PARKS & RECREATION BOARD
CITY OF MUSKEGO
MEETING OF MONDAY, MAY 21, 1984
The monthly meeting of the Parks and Recreation Board was called to order by
Richard Arrowood.
LACK OF QUORUM PRESENT: Present were Alderman Richard Nilsson, Vickie Hauser,
and Richard Arrowood. In attendance, also, were
Jackie St. Mary (Recreation Supervisor) and Peter Theis
(Parks Supervisor).
As there were certain issues that needed to be reviewed prior to the Board's
next meeting, the Board reviewed the requests and will poll those members not
present for their opinions on the issues. (Joe Weitzer stopped by the office
on Tuesday, May 22, 1984, and agreed with the Board's recomendations of May 21, 1984.)

PERSONAL APPFARANCES:
MAA (Muskego Athletic Association)
Harry Udvare appeared representing the M.A.A. Referred to the following:
(1) Fencing is in at Mill Valley and Bluhm I.
(2) Had questioned why a 10' fence was not set in concrete. Pete indicated that
the support pole went quite deep and it was felt this was adequate enough.
(3) Would still like something done about the dugout fence at Bluhm.
The following is not an M.A.A. concern, but a personal request:
Concerned about allowing the touch football team to use the fields for fund-
raising. It might appear that they misrepresented themselves as a call was placed
to Jim Ryan's and they could not tell him where the funds would go. The Board
was informed by the Mlachnik's when the request was made that funds raised from
the tournament would be used by their touch football team for uniforms and entry fees into tournaments.
Possibly the Board should look mme closely at this situation. It was recommended
that the baseball sub-committee meet and establish a tournament policy as to who has priorities for use of the fields.

Idle Isle Regatta
Jack Anderson appeared to request the use of Idle Isle Park for the Little
Muskego Yacht Club's regatta. The membership would like the Board to allow
them to park on the grass to the left as you come into Idle Isle Park.
No overnight parking will take place as this is only a one-day event. Also,
requested the launch fees be waived. It is expected that people will arrive
between 7:00 a.m. and 8:00 a.m. No request was made for use of the building.
Discussion centered on possibly expanding the parking lot area at Idle Isle.
This will be looked at at budget time and in relation to what is happening
with the Dandilion Park property. Members present recommended that the Yacht
Club park in designated parking areas only, but the fee would be waived.
WRITTEN REQUESTS:
LMLA (Little Muskego Lake Association)
The Little Muskego Lake Association requested permission to place plates on
picnic tables that were donated by LMLA. The Board members agreed that the
plates could be placed on the tables, but should be done prior to when the
parks department puts them out in the park.
Historical Society
Correspondence was received from the Police Department indicating that the
Historical Society has not planted the trees or eliminated the materials stored
in the areas discussed. On March 21, 1983, the Board met with Mr. Damaske and
he agreed to take care of these matters. The Board directed Jackie to address
a letter to Mr. Damaske with these concerns.
Wedding Reception Request
The request from an individual for use of Jensen Recreation Center in June
was denied. Jackie will revise the building use policy to be more explicit
about who may and may not use the buildings under the Parks and Recreation's
jurisdiction in the City.
St. Leonard's Festival
A request was received from Robert Yeager, St. Leonard's Festival Chairman,
requesting use of folding tables for their festival on July 21 and 22, 1984.
It was agreed that they would be limited to tables that are readily available.
A deposit, as established in policy, will also be required.
OLD BUSINESS:
Bluhm Update
Electrical Company easement through the park has been resolved with the DNR
(Department of Natural Resources). There was a preexisting easement for the
initial service to the sewer plant.

Diamond #3 parking--Peter expressed concerns about the parking of cars on the
grass near the Bluhm #3 ballfield. He indicated the department has extra snow
fence that could be put up to designate a parking area. The Board members
agreed that it was a good idea.
DEPARTMENT REPORTS:
Parks
MAA requested that the bleachers be moved at Mill Valley 1, 2 and 3 now that
the 10' fence has gone up.
Peter felt there were two issues to be addressed regarding the request:
(a) If moved, we would have an empty asphalt slab where the bleachers are now
sitting; and (b) the parks department would not have time to mow and maintain
under the bleachers.
This will be discussed further at another meeting.
Recreation
Schaumberg's Lease
Dick Schaumberg has requested that his lease of the land-locked property
adjacent to his property be renewed for this year again. The Board has no
problem with continuing the lease agreement as long as he is using the field
only for the purpose of grazing his horses.
ADJOURNMENT:
The meeting ended at 8:55 p.m. The Board members expressed their concerns
regarding attendance at meetings. It is so important that Board members call
ahead if they cannot make a meeting.
