PARKS & RECREATION BOARD MEETING CITY OF MUSKEGO
JANUARY 16, 1984
The monthly meeting of the Parks and Recreation Board was called
to order at 7;30 P.M. by Richard Arrowood.
PRESENT Richard Arrowood, Ralph Tomczyk, Richard Manchester,
Vicki Hauser, Joe Weitzer, Jackie St. Mary (Recreation
Supervisor) and Peter Theis (Parks Supervisor).
ABSENT Karen Wesell and Carl Wauer.
GUESTS Susan Becker, Harry Udvare, Ray Christenson, Ron Ford,
Jim Hoth, and Stanley Potrykus.
The minutes for the monthly meeting of December 12th, 1983, were
approved as mailed. Regarding the minutes of the Informational
Hearing, date December 17th, 1983, should read December 14th, 1983. The minutes were then approved with that correction
PERSONAL APPEARANCES.
Susan Becker appeared before the Board to briefly go over the
Howard Needles Tammen & Bergendoff (HNTB) preliminary report of
the bids and site work format Peter brought up some concerns
he found in the format as to the baseball field grading/mix, the
play area and grass maintenance. Questions about the boat launch
also came up. Presently, the boat launch will be a T-type roadway.
The launch itself must be approved by the state and federal govern-
ment. HNTB will be making the application on behalf of the City.
Susan Becker then brought up a request regarding money to do some
soil testing in the area for the foot bridges. Originally, it
was estimated to cost $800.00 but the cost will be slightly more, probably due to the winter. HNTB is dealing with Giles engineering
to see if they will not keep their original-price quote.
Richard Manchester made the motion to recommend to the Finance Committee to approve an amount not to exceed $l,OOO.OO for the
soil testing. Ralph Tomczyk seconded the motion. Motion carried.
Next, Susan Becker brought the revised cost estimate sheet to the
attention of the Board. Ms. Becker mentioned that the railroad
ties which the Board had intended to buy for the park were very expensive. The Board felt that perhaps the ties should be included as an alternate bid instead of a base bid. There will also be
an additional base bid for playground equipment for Bluhm to be
installed by the City, which may be less expensive if bid in
combination with this project.

l James Hoth requested the use of Mill Valley diamonds this year for a USSSA Women's Class A and B tournament. The requested dates
are June 2nd and 3rd with a raindate of June 9th and 10th. He would request a permit to sell beer, soda and food. Richard Man-
chester made a motion to approve the use of Mill Valley for the
tournament and Joe Weitzer seconded the motion. Discussion
followed and Mr. Hoth offered a $125.00 donation for continued
upkeep of the diamonds or other park use. He also advised that
he would waive the entry fee for a Muskego-sanctioned team to enter
the tournament and would provide a third metro portable toilet.
He will also cover the costs of Peter and/or his laborer's time
for dragging the diamonds between games. The motion then carried.
Mr. Harry Udvare, representing the MAA, appeared at the meeting
to address the letter from Jackie St. Mary and the City of Muskego
in regard to the 9- to lo-year-old hardball program which had been planned to possibly begin at Bay Lane this year. He stated
that presently, the idea of a 9-10 hardball league will be
delayed for a year and that a survey would be taken for those boys
in that age group to find out what they preferred. Mr Udvare
also stated that the MAA is requesting the use of a worker for
the time period beginning April 24th through July 31st! 1984, at
40 hours per week at minimum wage (!$1,876.00) plus social security
and workman's compensation. Total donation would be $2,067.73.
Mr. Udvare further presented three points which he felt might
a be looked at
1. A breakdown of actual time spent of the "donated worker".
2. The MAA would have only one contact person to work directly
with Pete. That person would be the only mediator between
Pete and the MAA.
3. The MAA requests a batter's box, a line by fence pole, and foul lines at Bay Lane and Kurth.
As a final request, Mr. Udvare requested the storage area at Bluhm
for the storage of bases by the MAA.
Mr. Ralph Tomczyk moved to approve the summer MAA employee an
Vicki Hauser seconded the motion. Motion carried. At this point
Mr. Udvare also asked if it would be possible to make a raised ,pitcher's mound at Bluhm II but was told that it might be a problem
with the other leagues who also play at the field and would need
additional research before acted upon.
OLD BUSINESS
Bluhm Farm Revised Plan Status
l The revised master plan for Bluhm Park, which was necessitated due to the division of property of the original plan, has been

