PARKS AND RECREATION BOARD MEETING
Monday, January 18, 1982
The meeting of the Parks and Recreation Board was called to order by
President Richard Arrowood at 7:48 p.m.
PRESENT: Richard Arrowood, Dick Manchester, Carl Wauer, Karen Wesell,
and JoAnn Kehl. In attendance, also, were Jackie St. Mary,
the recreation supervisor, and Peter Theis, the parks super-
visor.
ABSENT: Mitchel Penovich.
GUEST: Harry Udvare, Muskego Athletic Association.
The minutes of the meetings held November 16 and December 21, 1981,
were approved as mailed.
PERSONAl APPEARANCES
Mr. & Mrs. Roland Haut, Bill Hayden, Ray Christenson and Alderman Wayne
Salentine were in attendance.
Mr. Arrowood asked Mr. Haut about his plans to sell a portion of his
land which aligns the land presently designated for a park.
Mr. Haut indicated that his farm would be sold with the understanding
that a portion of lake frontage would be kept by him.
Mr. Arrowood stated that the Board is interested in 20 acres west of
the existing park area and south of the proposed sub-division with a
proposed road entering from Crowbar Drive.
Input from Mr. Potrykus is needed. It would be nice to have the park
planned prior to lots being sold.
As far as TIF monies are concerned, the Board doesn't know yet how much
money will be available. December 31, 1983, is the deadline for use of
TIF funds.

DEPARTMENT REPORTS
Parks Report
Budget
Tractor Bids--Pete Theis will develop minimum requirements and specifi-
cations for the tractor bids. He will mail the specs to Board members.
The Board will be polled by phone prior to mailing the bids to distributors.
Carl Wauer suggested that a deadline delivery date be indicated on the
bid sheet.
Diamond Drive Lake Lot
Alois Bilicki has indicated that Henry Jankowski's fence extends on to
park property. Also, a boat and pier rests on park land.
Richard Manchester moved: Jankowski remove all of his personal property
including the fence off city property by April 1, 1982. Motion was
seconded by Karen Wesell. Motion carried unanimously.
Pete Theis will contact the Mayor in regard to having the city lawyer
draft a letter.
Salaries
Pete Theis requested feedback from the Board on the following:
2 people, 6 month, seasonal, April to September 31
2 people, 12 weeks, summer, $3.70/hour ($1,700)
Idle Isle: Saturday, Sunday, and holidays and Mondays.
Totally drop the Ranger during the week.
2 people will be on crew.
Cost of Ranger = 20 hours/week for 15 weeks @ $3.50/hour.
Recreation Report
Budget Review
Recreation budget is $85,702.09. There were no questions from the Board.
Baseball Program
Baseball program will be cut. The school district has not budgeted for
baseball. MAA x forego use of money allotted in recreation budget to
be used for baseball.

Brochure
The amount of $l,OOO.OO was cut out of contracted services for mailing
of brochures.
Jackie St. Mary, also, discussed the possibility of defraying the cost
of the brochures by selling advertising space in the brochure. To check
with the Finance Committee as to any concerns they might have regarding
the selling of advertising.
Idle Isle
Request for Idle Isle by Waukesha Cruise Fleet on Sunday, September 12,
1982.
Karen Wesell moved to approve the request. Seconded by Carl Wauer.
Motion carried.
Lake Meadows Park Review
Jackie St. Mary presented a copy of the format that New Berlin uses
in finding a qualified planner/consultant for park development projects.
Bluhm Farm
The Board took a look at several possibilities for the building on the
park. Dick Arrowood requested that Pete Theis check out what companies
have to offer. One possible option is a fireplace.
Vacation Carry-over Requests
Recreation supervisor's and secretary's requests to carry over vacation
time. Richard Manchester moved to approve the carry over of the vacation
time for the recreation supervisor (60 hours) and the secretary (12 hours.)
JoAnn Kehl seconded. The motion carried.
Review of Dance Instructor's Classes and Salary
Richard Manchester moved to approve the increase in the salary for the
gymnastic/dance instructor. Seconded by Carl Wauer. Motion carried.
Jackie St. Mary reviewed the letter sent by Mrs. Kozlik in regard to
safety of the program if continued to be held at Mill Valley.
Program Fees Set
Jackie St. Mary reviewed the changes in fees for spring registration
and changes in class times. Pool will be closed April 3 and 4, 1982,
for Muskego Marlin Swim Club AAU Meet.

Diamond Schedules
Richard Manchester volunteered to replace Tom Raimann on the Baseball
Committee. Carl Wauer volunteered to chair the Baseball Committee.
Jackie St. Mary informed the Board that letters on scheduling had been
sent out. The deadline for the return is February 1, 1982. The committee
will meet to present the schedule at the next board meeting, February 15,
1982.
Other Recreation Concerns
Jackie informed the Board that the City did not renew the contract
for maintenance on the typewriters. The cost of a service contract is
$99/year for parts and service. Jackie could take this amount out of
office expenses to defray this cost.
Carl Wauer moved to recommend to the Finance Committee approval of the
service contract on the IBM typewriter. Richard Manchester seconded.
Motion carried.
Jackie presented the idea of adding a “hot line” for Parks and Recreation.
This service could inform the community of baseball cancellations, etc.
The instrument cost is approximately $300. The cost of the telephone
service per year is $180.
The Board had no objection if monies could be found to defray the cost.
OLD BUSINESS, NEW BUSINESS, AND MISCELLANEOUS
There was none.

The meeting was adjourned at lo:35 p.m.
The next meeting is scheduled for February 15 at 7:30 p.m.
