PARKS & RECREATION BOARD MEETING
Monday, July 15, 1985
The meeting of the Parks and Recreation Board of the City of Muskego was
called to order by chairperson Arrowood at 7:00 PM.
PRESENT: Dan Hilt, Richard Manchester, Richard Arrowood, John Schaal,
Joseph Weitzer, Vickie Hauser, and Peter Theis, Parks Supervisor.
Don Kangas was a late arrival.
ABSENT: Jackie Schwietzer, Recreation Supervisor (excused absence).
GUESTS: Donald Matheson, Superintendent of Schools, and Alderman Dave Taube.
The minutes of the Monday, June 17., 1985 meeting were approved as mailed.
PERSONAL APPEARANCES:
Donald Matheson appeared before the Parks and Recreation Board on behalf of
the School Board. His concerns dealt with the lease agreement between the
City of Muskego and the School Board regarding the Mill Valley ball diamond
complex, and more specifically, with clarification of the responsibility of
"dust control".
Apparently, members of the School Board have received complaints about substan-
tial amounts of dust being raised off of the parking lots that serve the
Mill Valley diamond complex. Mr. Matheson felt past minutes were unclear as
to the intent of the Parks and Recreation Board and the dust control issue.
He further stated that the past month's minutes could be interpreted as
meaning that the Parks and Recreation Board accept responsibility for dust
control through the summer of 1985, but then the ultimate problem must be
resolved by the school.
Mr. Matheson posed two alternatives. First, that the Parks and Recreation
Board budget half of the funds for asphalting the parking lot and the school
district budget for the other half, and together resolve the problem, or,
second, terminate the lease.
Mr. Arrowood noted the Board had no intent to terminate the lease, nor
could it help financially this year to improve the parking lot at Mill Valley.
However, the Board is in favor of helping to,controL this problem.
Alderman Hilt moved to recommend to the Fianace Committ, the expenditure of
funds to provide "dust proofing" for the Mill Valley parking lots throughout

the balance of the city's lease. If the dust proofing does not seem to work,
the Parks and Recreation Board and the School Board could then meet together
to readdress the problem. Richard Manchester seconded. Motion carried.
Mr. Matheson noted that it would be useful for the School Board and the Parks
and Recreation Board to have joint meetings throughout the year.
Alberman Dave Taube appeared before the Board on behalf of the Little ~Muskego
Lake District. He had requested that the district be allowed to purchase
seasonal boat launch passes for it'smembers, and that if possible, his group
be allowed to purchase these passes at a reduced fee.
The Board was not at all in favor of reducing the cost of the yearly passes,
since they are already inexpensive. Alderman Taube then asked if these passes
could be checked more carefully, since presently, one person could purchase
the pass and then pass it on to others to use.
A recommendation was made to eliminate the sale of the passes at Idle Isle
and restrict their sale to the recreation department. An accurate record of
all purchases could then be kept and possibly better control be maintained
on residents who circulate their launch passes around. The Board felt this
might be worth checking into and Peter Theis was in favor of the proposal and
felt it might work.
Muskego Historical Society - There was no representative present but Alderman
Hilt reported that he had heard of plans for a phone hook-up at the Settlement
Park to the Old Town Hall. He was not however, aware of any details. Peter
was directed to get in touch with a representative of the Historical Society
and/or Mr. Ingersol.
Written Correspondence - Vickie Hauser moved to follow established policy and
grant a refund based on the cost estimate breakdown of each of the programs.
Don Kangas seconded. Motion carried. The Board recommended that Jackie send
a letter explaining the cost breakdown of the programs and how refunds are
determined.
OLD BUSINESS
Review of lease agreement with Historical Society - Since there was no
representative of the Society present, this item is to be placed on the
August 19th Agenda.
Fencing - Sewer Treatment Plant - Alderman Taube noted that he recently acquired
information of approximately 1000 feet of cyclone fencing which is available
at a very reasonable price. The sewage treatment plant here in Muskego is
selling this fence which presently stands around a pond off McShane Road.
Peter felt that there is a need for fencing such as this and the opportunity
should not be passed up. A motion was made by Don Kangas to recommend to the
Finance Committee to authorize the fees for the purchase of the cyclone fence
from the sewage treatment plant. John Schaal seconded. Motion carried.

Denoon Park Update - The roadway to the first parking lot has been widened.
The tennis and basketball courts are completed, and the backstop is up by
the ballfield. The Board agreed that it was a good idea to tour the park.
Tour date is set for August 19. Meet at City Hall at 6:30 PM. This will be
just before the refular monthly Board meeting.
DEPARTMENT REPORTS:
Parks - Peter informed the Board that both the Lake Fest and the baseball
tournament went well this weekend. He did, however, note that an awful
lot of paperwork and time accompanied the tournament. Peter asked that the
Board consider denying outside groups .such as this,permission to run tournaments
on our park lands. A comment was made that we should limit tournaments to lo-
cal groups such as the MAA, Women's,League, and Men's League. A motion was
made by Joseph Weitzer to limit tournament organizations to local based leagues.
Richard Manchester seconded. Motion carried.

Richard Manchester moved to adjourn. Alderman Hilt seconded. Motion carried.
Meeting adjourned at 8:55 PM.
