PRB062182minutesMINUTES PARKS' & RECREATION F$ARl~:MEETING .*Mmiday, June 21, 1982 The meeting of the Parks and Recreation Board was called to order at 7~34 PM by Dick Arrowood. PRESENT: Dick Arrowood, Blenda Treba, Carl Wauer, Joe Weitzer, Karen Wesell, Richard Manchester, Jo Ann Kehl, Jackie St. Mary (Recreation Supervisor) and Peter Theis (Parks Supervisor). The May 17, 1982 minutes were approved. PERSONAL APPEARANCES Arthur Gallagher Insurance agent, Arthur Josetti, made a presentation on the city's General Liability Insurance to the Board. The city's coverage provides protection for all city departments and any elected or appointed officials. Mr. Josetti explained a hand out he provided on insurance coverage for the city. Carl Wauer asked, "If we have an outside organization using the park, are they covered by our insurance?" Mr. Josetti responded, "It covers the city as far as liability, but not the individuals using the property." Alderman Klenz asked "Are piers on the lake approved by the city covered by the in- surance?. Mr. Josetti's response was "Yes, if there is negligence on the part of the city." Jackie St. Mary asked that Mr. Josetti review phone conversations they had the same day concerning maintenance of the Idle Isle pier. Mr. Josetti explained that the greater the exposure by the city, the greater the coverage. HOWaVal-, the pier would not increase insurance costs. He felt common sense judgments needed to be made. He suggested that the Ski Club and city attorney would have to develop a clause whereby the city would be held harmless or the city could be named on the Ski Club's Insurance. Karen Wesell asked what the ramifications of a jointly owned pier would be. Mr. Josetti indicated that the city would have some responsibility. Jackie St. Mary requested an explanation of the M.A.A. Insurance coverage because of a specific incident which had occurred recently. Mr. Josetti explained that as an "Additional Named Insured," the M.A.A. would be covered under the liability insurance. A question arose as to whether or not M.A.A. paid for the premium. At this time, we don't know if they do or not. We do not know under what circumstances the City added M.A.A. as an "Additional Named Insured." Minutes, Parks & Recreation Board Meeting, June 21, 1982, page 2. PERSONAL APPEARANCES (CONTINUED) Bob Burgermister--Men's Slo-Pitch. Mr. Burgermeister thanked the Board for their time. He requested a Gathering Permit for Mill Valley from Superintendent Matheson. Mr. Burgermeister was updating the Parks and Recreation Board on the progress he was making. The Parks and Recreation Board had no concerns over the sale of beer for this function. Felix Tylczynski--Boat Ramp at Idle Isle. Mr. Tylczynski did not make an appearance. Muskego Life Sports. Blenda Treba met with Wayne Salentine and members of the Marlin Swim Club to discuss the rate that.the Parks and Recreation Board has set for use of the Muskego High School's pool by the club. Marry Dawes represented the Marlin Swim Club. After considerable discussion, Carl Wauer moved to accept $600.00 for the 1981-82 swim season. The motion received a second from Blenda Treba and carried 5 to 1. A request was made by the club to use the pool beginning June 29 for nine weeks, three times per week. Carl Wauer moved to offer the pool to the club at the rate of $4.30 per hour. An amendment was added encouraging the club to request a reduced fee from the School Board. The motion was seconded by Richard Manchester. The motion passed unanimously. The swim club presented the Board with a check for $600.00 for the 1981-82 season. Fun Fest Concerns The request for use of Idle Isle was denied at the May 17, 1982, meeting. Alderman Klenz indicated that the funds collected would be put toward a lake project. Carl Wauer asked if the Lake Association would consider taking care of the problems of drainage and erosion. After considerable input and discussion, Blenda Treba made a motion to reconsider the denial of the request to have Fun Fest at Idle Isle approved. Carl Wauer seconded the motion. Richard Manchester asked if tents would be in the same area as last year and if the cost of transporting bleachers would be paid for by the Association7 Mr. Bagley said he would contact Pete Theis concerning the use of the park. Alderman Radtke stated that in spite of the fact that dredging had been defeated because of cost, the Association was still trying to make money for lake improvement. Money would be used for weed harvesting this year. The motion to reconsider the previously denied request was passed 4 to 2. WRITTEN REQUESTS Schmidt Park Alderman Nilsson stated the concerns of his constituents in regard to Schmidt Park. (a) The wooden ladder on the tot slide can't be climbed because rungs are missing. (Pete Theis will see to the replacement of the rungs.) (b) Picnic tables are missing from the park. The alderman saw two. (Pete Theis indicated that tables have been stolen. Each park started with six tables. Some are in for repair and will be dropped off at Schmidt Park.) Pete also indicated that the wooden ladder had been vandalized. A question concerning the effects of increased lighting in combating vandalism was posed. Some studies have shown that turning the lights off decreases vandalism because people don't then congregate in the area. Fran Lufkin--Women's Softball Tournament Mill Valley Diamond's #l, #2 and #3 is requested for August 7 and 8, 1982. Carl Wauer moved to honor the request. Blknda Treba seconded. The motion carried unanimously. Church League Request for High School Diamond The request was made by Burlington Church of the Nazarene for Saturdays, 1:00 p.m.