared to request
use of Idle Isle Park for two regattas; one on Saturday, June 1, 1985, and the
other hosting of the annual Midwest M-16 District Championship Regatta on
July 25, 26, 27 and 28, 1985. The Board expressed concern about committing
parking spaces due to the policy recently adopted for the July regatta. The
Little Muskego Yacht Club would provide security for any of the overnight
parking if allowed. The weekend's schedule of events is two races on Friday,
three races on Saturday, and one race on Sunday (would not begin after Noon on
Sunday). Don Kangas moved to approve the Saturday, June 1, date on the basis
of each boat paying regular launch fees. Richard Manchester seconded. Vickie
amended the motion to read that they be allowed to park in designated grass
area parking. Richard Manchester seconded the amendment. The amendment carried.
The main motion carried. Don Kangas then moved to approve the requested dates
of July 25, 26, 27 and 28, 1985, for the Midwest M-16 District Championship
Regatta and assess a bulk fee of $100 for launching and use of building with
parking of trailers and boats on grass designated areas. Motion was seconded
by Richard Manchester. Motion carried. Passes will be issued to the Little
Muskego Yacht Club to distribute to those participants registering.
Wil Vidal appeared to request a change of dates for the Little Muskego Lake
Association's Lake Fest due to the scheduling of "Muskego Day at the Ballpark"
for the same weekend. Don Kangas moved to change the original dates (June 21,
22, 23) of Lake Fest to July 12, 13, and 14, 1985, as requested by the Little
Muskego Lake Association. Vickie Hauser seconded and the motion carried.
Anita McSorley appeared on behalf of the Water Bugs Ski Club to request
permission to use Idle Isle Park and to put in the pier for Water Bugs Ski
Club shows for the 1985 season. l A list of dates was presented to the Board,

Don moved to approve the request except for Saturday, May 25, and Saturday, l June 15, and to add the July 13 and 14 dates to the request, contingent upon
the insurance and agreements being on file before use. Richard Manchester
seconded. Motion carried. Pier placement will be in the same spot as last
Year, same dimension as last year and sign placement will be responsibility
of Water Bugs Ski Club.
Jan Knapp appeared requesting permission to use the east end of the Idle Isle
Park building for storing small equipment/tools that are part of the Little
Muskego Lake District's harvesting program. Peter would like to have control
over how much material is stored and what is stored. Gas cans must be stored
in the required flame resistant lockers that are available. Lake District has
insurance to cover the stored materials. Richard Manchester moved to approve
therequestfor storing small equipment/tools at Idle Isle Park for one year
(52 weeks) contingent upon Peter's approval of how much material is stored and
what is stored. John Schaal seconded the motion. Motion carried.

Citizen, Ben Chamberlain, appeared regarding the Parks and Recreation Board's
decision limiting launching at Idle Isle park to the number of stalls. He
questioned that if the decision was made because of the safety hazard the
parking creates, why can't the Police Department ticket the cars that are
creating the "safety hazard"? He stated that he doesn't feel that it is right
that he as a taxpayer would be denied the right to launch his boat. He also
questioned whether tow-away zones could be posted. The question was brought
up as to whether or not the City could adopt an ordinance not allowing trailers
to park on roadways? Richard Manchester moved to have theconsideration of
restricting trailer parking on roadways referred back to the City's Safety
Committee. Don Kangas seconded. The motion carried.
Ron Ford, representing Muskego Women's Softball League, stated the league is
interested in donating $1,000 for field renovation of Bluhm 113 with one
condition; that being, that if the Parks and Recreation Board accepts the
donation, that the tournament fee be waived (not the wages, just the field
usage charge). The $1,000 would cover the cost of the infield mix only, not
labor. Mr. Ford stated that in his discussion of this donation with the Mayor,
the Mayor felt that possibly Public Works could do the excavating and labor
involved. The women's league has implemented a higher non-resident player fee
than a resident player fee. Mr. Manchester moved to accept the $1,000 donation
from the Muskego Women's Softball League to be used to renovate Bluhm #3 and
that the tournament usage fee be waived. John Schaal seconded. The overtime
salary costs will still be paid. Motion carried. The women's league has also
adopted the Board's policy about not being on thefiields before May 1. Mr. Ford
requested further clarification regarding which fields and what portions of
the fields. All 14 fields are involved and all field areas (grass and infield)
are not to be used.
OLD BUSINESS:
Recreation Supervisor Jackie St. Mary updated the Board on the status of the
lease agreement being discussed between the Muskego Historical Society, the
City of Muskego, and the Parks and Recreation Board. The Settlement Park will
be added to the park grass cutting schedule on a non-priority basis. The City l feels that the buildings are the property of the City, but not the contents;
but that the Society will continue the maintenance repair on all of the buildings.

PARKS DEPARTMENT:
Mr. Manchester moved that the high school portion of the maintenance fee for
ballfield usage be waived. John Schaal seconded. Motion carried.
Peter provided an official updated color-coded master plan of the Old Muskego
Settlement Centre.
Peter recommended that a $10 fee be established assessing a fine for leaving
the lights on at Mill Valley. John Schaal moved to assess a $10 fine for
first offense of leaving lights on at Mill Valley ballfield, and a $25 fine
for any reoccurrence of the action by the same league. Richard Manchester
seconded. Motion carried.
RECREATION DEPARTMENT:
Jackie reported that Mr. Bob Gordon had volunteered to instruct ballroom &ce
classes. There are about 40 people registered for the program.
The response for the Cable Club was overwhelming. Seventeen people have
expressed initial interest in the program. The first meeting is scheduled for
March 26.
A baseball/softball manager's meeting has been scheduled for.March 27 at which
time policies will be reviewed and maintenance will be discussed.
Jackie also reported that there are serious problems .with the furnace at Denoon.
a To date, $300 has been spent for furnace repairs. There are more problems
again. Jackie felt it would be better to shut the facility down until the
weather warms up so we don't need to use it and pay the extra charges for more
repair, and also until the City officials decide if the Center will continue
to be leased by them.
ADJOURNMENT:
Vickie Hauser moved to adjourvthe meeting at 9:54 PM. Don Kangas seconded
the motion. Motion carried and the meeting adjourned.

Muskego Park and Recreation Board
Subject: Use of Idle Isle Facility for Regattas

On Saturday, June 1, 1985, Little Muskego Yacht Club is
having its second annual Spring Tune Up Regatta. The club is requesting free admission to the park site for approximately
10 off-lake participants in this event.
During the last weekend in July, 1 2-3, 26, 27, 28, Little
Muskego Yacht Club will host the annual Midwest M-16 District
Championship Regatta. The club would again request free
admission to the park facility. This being a larger and more
prestigious event, the number of participants will increase
to approximately 20 off-lake boats. These boats, in addition
to launching facilities will also require overnight parking
capabilities. The club would also request use of the building
on Idle Isle to serve lunches and make available to participants
the use of toilet facilities.
In the past, your boards cooperation in helping L.M.Y.C.
stage these events has made our lake and facilities one of
the best in the midwest district for staging this annual regatta.
