PRB051782minutesa MINUTES PARKS & RECREATION BOARD MEETING Monday, May 17, 1982 The meeting was called to order at 7:38 p.m. by Mr. Arrowood. PRESENT: Dick Arrowood, Richard Manchester, Blenda Treba, Carl Wauer, Joe Weitzer, Karen Wesell, with Jackie St. Mary and Pete Theis in attendance. ABSENT: JoAnn Kehl GUESTS: Robert Burgermeister, Ald. Charles Colburn, Kevin Gibson, Bill McSorley, John Rohlinger, and Harry Udvare. The minutes of the April 19 board meeting were approved as mailed. PERSONAL APPEARANCES Waterbugs Representative Mr. McSorley presen,ted the Waterbugs schedule for show dates and practices. Alderman Colburn presented a list of concerns about allowing Waterbug Ski show dates and practices. He presented some alternatives to the concerns he listed. Mr. McSorley felt that the swimming would not be a problem. The Waterbugs have, in the past, put in the markers and taken them out. Boating--he felt that Sunday (5/16/82) was a good example of how well it will all work. Parking was discussed as it is an evident problem and is realized by all parties concerned. Board Discussion and Concerns: --We are turning the park over five (5) nights a week to a private group. --We are denying the City residents the opportunity to swim. --There should be absolutely no parking on the grass. From the Board Minutes of February 15, 1982: "The area should be set up in such a way not to disturb the swimming area." Dates and Times: It was noted that out of about 99 days in the summer, they (Waterbugs) are requesting 62 days for practices and shows. Minutes, Parks and Recreation Board Meeting, May 17, 1982, page 2. PERSONAL APPEARANCES (CONTINUED) Alderman Colburn and Mr. McSorley agreed that during the week, hours are not a problem. The weekends are the heavier-use times. The group is requesting the practices from 5:30 p.m. to sundown and shows commencing at 6:30 p.m. (usually the shows are one (1) hour in length.) Richard Manchester moved to approve the practices and show dates schedules as presented. Joe Weitzer seconded the motion. Carl Wauer amended the motion to include that the June and July show times start at 7:00 p.m. instead of the requested 6:00 p.m. time and that practices should start at 6:30 p.m. instead of the 5:30 p.m. time request. Richard Manchester seconded the amendment. Amendment approved with one dissenting vote. The amended motion carried with one dissenting vote. Insurance: It was recommended by the Board that a check be made on the insurance policy to ascertain if Waterbugs have a hold-harmless clause with the City (of Muskego.) Parking: Waterbugs should have a limited number of vehicles at the park, so that there is no parking on the grass, and would also allow more parking spaces for Muskego residents wishing to use the park. Following Alderman Colburn's suggestion, Richard Manchester moved, Carl Wauer seconded, to allow the Waterbugs to park in the service area only at the park. Motion carried. The Board was also concerned if there are enough signs indicating "no parking on grass," or "no motorized vehicles beyond this area." Pete is to check this out and get back to the Board. The Pierof Waterbugs: Alderman Colburn asked the Board members if the pier that the Waterbugs installed at Idle Isle and used for their shows and practices is public or private? The Board informed Alderman Colburn that anyone can use it at anytime except at posted Waterbugs times; and further, that the maintenance and repair of this pier is the responsibility of the Waterbugs. Mr. McSorley inquired if the Parks and Recreation Department could provide rakes for them to clean the weeds off the shoreline? There is no money in the department's budget for this item; they should purchase on their own. Men's Slo-Pitch Robert Burgermeister appeared before the Board to ask them to reconsider the Men's Slo-pitch League request for their tournament on July 10 and 11. The 35 and Over &ague has agreed to allow them use of the diamonds if they are off the field on Sunday by 3:00 p.m. Carl Wauer moved, Richard Manchester seconded, to allow Men's Softball League to use the diamonds as requested for their tournament on July 10 and 11. PERSONAL APPEARANCES (CONTINUED) include "to be off of the diamonds on Sunday, July 11, no later than 3:30 p.m." Joe Weitzer seconded the amendment. The amendment vote carried. The motion, as amended, carried. Lighted Basketball Courts Kevin Gibson appeared requesting the Board to look into the lighting of basket- ball courts at Jensen and/or Lions (preferably at Lions Park if can only do OIE.) Pete is to check with the electric company as to possibility of installing lights with a timer. The Board will review this request at the next meeting after more detailed information is presented, including whether or not the lights would be shining on neighbors' windows. WRITTEN REQUESTS M.A.A. All-Star Games Request Carl Wauer made motion to accept, Blenda Treba seconded, request to use Mill Valley #l, #2, and #3 for their all-star games on July 31 or August 1 (rain- date.) Richard Manchester moved to amend the motion to indicate that the Parks crew would not drag or line the fields for the games. Amendment seconded by Joe Weitzer. Amendment carried. Motion carried as amended. The Park crew will try to do the diamonds, if possible, on Friday before 4:00 p.m. with no guarantees. Land 0' Lakes Schedule A written request for approval of the Land 0' Lakes practice schedule for Wednesday and Friday from 6:00 p.m.