-5:30 p.m. from June 5 through August 28. Carl Wauer moved to deny the request unless five of the teams are from Muskego. Karen Wesell seconded. The motion carried. Minutes, Parks & Recreation Board Meeting, June 21, 1982, page 4. WRITTEN REQUESTS (CONTINUED) Land 0' Lakes Land O'Lakes request regarding the scoreboard at Horn Field. Pete Theis has repaired the scoreboard. DEPARTMENT REPORTS RECREATION REPORT Summer Recreation Registration Jackie St. Mary updated the Board on summer recreation registration. She presented a salary proposal for the two summer swim instructors. Richard Manchester moved to accept the salary proposal. Karen Wesell seconded and the motion carried unanimously. Playground T-shirts Jackie proposed the sale of playground T-shirts. The shirts would be silk-screened. The cost per shirt would be $5.00. The Board gave Jackie the go-ahead. Hershey Meet Jackie informed the Board that Muskego was hosting the District Hershey Track and Field Meet this weekend (June 26) at the high school. Bluhm Farm Jackie shared the bid quotes regarding the Bluhm Farm shelter. Dick Arrowood felt that we needed more information concerning the bid. Jackie will get a copy of the specifications to each Board member and then pool them. PARKS REPORT Kurth Park Alderman Penovich Gants the Board to consider expanding the parking lot at Kurth Park. This will be considered at budget time. Dick Arrowood also indicated that wwmay be over saturating the park with activities, this a parking problem. David Schreiber Reimbursement The City has been trying to collect money from Schreiber which was over- paid. Schreiber suggested he work off this debt by doing some master planning. Perhaps he could do some planning for parking facilities. It was sug- gested that the Board secure an opinion from the city attorney as to how to resolve this problem. Minutes, Parks & Recreation Board Meeting, June 21, 1982, page 5. DEPARTMENT REPORTS (CONTINUED) A. Forsyth Pay Request Mr. Forsyth has an unpaid bill for $600 from 1976. The Mayor stated that the bill was not paid because Forsyth failed to replace plantings that died. Dick Arrowood will confer with the Mayor to determine the status of this situation. Waterbugs Waterbugs request to have parking fees waived for ski club members. Richard Manchester moved to deny the request of waiving the parking fees for the Waterbugs. Karen Wesell seconded. The motion carried. Karen Wesell questioned the ramp on the pier built by the ski club. Alderman Colburn indicated that the unit is now portable and removed when not used by the club. Mr. Fitzgerald wants to bring the buoys in at 6:30 p.m. rather than 6:45 p.m. because of concerns neighbors in the area have had with noise from the sound system. Richard Manchester moved to deny the request to move up the buoy removal time to 6:30 p.m. Joe Weitzer seconded. Motion carried. Residents have complained about the Waterbugs using the facilities other than times approved. There was an instance (June 13?) that the entire beach was: tied up because of a land practice. The ski club has not posted a sign at the park that they had promised to do. At this time the City has not received a current insurance policy from the club. The present policy expires June 24, 1982. Karen Wesell reminded the Board that the ski club was supposed to have proof of insurance coverage in the City's "hands" before using the lake. The Common Council has not approved the dates as yet requested by the ski club. Richard Manchester moved to deny the request of dates of shows and practices by the Waterbugs excluding the Fun Fest because they haven't met their obligations. This is to be effective immediately. Karen Wesell seconded. Motion carried unanimously. Idle Isle Parking Pete Theis handed out a flyer ("Turfstone") as a possible parking surface for Idle Isle. Minutes, Parks & Recreation Board Meeting, June 21, 1982, page 6. Bluhm Farm Pete made a recommendation to the Board to sod the infield on Diamond #l. He projected the cost to be $3,000. It could be placed in the budget for 1983, however, it would be a good Fall of '82 project that would benefit citizens next summer. The Board will consider this recommendation at the next meeting. Jensen Park Jensen Center lighting of basketball courts. Pete discovered that the old poles never removed are telephone poles. They are unsafe for supporting electrical wires, etc. OLD BUSINESS, NEW BUSINESS & MISCELLANEOUS Historical Park Correspondence from the Police Department regarding the road to the Historical Park. When it rains, people are not using the designated trail. Instead they drive through the Police Department's lot and mess up the drive. There is also a concern over a pile of boards and timbers behind the Police Department. This will be taken up at the next meeting. ADJOURNMENT Karen Wesell moved for adjournment at 11:35 p.m. Richard Manchester seconded. The motion carried and the meeting adjourned.
