PRB040284minutes2MINUTES OF PARKS AND RECREATION BOARD SUB-COMMITTEE MEETING CITY OF MUSKEGO Monday, April 2, 1984 IN ATTENDANCE: Karen Wesell, Joe Weitzer, Vickie Hauser, Water- patrolman Gerald Warda, Alderman Ralph Tomczyk, and Jackie St. Mary. ABSENT: Lt. John Johnson The meeting was called to order at 6:Ol PM by Chairperson Karen Wesell. BUSINESS Study of usage of Idle Isle Park by the Waterbug Ski Club. The purpose of this committee meeting was to review the policies established last year and review the Club's request for additional dates for 1984. The committee studied three options for the Waterbug's use: Option One: To defer action until the Waterbug Ski Club pays for the buoy that was damaged in 1982; and, also, provide proof of insurance. In addition, the pier to be placed on Idle Isle is to be put in the sane spot as last year, and is to be checked and approved by Peter Theis. Option Two: To deny them use of Idle Isle Park for shows (putting in pier, removal of swimming area and special parking privileges). Option Three: Use of the Idle Isle Park with the restrictions/guide- lines as established in the agreement in 1983. The following includes these three options: The Parks and Recreation Board would recommend to the Finance Committee: Option One: To defer action until the water club pays for the buoy that was damaged in 1982; and, also, provide proof of insurance. In addition, the pier to be placed on Idle Isle is to be put in the same spot as last year, and is to be checked and approved by Peter Theis. Option Two: To deny the Waterbugs Ski Club the use of the ski jump and the Parks and Recreation Board would deny the Waterbugs the use of Idle Isle Park for the 1984 season. Option Three: Use of Idle Isle Park by the Waterbugs with the following guidelines for this use: 1. Dates: a. One week-end day per month, which will be Saturday. Minutes, Parks & Recreation Sub-Committee Meeting, 4/Z/84, Page 2 b. One practice per week, which will be Wednesdays. c. Waterbugs will submit dates for Board approval by their May meeting. 2. TIME FOR SHOWS/PRACTICES (The terms show and practice will be interchangeable throughout this agreement.): Show/practice times, 6:15 PM to 7:15 PM Shows/practices will be finished at 7:15 PM 3. SET-UP TIMES FOR SHOW/PRACTICES (which includes moving the ski jump and take-over of pier.): Show/practice time (weekends) set up from 5:30 PM to 6:15 PM (move the equipment trailer into the area). 4. TAKE-DOWN TIMES AFTER SHOWS/PRACTICES: Show times (weekends) take down by 7:45 PM 5. REMOVAL OF SKI JUMP AND RETURN OF BUOYS TO RECTANGULAR POSITION: a. Permits for ski jump and buoys must be secured from DNR (Dept. of Natural Resources) and City and pre- sented to the Board by their May meeting. b. Buoys and ski jump must conform to all State regulations concerning piers and ski jumps. C. Ski jump must be put up and removed within the Parks and Recreation Board's designated set-up and take-down times. d. Buoys must be returned to original rectangular position within Board's designated take-down time. e. If threat or existing weather conditions would make it difficult to return the ski jump to off-use position (DeAngelis Island area), then the show must be cancelled. f. The ski jump is to be anchored 200 feet off DeAngelis Island during times not delegated by the Board for use during scheduled show/practice times;and the ski jump is to be anchored, by 10:00 AM the following day, off of DeAngelis Island if a storm comes up during the show making it impossible to move. g. Buoys will be the last thing removed before show/practice time; no more than 10 minutes prior to show/practice time; and returned within the first 10 minutes after the completion of the show/practice time. 6. SIGNS (Pete Theis, Parks Supervisor, would make the following signs) : a. Lifeguard Chair Sign: Swimming area will be closed ten minutes prior to the practice/show times posted at the park entrance. Minutes, Parks & Recreation Sub-Committee Meeting, 4/Z/84, Page 3 b. Pier Sign: Pier will be closed to public three-quarters hour prior to practice/show times posted at park entrance. Pier will be open to public one-half hour after show or practice time unless in the case of a cancelled show or practice. 