PRB041183minutesMINUTES OF SPECIAL MEETING Monday, April 11, 1983 The special meeting was called to order at 7:lO P.M. PRESENT: Karen Wesell, Richard Manchester, Richard Arrowood, and Jackie St. Mary (Recreation Supervisor). ABSENT: Blenda Treba, Joe Weitzer, JoAnn Kehl, Carl Wauer, and Peter Theis (Parks Supervisor). GUESTS: Roland Haut, Frank DeAngelis, Duane Elertson, Bill Hayden, Ray Christenson, Alderman Nilsson, Dr. Joe Mangiamele, and Mayor Salentine. As there was not a quorum of the Parks & Recreation Board present, no formal action could be taken at the meeting. Therefore, it was an informal informational meeting. LAKE MEADOWS PARK PRESENTATION Dr. Joe Mangiamele appeared to present the preliminary master plans he was requested to design for the future development of Lake Meadows Park. He prepared two plans. One of the plans was for the original park land plus the addition of 20 acres (total-53 acres) and the other plan was for just the original 33 acres. The 53 acre preliminary master plan included two parking areas both designed to allow for future expansion if necessary, softball field, 4 tennis courts (2 present, 2 future), picnic area, play area, ?I basketball court, pedestrian trails, shelter/restroom building, two footbridges and a split rail fence on the nothern and southern boundaries of the park. Some discussion centered around the need to look at the parking area in the middle of the park on the 20 acre parcel. Some liked the idea because it brought the people closer to some of the activity areas. Those not liking the idea felt it was too much asphalt for a park area, and felt people could walk from the one parking area as they are there for re- creation. The 33 acre preliminary master plan included a long roadway into the park, a parking area, tennis courts, shelter/restroom building and play area. The Board felt they should look at where the accesses from Lake Meadows Subdivision are and in relation to where the bridges are located on the plans. The original idea to obtain the 33 acre park from the developer was because it was not developable for homes and also, it helps to keep the water cleaner that drains into Lake Demon. The parcel will help to preserve the land, but with lots of grading and changes to the area would possibly change some of this and could cause run-off. Special Meeting Minutes of April 11, 1983 - Page 2 The -resident representatives present asked that a volleyball area be placed on the master plan. Their residents enjoy a good game of volleyball. Another idea on the 53 acre plan was to move the tennis courts more to the central part of the plan which would make them closer to the restroom facility and possible parking area. Once the Parks & Recreation Board has heard from the Council regarding the approval of the additional 20 acres, they will invite the public to review whichever plan is available after the negotiations. Dr. Mangiamele will do cut outs of volleyball courts, tennis courts, and leave middle parking area on the plan for the neighbors to review. The cut-out idea will allow for the public to see the park from various angles with the placement of these facilities. The meeting adjourned at 8:38 P.M.
