PRB051882minutesMINUTES PARKS & RECREATION BOARD'S SPECIAL MEETING Tuesday, May 18, 1982 Meeting of the Parks and Recreation Board members for the purpose of discussing with Gordon Mross of Ruekert & Mielke's the work on the Bluhm Park shelter/toilet building. The meeting was called to order at 7:00 p.m. by Mr. Arrowood. PRESENT: Richard Arrowood, JoAnn Kehl, Richard 14anchester, Blenda Treba, Carl Wauer, Joe Weitzer and Karen Wesell. Jackie St. Mary was also in attendance. GUESTS: Ray and Dorothy Christenson, Pat Dallman, and Bill Hayden. BLLIHM FARMPARK Mr. Gordon Mross of Ruekert & Mielke's Engineering Firm appeared at the special meeting of the Parks and Recreation Board for the discussion of his work on the Bluhm Park shelter/toilet building. The building was discussed and the following was recommended for its structure: --block exterior; --8" block, no double thickness (with smooth inside face to obtainmore durability from this type of block)8 --use the split-rib type block; --fireplace would also use the block for aesthetics. The members and Mr. Mross reviewed the site plan of where the building and well would be placed, and where the sewer lines would come in. Mr. Mross recommended paths (asphalt or concrete) put as alternate in the specifications. The well would be 100' deep at a cost of about $3,000.00 for the well itself. Mr. Mross suggested that they obtain the services of a contractor to dig the hole and put in a temporary cap. As part of the plumbing con- tract, put the remaining cost in the plumbing specifications. We do not have to put the well out for quotes (not bi‘ds) if under $5,000.00. Minutes, Parks & Recreation Board's Special Meeting, May 18, 1982, page 2. A submersible pump would be used for the well. The gallons/minute to be pumped was not known for sure at this time. Location: The Board felt there would be no problem with the location of the building. Facility Use: Two proposals that should be considered for use of.the park building would be (1) use for summer only, heat and insulation would not be required; and (2) use for winter, insulation must be considered along with heating, etc. Open Area: Several ways to build the open area was suggested: (1) Bring in trusses; if you don't like the open area look of trusses, then can put in wood, drywall, etc. with ceiling. (2) If warming shelter is a possibility and we do not put in insulation for freezing pipes, etc., it could be a real problem. Mr. Mross estimate on the cost of the fireplace would be between $5,000-$6,000 with the decorative block. Possibly use electric heat instead of gas or oil. When requesting bids, get alternatives for size of open area. At present, the size is 24' long; one alternative should be for 6' more (30' size) and one an additional 6' (36' size.) Options: Fireplace. Open area with 6' extension to include price quotes on 24', 30' and 36'. Quoting on the well would be a separate item. Richard Manchester recommended moving the fireplace from the open end to the utility room side as he felt this would be better for heating and would meet the DNR (Department of Natural Resources) requirement of three open sides. Use of insulated block in the structure. Mr. Mross presented the working plans for the facility. The Board directed him to continue the necessary paperwork for specifications and bids. Also, he should put together the paperwork for the well quotes and have that information available at the June 21, 1982, meeting. LAKEMEADOWS PARK Mr. Mross asked for information about that area so he could put together a cost estimate for preparing the preliminary plans for Lake Meadows. We have one cost estimate at present but would like a second cost. We need the cost estimate before Tuesday, May 25, 1982.