7. PARKING a. The Board will issue five (5) parking passes, free of charge, to of the Waterbugs. This person can issue these five (5) passes to members of the club. The passes will be turned in to the park attendant each day of the Waterbug's assigned schedule. At the end of the show/practice, the park attendant will return passes to contact person. b. Special parking for five (5) vehicles will be allowed and parked only in the areas designated by the Parks and Recreation Board and will be directed through the park attendant on duty. C. The Waterbugs' equipment trailer will be parked in the Parks and Recreation Board's designated area and will be directed through the park attendant on duty. d. No Waterbug equipment will be left on the premises, with the exception of the pier. 8. CONTACT PERSON/WATERBUG SKI CLUB: Contact person from Waterbug Ski Club will be An alternate contact person responsible from the Club will be . The Club will designate their contact person who will be the Club',s ~representative and who will receive any correspondence (or summons if this becomes necessary). These names will be submitted to the Parks and Recreation Board by the May meeting of the Board. 9. CONTACT PERSON/PARKS AND RECREATION BOARD: The Parks and Recreation Board's contact person will be Peter Theis. The alternate contact person will be Jackie St. Mary. If circumstances would arise not covered by these rules, the Waterbugs must contact above person(s) for a decision. 10. INCLEMENT WEATHER: If weather conditions result in a cancellation of a scheduled show/practice date, a make-up date will be considered. The make-up date must be confirmed in writing by Peter Theis and must be rescheduled within two weeks of the cancelled date. The attendant on duty at the park must be notified by the Waterbugs whenever a show or practice is cancelled so that access to the area can be granted to the public. If cancellation is determined other than at the park (earlier in the day), Peter Theis will be contacted so he may inform the park attendant. Minutes, Parks & Recreation Sub-Committee Meeting, 4/Z/84, Page 4 11. PIER OWNERSHIP: The Waterbugs Ski Club Inc. owns the pier. They have the responsibility of repair, maintenance, and liability, and it is to be placed in the same area as the 1983 season. Peter Theis is to be contacted prior to placement of the pier on Idle Isle. 12. WATERBUG SKI CLUB MEMBERSHIP: A membership list of the Waterbug Ski Club must be submitted to the Parks and Recreation Board by , with the membership updated monthly by Waterbug contact person to Peter Theis. 13. CONSEQUENCES FOR NOT COMPLYING WITH THESE RULES WILL BE AS FOLLOWS: a. A substantiated complaint by a citizen(s), park attendant, water patrolman, lifeguard, police department, Parks and Recreation Board member, Parks Supervisor, or Recreation supervisor. b. The Parks Supervisor will contact the Waterbugs' contact person concerning consequences by phone with a follow-up in writing whenever a complaint is substantiated. The date of the phone call will serve as the notification of denial of park use. (1) First Offense: Permission to use Idle Isle Park will be denied for the next two scheduled dates (practice and/or show dates). (2) Second Offense: Permission to use Idle Isle Park will be denied for the next four scheduled dates (practice and/or show dates). (3) Third Offense: Denial of remainder of year's schedule. The Parks and Recreation Board will review use of the park in regard to the rules established for the Waterbugs at the May meeting. A checklist will be developed for the park attendant by Peter Theis. A contract of these rules, based on the Parks and Recreation Board's decision in April, will be drawn up and signed by the contact person and alternate contact for the Waterbugs Ski Club and submitted prior to the May, 1984 meeting. Copies will be provided by the Parks and Recreation Board. I have reviewed these rules and fully understand the implications of them to the Waterbugs' Ski Club. Signature of Contact Person Signature of Alternate Contact Person Date Date finutes, Parks & Recreation Sub-Committee Meeting, 4/Z/84, Page 5 Vickie Hauser moved to accept the agreement of rules for the Waterbugs but before the Waterbugs are allowed the use of Idle Isle, they are to provide certificate of insurance listing the city as co-insured, list of specific dates, replace the water marker damaged in 1982, ,and comply with placement of the pier in the exact spot as last year with approval from Peter Theis. Motion was seconded by Joe Weitzer. Motion carried. ADJOURNMENT The meeting adjourned at 6:56 PM. Joe Weitzer moved, Vickie Hauser seconded the motion to adjourn. Motion carried.
