PARKS AND RECREATION BOARD ~MEETING, CITY OF MUSKEGO
Monday, February 25, 1985
The monthly meeting of the Parks and Recreation Board was called to order at
7:05 P.M. by Richard Arrowood.
PRESENT: Richard Arrowood, Joseph Weitzer, John Schaal, Vickie Hauser,
Jackie St. Mary (Recreation Supervisor) and Peter Theis (Parks
Supervisor). Alderman Nilsson arrived later.
ABSENT: Richard Manchester, Donald Kangas.
GUESTS: Alderman Hilt, Harry Udvare, Debbie Starszak, Bob Just, Mike Barnek,
John Marson, Virginia Sorenson, Dorothy Latick, Margaret Lindhorst,
Clemmie Knutowski, County Supervisor George Guhr, Henry Posbrig,
John Ingersoll, Jim Prusinski, and Mayor Wayne Salentine.
The minutes of the January 21, 1985, Parks and Recreation Board meeting were
approved as mailed. a PERSONAL APPEARANCES
John Ingersoll appeared before the Board asking permission to build a small
building which might resemble a garage near the Old Settlement Park. The exact
location would be approximately 30 feet from the existing disk. This building
would replace the trailer which now stands at the park. The Mayor noted he met
with Mr. Ingersoll earlier, and at that time, a lease agreement was discusSed
which included a $500 lease payment per year. This money would be placed in a
trust fund to be used exclusively for the Old Settlement Park, either for improve-
merits, capital costs, or maintenance. Joe Weitzer moved to recommend to the
Plan Commission, the approval of the building as presented to the Board, provided
the Parks and Recreation Department oversees the actual construction of the
building so that it blends in with the otherbuildings on the site. Vickie Hauser
seconded the motion. Motion carried.
Joe Weitzer moved to havea $500 per year fee included in the lease agreement and
this money put into a trust account to be used exclusively for the Old Settlement
Park but not be reflected in their budget. John Schaal seconded. Motion carried.
Members of the Historical Society appeared to help update the blueprints and to
set the boundaries of the Historical Park. After discussion of location of the
existing buildings and possible development of future buildings, the Board agreed
to update the drawings based on the recommendations.

Jim Prusinski came before the Parks and Recreation Board and requested the use
of Bluhm Park to run a softball tournament on July 13-14, with a raindate of
July 20-21, 1985. After brief discussion, noting tournament policy, Vickie Hauser

moved to approve the request based on the presumption that all tournament
policies are followed and that the fees are paid in advance. John Schaal
* seconded. Motion carried.
Harry Udvare of the M.A.A. appeared to thank the Parks Department and Peter
Theis for helping out at the M.A.A. registration.
Mr. George Guhr on behalf of the Chamber of Commerce came before the Board with
a request for permission to pursue the development of a small flower bed in the
shape of an "M" outside city hall. The time to plant these flowers and the up-
keep will all be donated. Joe Weitzer moved to approve the concept for further
research. John Schaal seconded. Motion carried.
JOINT MEETING OF COMMON COUNCIL/PARKS AND RECREATION BOARD
Peter Theis read the minutes of the Common Council meeting held on February 18,
1985. The minutes read were those concerningtKe.later starting date of the
softball leagues and the concerns reflected by the leagues over the budget cuts.
Mayor Salentine noted that the system used for charging fees was not adequate.
He felt a three-tier system might be developed by which Muskego residents
are charged one fee, the Norway district people a higher fee, and non-residents
a still higher fee.
Peter submitted a funding proposal for two additional seasonal employees. These
employees would be funded primarily by the leagues involved using the diamonds.
Peter noted budget cuts have been detrimental to the seasonal summer staff.
The cost breakdown was approved and accepted, and will be paid by the Muskego
l Athletic Association, the men's leagues, and the women's leagues. The Ice-
tronauts, couples league, high school, and church leagues were not represented.
OLD BUSINESS
Jackie St. Mary submitted a rough draft for diamond usage. The starting dates
are May 8 for the men's league and May 9 for the women's league. The M.A.A.
would start May 15. The fields would not be released for practice until May 1.
Vickie Hauser moved to accept the schedule as amended. John Schaal seconded.
Motion carried.
Joe Weitzer moved to approve the tournament dates submitted at the time the
diamond usage schedule was submitted. Vickie Hauser seconded. Motion carried.
Alderman Hilt appeared before the Board requesting the Board change the current
policy regarding the launching of boats at Idle Isle Park once all car/trailer
spots are filled. Alderman Nilsson moved to not allow any launching of boats
at Idle Isle launch once the parking stalls are filled. John Schaal seconded.
Motion carried.
Alderman Nilsson then moved to allow special groups to launch their boats with
permission of the Parks and Recreation Board. John Schaal seconded. Motion
carried.
Park Dedication Account
l The policy concerning Park Dedication funds was presented to the Board. It
reads "Such fees shall be used exclusively for immediate or future site

acquisitions or for capital improvement of parks and recreation areas". The
Mayor stated that capital improvements are not necessarily paid for with the l use of this account. He stated that the items approved at the Capital Budget
Meeting then went to the Council where things were denied, moved to operating
accounts, or approved. He stated that the Parks and Recreation Department was
fortunate to have an account to purchase capital items, and further noted that
all capital budget items for the Parks and Recreation Department were approved.
Denoon Park Update
Harvey Hammond, representative from HNTB, appeared at the February 6 Finance
Committee to discuss the various change order work that had been previously
presented to the Fiannce Committee and questioned. After discussion the
Finance Committee recommended that the $760 be spent for additional rip-rap,
$100 for drain tile wrap and that $620 be spent for correcting the tot-lot
drainage, but the $620 will be paid by HNTB. The Finance Committee took out
the $7,331 for the fencing of the retention ponds. They felt the expenditure
was not warranted at this time.
Handicap Funding Request Update
Pete was directed by the Finance Committee to put the handicap funding on the
1986 budget. As of now, the Finance Committee will not provide funds to update
the facilities to accommodate the handicapped.
Review Lease between City and Praise Fellowship
l The Praise Fellowship group did submit their insurance policy and the lease
was updated and is complete.
PARKS REPORT
Review of Council Action on Capital Items
Items approved by Council reviewed by the Board included picnic tables--$2,000,
Bluhm Farm Phase III--$1,372, two-way radios--$l,lOO, and fencing at Lions--
$1,250. It was noted that these capital budget items would be paid for with
Park Dedication money.
Leisure Park Status
The lighting for the Christmas tree was funded out of the Parks Department
budget. It was not originally budgeted for, but the Mayor approved the expendi-
ture.
RECREATION REPORT
Donation
General Electric had donated some items to the Denoon Senior Center.
Senior Tours
l Discussion took place on the fact that some of the seniors in the city feel that
Tudor Oaks residents should not be allowed to go on the tours through the

Recreation Department since they don't pay taxes. However, they are protected
under the law.
ADJOURNMENT
Joe Weitzer moved to adjourn at lo:50 P.M. Vickie Hauser seconded. The motion
carried. The meeting adjourned.
