PRB081985minutesMINUTES PARKS & RECREATION BOARD MEETING Monday, August 19, 1985 The meeting of the Parks and Recreation Board of the City of Muskego was called to order by Chairperson Arrowood at 6:30 p.m. PRESENT: Dick Arrowood, Richard Manchester, Alderman Dan Hilt, Joe Weitzer, John Schaal (late arrival), Jackie Schweitzer (Recreation Supervisor) and Peter Theis (Parks Supervisor). ABSENT: Vickie Hauser, Don Kangas The Parks and Recreation Board members toured Demon Park with Ed Purcell and the Parks and Recreation Supervisors. The main meeting resumed at City Hall at 7:55 p.m. GUESTS: Dave Warhanek, Harry Udvare, Joseph Seifert, Gene Louise Schoessow, Henry Posbrig, Agnes Posbrig, Wil Vidal/LMLA, Dorothy Latick, Ed Purcell/HNTB The minutes of the Monday, July 15, 1985, meeting were approved as mailed. A brief discussion of the Denoon Park tour was held. One main concern has been expressed regarding the outfield pitches of the ballfield. It was explained that because the roadway sits so low, it really exaggerates the pitch to the outfields. Stanaingon the field itself, it is not very bad. PERSONAL APPEARANCES: Wil Vidal appeared before the Parks and Recreation Board to clear up questions about the piers placed on Kingston and Lochcrest. Wil noted his group, the Lake Association, was given permission in 1984 and put them in again this year, 1985, without the "Board's" consent. Actually, the Board was not even aware the piers were in because the agreement in 1984 was that the design of the piers be approved by Peter before they were placed in the lake. This meeting was the first the Board was aware the piers had gone in. Funds from the 1985 Lake Fest event are being used as follows: 1. dredging at DeAnge1i.s Island for weed unloading accesses (about $3,300.00); 2. dredging project on Muskego Drive (about $2,100.00); 3. donation of a weed conveyer ($6,000.00); and 4. clean-up project of Jewel Creek (state funds of $32,000.00 and Lake Association funds of $8,000.00 for the $40,000.00 project). Muskego Historical Society Joseph Seifert appeared before the Parks and Recreation Board as a repre- sentative of the Muskego Historical..Society. The lease agreement between Parks and Recreation Board Meeting, Monday, August 19, 1985, Minutes, Page 2 the Muskego Historical Society and the City of Muskego was discussed. Each item was taken as a separate concern and the following conditions were agreed upon. It was noted that the address omitted on page one of the Historical Society's rough draft was an error and should be included. 1. 2. 3. 4. 5. 6. 7. 8. Joseph Weitzer moved to approve a one five-year period from the date of approval of the lease. Richard Manchester seconded. Motion carried. Dan Hilt moved to remove the phone line telephone costs from the lease. Richard Manchester seconded. The motion was discussed. Dan Hilt amended the motion to include the removal of all utilities: so that, the lease, Item #3, should read that the City shall pay for well maintenance and well repair. Richard Manchester seconded the amended motion. Motion carried. Dan Hilt moved to delete the line covering the Lessee as an additional insured. Also to be deleted is the responsibility of the insuring of the contents by the City. Richard Manchester seconded. Motion carried. This action was due to the information provided by Mayor Salentine regarding preliminary discussion on the future of additional insureds being allowed on the City policy. Richard Manchester moved to remove the liability of damage caused by sewage usage from the adjacent City garage. Joe Weitzer seconded. Motion carried. Dan Hilt moved to have a set of keys be retained by the Parks and Recre- ation Board for the purpose of maintaining the Old Town Hall. Richard Manchester seconded. Motion carried. John Schaal moved to recommend the addition the "City and" in Article 20 so that the disposal or sale is approved by both the donor, or heirs and the City, Richard Manchester seconded. Motion carried. Motion was made by Joseph Weitzer that Attorney Molter to draw up Article 21 to include those items discussed to include financial reports, open books, and required audits. John Schaal seconded. Motion carried. John Schaal moved to remove the clause stating the responsibility for fines or judgments because of incidents or occurrences for the buildings. Joseph Weitzer seconded. Motion carried. Muskego Athletic Association Dave Warhanek appeared before the Muskego Parks and Recreation Board to voice his concern over "hard diamonds" this year at Mill Valley. Harry Udvare noted Bay Lane diamonds were also in "bad" shape and requested to have the time sheets checked of the summer employees who were paid with M.A.A. funds. Harry Udvare requested to see the time sheets and accounts for the employees who "supposedly" worked the diamonds. Peter asked and was supported by the Board in wondering, after the season, were these concerns first posed? The Board indicated records are and will be available for the purpose of review by the M.A.A. regarding their concerns. The items were discussed as presented, but no recommendation was made as the dollar values were not presented. Only those items deemed TIF eligible were left on the list. The Muskego Historical Society is to come back by the next meeting of the Parks and Recreation Board with cost estimates for those items that were determined TIF eligible. WRITTEN CORRESPONDENCE: Refund Request A person requested a refund of $6.00 for a swimming class in which her son was enrolled and didn't like the instructor. Motion was made by Richard Manchester to deny the refund request. Joseph Weitzer seconded. Motion carried. School District's Memo The Muskego/Norway School District notified the Muskego Parks and Recreation Department the school board has extended the lease for two years for the Mill Valley/Bay Lane ballfield usage and would hope that the City will continue to consider alternatives for the parking lot situation at Mill Valley. OLD BUSINESS: Status of Denoon Center The Common Council amended the motion thus allowing the use of the Center for the senior nutrition program until the new addition to City Hall is completed. DEPARTMENT REPORTS: Parks Sewage Plant Fencing A $100 offer was made to the Finance Committee for the fence at the treatment plant and was accepted. It will be about two years before the fence is avail- able. Idle Isle Building Usage Peter requested the building at Idle Isle be shut down due to its inadequacy in that it lacks proper exits and is costly for electricity. The Board felt perhaps Idle Isle needs a building and funds should be accessed to repair and maintain the building. Recreation Dance Shoe Consignment Joseph Weitzer moved to approve the dance shoe consignment program based on fee addition to cover cost of department time, postage and handling. John Schaal seconded. Motion carried. Minutes, Parks and Recreation Board Meeting, Monday, August 19, 1985, Page 4 Locker Room Attendants Jackie presented concerns over not having locker room attendants; thefts, vandalism and now a sexual assault due to lack of personnel for supervision. Joseph Weitzer moved that additional persons be hired to serve as locker room attendants. Any additional fees should be of a direct result of increase to offset staff to supervise locker rooms. John Schaal seconded. Motion carried. Fall/Winter/Spring Programs Jackie presented the programs which will be in the Fall/Winter/Spring brochure. Richard Manchester moved to accept the recreation programs as presented. John Schaal seconded. Motion carried. NEW BUSINESS, OTHER BUSINESS: Park Dedication Account A letter was received expressing concerns about the use of the Park Dedication Account from the City Clerk. Jackie read a letter she had sent to the City Clerk in response to the issues raised. ADJOURNMENT: A motion made by Richard Manchester to adjourn the meeting was seconded by John Schaal.
