PARKS & RECREATION BOARD
CITY OF MUSKEGO
MEETING OF MONDAY, SEPTEMBER 17, 1984
The monthly meeting of the Parks and Recreation Board was called to order
by Richard Manchester, acting chairman, at 7:00 P.M.
PRESENT: Richard Manchester, Vickie Hauser, Alderman Dick Nilsson,
Joseph Weitzer, Peter Theis (Parks Supervisor), and Jackie St. Mary
(Recreation Supervisor).
ABSENT: Carl Wauer, Richard Arrowood.
WRITTEN CORRESPONDENCE:
Two fee waiver requests came before the Board for consideration. They were for
participation in Fall programs. One was a partial waiver and the other a full
waiver. After a brief discussion, Joseph Weitzer moved to waive the fees as
requested. Vickie Hauser seconded and the motion carried.
DENOON PARK:
Phases of work for current park project: Pete and Jackie submitted ,a breakdown
of recommendations for Phase II for the Demon Park project. Joseph Weitzer
moved to recommend to the Finance Committee, the Demon Park project
recommended expenditures for Phase II development. Vickie Hauser seconded.
Motion carried.
DEPARTMENT REPORTS:
Parks Department
Review of 1985 Operating and Capital Budgets: Peter came in with a Capital
Budget of $165,577.00. The Board, after careful review, reduced the items from
15 to 8 and the total cost from $165,577.00 to $50,215.00. The major increase
in the Operating Budget was the addition of one full-time employee for the
Parks Department. Joseph Weitzer made a motion to recommend to the Capital
Budget Committee and Finance Committee, both Peter's Operating and revised
Capital Parks Budgets. Vickie Hauser seconded. Motion carried.
Recreation Department
Review of 1985 Operating and Capital Budgets: Jackie came before the Board
with a Capital Budget of $2,829.50 and an Operating Budget of $107,706.92. After
discussion, Joseph Weitzer moved to recommend the Recreation Capital Budget and
Operating Budget to the Capital Budget Committee and Finance Committee,
respectively. Vickie Hauser seconded and the motion carried.

NEW BUSINESS:
Presently 18 trailer stalls and 30 car stalls exist at Idle Isle. A recom-
mendation came from the Rules, Laws, & Ordinances Conunittee to change the
current policy from; when the park is full, you can launch a boat and then
find your own parking spot outside the park; to, once the park is full, (all
trailer parking spaces), you cannot launch your boat. Discussion then turned
to increase parking in the park. Vickie Hauser moved, contingent on the
approval of the item in the 1985 Parks Capital Budget designated for increasing
the parking lot at Idle Isle, that the recommendation of the Rules, Laws, &
Ordinances Committee stating not to allow for launching of boats once the
lot is expanded and parking availability increased would be accepted.
Joseph Weitzer seconded. Motion carried. It is imperative to note that this
decision would only be in effect if the Common Council approves the funds
for the expanded parking area at Idle Isle Park.

Vickie Hauser moved to adjourn. Joe Weitzer seconded. Meeting adjourned at
9:28 P.M.