-8:OO p.m. for the months of June, July and August was received by the department. Carl Wauer moved, Karen Wesell seconded, to allow request except for Friday, June 4, 1982. Motion carried. Discovery Toys Karen Wesell moved to deny, Carl Wauer seconded, the request of Peggy Berg with "Discovery Toys," to display educational toys and games at the summer program registration. Motion carried. Jensen Center Request Karen Wesell moved to deny the request from Becky Jungkuntz for use of Jensen Recreation Center for her wedding reception on August 7, 1982. Motion was seconded by Carl Wauer. Motion carried. Bass Bay Sportsman's Club Richard Manchester moved to approve the request from the Bass Bay Sportsman's Club to have beer at the Bass Bay picnic to be held at Idle Isle on Saturday, June 19, 1982. The motion to approve received a second from Carl Wauer and it carried. Also to be stipulated that this will notexemptthem from any charges whichcould result. The Police Department will be informed of the Board's approval. Minutes, Parks and Recreation Board Meeting, May 17, 1982, page 4, DEPARTMENT REPORTS Parks Report Idle Isle Attendant Pete Theis informed the Board that there was a need for an attendant at Idle Isle this summer and recommended Jim Weitzer for the position. Diamond Drive Lake Lot Mr. Henry Jankowski has cooperated with our department in moving the boat, removing the piers, seeding the area and moving the fence back. A communication has been sent to Mr. Jankowski thanking him for his cooperation. Idle Isle Fun-Fest (Bob Bagley)--July 16, 17, 18, 1982 Richard Manchester moved to deny, Karen Wesell seconded, the request from the Little Muskego Lake Association for Muskego Fun-Fest at Idle Isle on July 16, 17 and 18. Motion carried. (Question was raised that this is a private organization and we would be closing off this City's property with no special acitivity in mind for use of the funds raised. Previous approvals were for raising funds for the dredging of the Little Muskego Lake. Unaminous vote for denial of the request.) Bluhm Farm Bluhm Farm Park looks good. Parks department put a lot of money into the park for weed control, etc. Diamonds have shaped up very good. A rock problem on the diamonds at Bluhm, as at other parks, in the infield. It will take a few years to correct the problem. Harry Udvare said that with his junior league managers, Bluhm has been rated as the best diamond in the City. Police Department Landscaping A thank you letter was received from Chief Scholz concerning the Board's cooperation with him and his landscaping request. Equipment Pete reported that the mower is working out well and considering the cut in man power, things are looking good in the parks department. Recreation Report Idle Isle Recreation Supervisor indicated that a permit was never obtained from the DNR (Department of Natural Resources) for a designated swim area at Idle Isle beach. Richard Manchester moved to designate a swim area at Idle Isle and to apply for a permit through the State and, including the posting of times there is a guard on duty and swimming at your own risk. Karen Wesell seconded the motion. Motion carried. Designated times would be Saturdays, 12:OO P.M.- 7:00 P.M. and Sundays, 12:OO P.M.-7:OO P.M. Memorial weekend through Labor Day weekend except in inclement weather. Karen Wesell seconded. Motion failed. Karen Wesell moved to approve the request based on our use fee for residents which is $2.50 for the first three hours and $1.00 for each additional hour. Joe Weitzer seconded. Motion carried. Christian Youth's Ball Leagues Carl Wauer moved to notify Mr. Beale that their leagues can use the Horn Field diamond this year, but next year can only be used for home games for Bethel Lutheran, not as a league scheduled diamond. Karen Wesell seconded the motion. Motion carried. Summer Recreation Programs Summer recreation programs were presented to the Board for their approval. Information will go to the printer on May 19 and the brochures.iill-go-out on June 2, 1982. All the programs were reviewed. The following were the ones that included changes from the proposed: The Huff 'N Puff program will have participants strictly work out at the high school track under the direction of only one supervisor. Karen Wesell moved, Richard Manchester seconded, to charge $10.00 registration fee for the program. Motion carried. This eliminates any road running and one supervisor. Under the playground programs, the users of the Tot-Lot conducted at Horn Field will be assessed a fee of $5.00 to help offset the costs of this program. Swim Club Carl Wauer moved to approve the request of the Marlin Swim Club's use of the high school pool on Tuesdays and Thursdays from 4:00 p.m.-6:OO p.m. based on the department receiving the money due from the club for present use, a sum of $300 due from the Fall 1981 program and then $4.30/hour for the hours used from January through April, 1982. Motion seconded by Richard Manchester. Motion carried. The Marlin's request for Wednesdays was denied because of conflicts with the recreation summer programs. Varsity and Junior Varsity Baseball Carl Wauer moved, Joe Weitzer seconded, to withhold Gary Kalkopf's paycheck until funds and a report of the fund raiser are turned in to the department. OLD BUSINESS, NEW BUSINESS AND MISCELLANEOUS l An irate citizen's call was received by Richard Arrowood concerning a skunk near the Parks garage. He wanted to purchase the wood pile that the skunk used. Richard Manchester moved and Karen Wesell seconded that our policy is not to sell the wood because it will be used in our building at Bluhm Farm. Motion carried. ADJOURNMENT Karen Wesell made a motion for adjournment at 11:40 p.m. Receiving a second from Richard Manchester, the motion carried. Meeting adjourned.
