PARKS & RECREATION BOARD MEETING
Monday, November 15, 1982
The meeting of the Parks and Recreation Board was called to order at
7:30 PM by Mr. Arrowood.
PRESENT: Richard Arrowood, Carl Wauer, Joe Weitzer, Jo Ann Kehl,
Jackie St. Mary (Recreation Supervisor), and Pete Theis
(Parks Supervisor).
ABSENT: Karen Wesell and Richard .%nchester and Blenda Treba.
The minutes from the October 18, 1982 meeting were approved as mailed.
COMMUNICATIONS
A. Written Correspondence
1. Therese Stellick is looking for a place for fieldword
during January to May of 1983 in the area of recreation.
Jackie St. Mary has several projects that Miss Stellick
could work on that would be beneficial to both Miss
Stellick and the Recreation Department.
2. Course Refund - Jackie reviewed a request by a citizen
to refund the fee for aerobic dance class. No refund will
be given per Board Policy.
3. Fee Waiver - A request was received by a citizen to
waive fees for summer tennis (2) and s"ccer (3) for his
three children. The citizen's written request does
follow appropriate procedures set up by the Board.
Carl Wauer moved to waive the fees per request in Writing,
with the stipulation that the citizen approach the Board for
consideration if enrolling in any additional programs. The
motion was seconded by Joe Weitzer and carried.
OLD BUSINESS
A. Historical Park (letter from Charles Damaske)
Jackie St. Mary shared a letter sent by Mr. Damaske. First,
the Master Plan for the Historical Park does not include the
road that is now there; second, a fence was to be across that
area ; and third, materials stored on the site are not screened
properly. A letter will be sent to the Historical Society in
regard to these issues.

B. Status Report on Lake Meadows.
Blenda Treba contacted officials at the state level in regard
to the cost for the Impact Study. The cost will be $500.00.
Blenda will take this to the Common Council.
C. Status Report on Bluhm Farm.
Original deadline was for January 23, 1983. Gordon Mross is
requesting completion for April 15, 1983. JoAnn Kehl moved
to approve the request to extend the completion date to
April 15, 1983. Carl Wauer seconded the motion and it carried.
D. Discussion on Dandelion Park Purchase.
Mr. Masterson has offered to sell the Dandelion Park area,
26 acres plus, for $800,000 to the City for a park. Jo Ann Kehl
moved to inform the Finance Committee and the Common Council
of the Park Board's interest in acquiring the Dandelion Park
land. Carl Wauer seconded. Motion carried. Pete Theis will
check with Alderman Klenz in regard to the status of the present
lake lots owned by the City.
DEPARRiENT REPORTS
A. Parks
1. Capital Budget Review - Pete Theis inquired if the Parks
and Recreation Board had any questions on his capital budget
request.
2. Operating Budget stands almost as submitted. The cuts will
not hurt the operation of the department.
B. Recreation
1. The 1983 Capital Budget Review - Joe Weitzer moved to
ask the capital budget committee to reconsider the gymnastic
equipment that was cut for the following reasons:
a. Existing safety mats and equipment are not adequate.
b. Program interest is high in the area of gymnastics.
C. The revenues realized from the program far exceed the
costs.
d. We remind the Finance Committee and Capital Budget
Committee of the liability we share if the program is
not operated in a safe manner.
Jo Ann Kehl seconded the motion and the motion carried.

2. Program Updates
a. Saturday's turkey shoot "as successful.
b. Twenty-four people came to the first film night. There
was good feedback from those who attended.
NEW BUSINESS, MISCELLANEOUS
There was no new business.
ADJOURNMENT
Jo Ann Kehl moved to adjourn the meeting. Joe Weitzer seconded. Motion
carried. The meeting adjourned at 8:51 PM.