forwarded to the federal government. The state DNR (Department
of Natural Resources) felt that the problems questioned had been
unintentional and since it did not directly involve DNR money, they have recommended the acceptance of the revised plan as
submitted.
Naming of Lake Meadows/Lake Denoon Park
The naming of the Lake Meadows/Lake Denoon park area will be
placed on the agenda for next month's meeting.
DEPARTMENT REPORTS.
Parks
Letter Response
Regarding a letter from Mr. Bob Lennart, Peter is to write to the
gentleman and tell him that two public informational meetings
were held which addressed several of the questions he raised
regarding the Lake Meadows park. Copies of the minutes can be
obtained at City Hall.
Tournament Policy
Peter stated that he felt there is a need to establish a policy for the use of ballfields. There are two main areas to consider:
(1) fees and charges, that is establishing a base fee for field
and equipment use, labor time and lights, and (2) rules and regulations on such items as clean up and also purpose of the use
(profit for charity/private, fund raising, etc.). The Board
requested that Pete work out a rough draft to establish a format
for same and bring it to the Board for future discussion and
approval at the next meeting.
Mill Valley Diamond Request
Duane Mlachnik, Sr. has requested the use of the Mill Valley diamonds for July 22, 23, and 24, or July 23rd from 8 00 a m.
to 10 00 p.m. and the 24th from 8 00 a.m. to 8 00 p.m. It was
noted that the 22nd conflicted with the MAA program and the 24th
going to 8.00 p.m. would be in conflict with the Sunday league.
Ralph Tomczyk made a motion to deny the request. Vicki Hauser
seconded. Motion carried.
Recreation
Employee Approval
Jackie presented a list of her seasonal employees to the Board for approval. Ralph Tomczyk made a motion to approve the list.
Vickiseconded and the motion carried. (Joe Weitzer abstained.)

Pool Update
0 The Muskego Fire Department was recognized for their time and help
in cleaning out the filtering system of the high school pool.
It was questioned by the Board why the contractor of the project
was not responsible for the problem still occurring with the pool.
Program Registration
Program registration is January 17th, 1984.
Capital Item Expenditure
l
Update on capital item expenditure...The office and dance floor
at Jensen are the two expenditures that are currently being designed
The specs will be done initially by Jackie and then looked over
by Building Inspector Jerry Lee. Jackie will then be looking for
price quotes, not bids. Also, it was suggested that the building
(Jensen) be inspected for safety by Jerry Lee.
Muskego Night at the Brewers
On June 3rd there will be a Muskego Night at the Brewers game
to help raise money for the City. The first $1,200 will be used
to offset the City's donation to the Muskego VFW for the Country
Fair Days parade, and any funds over and beyond that would be
used at the discretion of the Recreation Supervisor.
Senior,Coordinator Position/Activities
The senior coordinator has just started working at the Denoon
Senior Center. The goal is to bring the senior groups together,
make them more aware of the things that are done by the different clubs andprovide services for those seniors who do not belong to
any clubs with educational and social opportunities.
I NEW BUSINESS, OTHER BUSINESS
Peter and Jackie brought copies of their job descriptions to the Board for discussion. Pete feels that if he is to accomplish
his duties, then there is a need for another person in his depart-
ment. He feels that he is over-extended and his excess workload
is being picked up by Jackie. Jackie also feels over-extended,
since she is picking up a lot of the park planning and other
park responsibilities that are technically not in her job descrip-
tion. Also, now that she is spending more time on park work, her
recreation areas are suffering because they are now being held
up by park work,
After discussion, the Board felt that we should appear before the Finance Committee and present them with the problem and ask

for some additional help. Ralph Tomczyk will represent the Board and both supervisors should be present.

a Ralph Tomczyk brought a letter he received to the attention of
the Board. The letter was a request for the use of Idle Isle on
February 25th and 26th for an ice ball tournament. A motion
was made by Ralph Tomczyk to allow the use of the park on those
dates and that all details be arranged with Peter. Vicki Hauser
seconded the motion. Motion carried.
' Muskego Historical Society
As this was not on the agenda, no formal action regarding the
Milwaukee Journal's article in respect to the park was taken.
ADJOURNMENT
A motion to adjourn was made by Ralph Tomczyk at 11 37 p.m.
Vicki Hauser seconded the motion and it then carried.
