PARKS AND RECREATION BOARD SUB-COMMITTEE MEETING
MONDAY, JANUARY 10, 1983

CALL TO ORDER
The meeting was called to order at lo:40 a.m. by Chairperson Karen Wesell.
BUSINESS
Study of usage of Idle Isle Park by the Waterbug Ski Club.
The purpose of this committee meeting was to come up with some written
policies regarding the Waterbug Ski Club's and the City's responsibilities
for use of Idle Isle Park. The committee met to put these guidelines
together and recomend to the entire Parks and Recreation Board.
The committee has studied two options for the Waterbug's use:
Option One: To deny them use of Idle Isle Park for shows (putting in
pier, removal of swimming area and special parking
privileges), or
Option Two: Use of the Idle Isle Park with restrictions, as in the
past, but more clearly defined expectations.
The following includes these two options:
The Parks and Recreation Board would recommend tp;the Finance Committee:

Option One: To deny the Waterbugs Ski Club the use of the ski jump.
and the Parks'and Recreation Board would deny the Water-
bugs the use of Idle Isle Park for the 1983 season.
Option Two: Use of Idle Isle Park by the Waterbugs with the following
guidelines for this use:

1. Recommendations for Dates:
a. One week-end day per month.
b. One practice per week, staggering day of week Monday through
Thursday.
c. Waterbugs will submit dates for Board approval by April 18,
1983.
2. Times for Shows and Practices:
a. Show times (weekends), 6:15 p.m. to 7:15 p.m.
Shows will be finished at 7:15 p.m.
b. Practice times (weekdays), 6:00 p.m. to 7:30 p.m.
Practice will be finished at 7:30 p.m.
3. Set-up Times for Shows and Practices:
a. Show time (weekends) set up from 5:45 p.m. to 6:15 p.m.
b. Practice time (weekdays) set up from 5:30 p.m. to 6:00 p.m.
4. Take-down Times after Shows and Practices:
a. Show times (weekends) take down by 7:45 p.m.
b. Practice times (weekdays) take down by 8:00 p.m.
5. Removal of Ski Jump and Return of Buoys to Rectangular Position:

Permits for ski jump and buoys must be secured from D.N.R.
(Department of Natural Resources) and City and presented to
the Board by April 18, 1983.
Buoys and ski jump must conform to all State regulations
concerning piers and ski jumps.
Ski jump must be put up and removed within the Parks and
Recreation Board's designated set-up and take-down times.
Buoys must be returned to original rectangular position within
Board's designated take-down time.
If threat or existing weather condition would make it difficult
to return the ski jump to off-use position (DeAngelis Island
area), then the show must be cancelled.
The ski jump is to be anchored 200 feet off DeAngelis Island
during non-use times.
Buoys will be the last thing removed before show/practice
time; no more than 10 minutes prior to show/practice time; and
returned within the first 10 minutes after the completion of
the show/practice time.

6. Signs:
(Pete Theis would make the following signs.)
a. Life Guard Chair Sign:
Swimming area will be closed ten minutes prior to the practice
and show times posted at the park entrance.
b. Pier Sign:
Pier will be closed to public one-half hour prior to practice
and show times posted at park entrance. Pier will be open to
public one-half hour after show or practice time unless in the
case of a cancelled show or practice.
7. Parking:
a. The Board will issue five (5) parking passes, free of charge,
to the contact person of the Water-
bugs. This person can issue these five (5) passes to members
of the club. The passes will be turned in to the park
attendant each day of the Waterbugs assigned schedule. At the
end of the show or practice, the park attendant will return
passes to contact person.
b. Special parking for five (5) vehicles will be allowed and
parked only in the areas designated by the Parks and Recreation
Board and will be directed through the park attendant on duty.
c. The Waterbugs' equipment trailer will be parked in the Parks
and Recreation Board's designated area and will be directed
through the park attendant on duty.
d. No Waterbug equipment will be left on the premises.

10. Inclement Weather:
If weather conditions result in a cancellation of a scheduled
show/practice date, a make-up date will be considered. The
make-up date must be confirmed in writing by Pete Theis and must
be rescheduled within two weeks of the cancelled date. The
attendant on duty at the park must be notified by the Waterbugs
whenever a show or practice is cancelled so that access to the
area can be granted to the public. If cancellation is determined
other than at the park (earlier in the day), Peter Theis will be
contacted so he may inform the park attendant.
11. Pier ownership:
ownership of the pier must be clarified for maintenance and
insurance purposes. This will be addressed at the April 18,
1983, Board meeting.
12. Waterbug Ski Club Membership:
A membership list of the Waterbug Ski Club must be submitted to
the Parks and Recreation Board by April 18, 1983, with the
membership updated monthly by Waterbug contact person to Peter
Theis.
13. Consequences for not Complying with These Rules will be as
Follows:
a. A substantiated complaint by a citizen(s), park attendant,
water patrolman, lifeguard, police department, Parks and
Recreation Board member, Parks Supervisor, or Recreation
Supervisor.
b. The Parks Supervisor will contact the Waterbugs' contact
person concerning consequences by phone with a follow-up in
writing whenever a complaint is substantiated. The date of
the phone call will serve as the notification of denial of
park use.
(1) First Offense:
Permission to use Idle Isle Park will be denied for the
next two scheduled dates (practice and/or show dates.)
(2) Second Offense:
Permission to use Idle Isle Park will be denied for the
next four scheduled dates (practice and/or show dates.)

b. (3) Third Offense:
Denial of remainder of year’s schedule.
The Parks and Recreation Board will review use of the park in regard
to the rules established for the Waterbugs at the May 16, 1983,
meeting.
A checklist will be developed for the park attendant by Pete Theis.
A contract of these rules, based on the Parks and Recreation Board’s
decision in February, will be drawn up and signed by the contact
person and alternate contact for the Waterbugs Ski Club and submitted
prior to the April 18, 1983, meeting. Copies will be provided by the
Parks and Recreation Board.
I have reviewed these rules and fully understand the implications of
them to the Waterbug’s Ski Club.
