PARKS & RECREATION BOARD MEETING
Monday, March 15, 1982
The meeting was called to order at 7:30 by Mr. Arrowood.
PRESENT: Richard Manchester, Joe Weitzer, Carl Wauer, Jo Ann Kehl,
Richard Arrowood, Mitchell Penovich, Jackie St. Mary, and
Peter Theis.
ABSENT: Karen Wesell
Minutes of the February 15, 1982 meeting wxeapproved as mailed.
The first order of business was a review of the Baseball Committee
Meeting of March 3, 1982. Pete gave a cost charge breakdown as follows:

The Mayor has stated that the money will go into the General Fund and be
applied to the salary account as needed. The approval of fees and hiring
an individual to carry out the duties for the baseball leagues was also
discussed. The position would be called a Park Ranger. The use of a city
vehiCle by this individual was also discussed, as was the option of having
the person use his personal vehicle with remuneration for mileage.
Bases will be signed out by Pete.
Mr. John Gauerke (Men's 35+ Softball League), requested services of turning
lights on and painting the white line between third and home base.
The M.A.A. requested a key for Horn Field to provide access to the pitching
machine. They also stated that they need a key for Mill Valley to facilitate
using the lights and storing their bases. Pete saw no problem with the request.
Possible idea to change locks at Mill Valley so one (1) key will flit all locks.
Board could issue keys to various leagues and eliminate necessity of sending
an employee out to turn on/off lights. Board will consider this.
Women's league requested outside portable lavatory at Muskego High School.
Jackie indicated a need for outdoor lavatories at day lane for softball leagues.
This would require School Board approval. As long as the cost stays within

budget perimeters more units will be ordered.
Harry Udvare presented the following inquiries to the Board: Is there a
set date for start of practices? - Jackie responded that use of diamonds de-
pends on weather and conditions of fields. Three to five o'clock (3:00 P.M.-
5:00 P.M.) in the afternoon is call in for use of diamonds for practice. Last
year there were 94 teams vying for practice time.
Is there a certain way second base can be relocated? M.A.A. has problem lo-
cating second base. Junior managers had difficulty and as a result, damaged
field.
Will M.A.A. receive a formal letter concerning fee? Pete stated that this
procedure would be followed.
PERSONAL APPEARANCES
Kurt Fifer on behalf of Muskego Chamber of Commerce requested the park area
across from City Hall near the gazebo for an Art Fair on August 1st from
10:00 A.M. - 4:00 P.M. City tentatively has approved use of this area.
Mitch Penovich supported the request as it would be a plus for our community.
Pete felt four hours would be the amount of time needed for setting up the
snow fence.
Mitch Penovich moved to have Pete set up the snow fence for the Art Fair.
Motion seconded by Carl Wauer. Motion carried.
Mike Fitzgerald of the WaterBugs presented the Board with a list of proposed
dates for practices and shows. Dates and times requested for practices would
be 12:00 P.M. - 7:00 P.M., Saturdays and Sundays. Richard Manchester moved
to allow WaterBugs practice time fl;om 12:OO P.M. - 3:00 P.M. on Saturdays and
Sundays for the month of May. Joe Weitzer seconded the motion. Motion carried.
Richard Manchester moved to allow WaterBugs practice time on Tuesdays and
Thursdays for the month of May from 5:30 P.M. to dusk. Motion seconded by
Mitch Penovich. Motion carried. JoAnn Kehl moved to approve the Wednesday
and Saturday show dates in June, July, and August and reconsider practice dates
for those months after we see how the May practices progress. Seconded by
Richard Manchester. Motion carried.
Further, they (WaterBugs) requested permission for parking on the grass area.
There will be no parking on the grass allowed. The group will be responsible
for replacing swimming buoys. They will also post signs indicating practice
and show dates and times. Mr. Fitzgerald requested placing a sign indicating
Muskego as the home of the WaterBugs. There is no objection as long as the
sign is compatible with the present park sign.

WRITTEN REQUESTS
The Land O'Lakes baseball committee submitted their request for Horn Field
for practice on Wednesdays and Fridays from 6:00 P.M. - 8:00 P.M.
The status of the varsity and junior varsity program was presented for
discussion. Mr. Armwood's feeling is that the School Board is now responsible
for the varsity and junior varsity program. JoAnn Kehl will talk with Kirk
Milligan and Don Matheson in regard to:
(1) their schedule;
(2) where home games will be held;
(3) maintenance;
(4) insurance;
(5) team must request time for practice;
(6) storage of equipment; Hdrn Field?
(7) $1700 supposedly donated to varsity and junior varsity by MAA
A point in question was the Parks and Recreation Department had no request from
the coach for use of Horn Park for pizza sale.
Richard Manchester moved to allow Lakes to practice Wednesday and Friday from
6:00 P.M. - 8:00 P.M. at Horn Field. Mitch Penovich seconded the motion.
Motion carried. A motion was made by JoAnn Kehl to divide up the present
equipment among the junior varsity, varsity, and Lakes teams. The motion was
seconded by Richard Manchester and carried.
Softball Diamond Request
JoAnn Kehl moved to deny request of non-resident Thomas Lewis Czebotas to
use Bluhm Farm. Mitch Penovich seconded the motion and the motion to deny
was carried.
St. Leonard's Request
The congregation at St. Leonard's has requested the use of 10 banquet tables
on July 24, 25, 1982. Mitch Penovich moved to approve the request following
the procedure used in 1981(Ref: Minutes, July 20, 1981--". . to read that St.
Leonard's will be able to have at least 10 long (banquet) tables from Jensen
and Horn if they are returned by 8:00 A.M. on Monday morning, July 27, 1981 . . . . Karen Wesell,made a motion to retain $100 deposit for safe return of
the tables by 8:00 A.M. on Monday or the deposit would be forfeited. Mitchel
Penovich seconded the motion and it carried." ) Motion was seconded by Joe Weitzer.
Motion carried.
DEPARTMENT REPORTS
Parks Report
Pete requested clar'ification regarding need for employee to turn on/off
lights and open/close restrooms. If use keys, we will not need "Ranger"
position. Board agreed to try key procedure. Pete will check out possible

installation of outdoor electrical outlet for Horn Field.
Approval for two part-time summer employees was requested by the Parks
Supervisor. Richard Manchester moved to approve the two (2) individuals
Pete recommended and the one alternate. Joe Weitzer seconded and the motion
carried.
Pete reported that the Ford tractor was ordered March 10,1982. The other
items will have to wait until TIF money becomes available to us. In regard
to the Bluhm Farm Complex, Ruekert-Mielke will design the building. We need
a contract for LAWCON funding.
Mr. Arrowood informed the Board that Council said the Board can proceed with
$7,400.00 Park Dedication Fee Account for Park at Denoon. Council said we
have to go back to them for final approval on preliminary plan. Richard Man-
chester made a motion to turn over the planning of Denoon Park to the Common
Council. Joe Weitzer seconded the motion and it carried.
A thank you letter received from the Britannic Soccer Club was noted. Mr.
Arrowood moved to allow the Britannic Soccer Club to use Kurth Park as long
as there is no conflict with our present programs. Motion was seconded by
Mitch Penovich. The motion carried.
