PARKS AND RECREATION BOARD SUB-COMMITTEE MEETING
CITY OF MUSKEGO
Tuesday, September 25, 1984
This special sub-committee meeting to review and update the existing department policies and criteria regarding the use
of facilities, ballfields, equipment, refunds, and any other
areas of jurisdiction under the Parks and Recreation Board
was called to order at 7 00 P.M. by Joe Weitzer, chairman.
Committee members present were Vickie Hauser, Richard Manchester,
Joe Weitzer, Jackie St. Mary (Recreation Supervisor) and
Peter Theis (Parks Supervisor).
Joe recommended that we look at the philosophies of the park and recreation supervisors. Pete felt that we need to have a
source of revenue if we continue to allow groups to use the park
facilities. Jackie felt the recreation programs did not need
a profit so long as they tried to work on a break-even basis.
Recreation Refund Policy
Anyone that feels their situation is an exception to the refund
policy (i.e. medical reason) may submit a written request for consideration by the Parks and Recreation Board.
1. Consideration will be given if there are more than the
minimum number of children in a class.
2. A doctor's written limitations pertaining to the individual
must be submitted.
3. If all conditions are met, a prorated refund will be issued.
Fees and Charges
The policy of the department is that those who participate should
help defray the overall costs of that activity. Fees and charges
are therefore assessed according to the needs of the program such as extra leadership, skilled instructors and special equipment.
Note; The department, however, does not want to exclude any
adult or child who is unable to pay these fees due to
unemployment, illness, or handicaps that might occur.
I. The family unable to pay all or part of the charges for the above reasons should contact the department in written form
prior to registration. The Parks and Recreation Board will review all requests. Arrangements could be made for parti-
cipation.

II. Fees for instructional programs are assessed on a break-even
basis of instructors' salaries only.
III. Nominal fees for open programs are assessed to help defray
the costs of running the program, but are not necessarily
on a break-even basis.

Softball Tournament Policy
Games should be played from the end of May to the third week in
August. This will be reviewed by Pete.
MHS Pool
Policy regarding pool use will be reviewed by Jackie.
Final suggestions will be brought before the sub-committee at
or next meeting scheduled for 6 00 P.M. on Monday, October 15,
1984.

seconded. emotion carried and meeting adjourned.
