PARKS & RECREATION BOARD
CITY OF MUSKEGO
MEETING OF MONDAY, JULY 16, 1984
The monthly meeting of the Parks and Recreation Board was called to order by
Richard Arrowood at 7:OZ PM.
PRESENT: Richard Manchester, Vickie Hauser,Richard Nilsson, and Richard Arrowood.
Joe Weitzer and Carl Wauer arrived late. Pete Theis (Parks Supervisor)
and Jackie St. Mary (Recreation Supervisor) were also present.
ABSENT: Karen Wesell
GUESTS: Linda LeMaster, Kathy Wentland, Wil Vidal, Newswoman Vi Joy.
The minutes of the June 18 board meeting were approved as mailed.
PERSONAL APPEARANCES:
Fun Fest Review
Wil Vidal felt that the event was successful. Board questioned whether the fire-
works were a problem since a different area was used. No one seemed to have
heard of any complaints. Linda L&faster apologized for not clearing permission
to use a portion of the swimming area for their family-oriented water activities.
Peter asked that dates be better coordinated, in respect that the request for dates
take into consideration the set-up and take-down dates also. A Board member
expressed concern that it now seems they are taking more days for set-up and take-
down for the festival and making their use of the park that much longer. No one
seemed to have any other major concerns regarding the weekend.
WRITTEN CORRESPONDENCE:
A letter was read from Diane Neitzel expressing her appreciation for Wind Lake
residents being allowed to participate in the Recreation programs, and how much
her children are enjoying their summer participation in the programs.
OLD BUSINESS:
Denoon Park
Denoon Park Project-A letter was submitted by Urban Designer Susan Becker to the
Board stating the reasons for establishing the roadway to the launch area as it
is. Secondly, the drain tiles were damaged in the grading process. These will
have to be repaired. Also, because the parking lots would be involved with
problems with the drain tiels, the consultant/contractor recommended adjusting
the original plans and turning Parking Lot A a different direction and moving
Parking Lot B south 50'.

Presently, funds are being held up due to the boat launch permit. the LAWCON
Grant Application has been submitted by the state to the Federal Government.
The boat launch permit requires that public notice be filed for 30 days. At
that time, it will be determined whether the DNR will hold a public hearing
on the launch.
Also, the Historical Society has sent a letter notifying the Board that an archa-
eological survey (study) has to be done as a requirement in receiving LAWCON
funds. This could run between $lOOO-$1500 and take two-three weeks. Richard
Manchester moved to recommend to the Finance Committee, the approval of approxi-
mately $1500 out of TIF l/l funds for the purpose of the archaeological study.
Vickie seconded and the motion carried.
DEPARTKENT REPORTS
Parks
LMLA
The Little Muskego Lake Association has contacted Peter regarding being able to
get some fill to use to fill in by the bulkhead near the boat launch at Idle Isle.
Also, they felt they could put some sand on the beach. This, however, may be
in violation of the DNR. Peter should check with the DNR to see if it is possible
to put sand in the beach area.
Touch Football's Softball Tournament Review
The tournament posed the Board with some problems due to rain the Friday before
the tournament weekend. A bill of $358.63 was submitted to Duane Mlachnik, Sr.
for services rendered by staff to work the weekend to make the fields ready for
play. The tournament organizer differed over the bill to be paid. The Board
recommended that Pete resubmit the bill. If not paid, the city attorney should
be contacted.
Horn Field Fencing
Mrs. Heckert has requested that a fence be installed along the first base line.
Her car's windshield was broken ($180) and the cost for replacement had to be
paid by the Parks Department, who is submitting to the insurance company. The
Board recommended that since the windshield was broken during a high school event,
the school board should be contacted regarding paying this bill. Pete was then
instructed to get some quotes for the fence around the diamond at Horn on the
first base side.
Men's Softball Tournament
Due to Saturday night's rain, games were not able to start at 8:00 AM. A parks
staff member notified the league director that they would have to postpone
game time for a couple of hours. The league manager decided tocancelinstead.
The Parks Department then got calls as to why games were cancelled. This was
the league director's decision; not the Parks Department.

Electrical Situation at Mill Valley Complex
The source of the problem that caused the generator to burn up has been traced
to the fact that a 15-amp circuit breaker was installed in the system instead
of an 8-amp breaker. This was the inspector's fault or the contractor's fault
and not the planner's.
Update on Horseback Riding on Right-of-way Request
Under no circumstances will the Electric Company allow horseback riders on their
right-of-way, only biking, hiking and cross-country skiing are allowed.
Recreation
MHS Pool
A petition was presented to the Board which was initiated by the mothers of children
and tot swimmers. They feel the railing on the upper deck by the locker roomy
at the high school pool is unsafe. The.youngsters could slip and slide through
the rail area and fall. The Board recommended that the school ioard look at
this problem and note the fact that there should probably be a toe plate by the
railing. This is OSHA code.
Class Change Fee Policy
Jackie felt that a policy should be initiated in which participants are charged
for changing classes due to their own inappropriate scheduling. This has been
occurring often lately and is taking staff time and paper work. Richard Manchester
moved to adopt a policy to charge $1.50 for the processing charge for changing
of classes by the public. Carl Wauer seconded the motion and it carried.
Dandilion Study Committee Update
Mr. Masterson is presently ready to sell and it was the opinion of Carl Wauer,
that if the city doesn't move soon, the land will be sold and the city will
lose the opportunity to purchase it. Negotiations,are still underway.
ADJOURNMENT:
Carl Wauer made a motion to adjourn the meeting at 8:48 PM. Vickie Hauser
seconded. Motion carried.
