PARKS & RECREATION BOARD'S SPECIAL MEETING
Tuesday, August 3, 1982
The meeting of the Parks and Recreation Board was called to order at
6:40 p.m. by Dick Arrowood.
PRESENT: Dick Arrowood, Dick Manchester, Blenda Treba, Joe Weitzer
and Jackie St. Mary (Recreation Supervisor.)
ABSENT: JoAnn Kehl, Carl Wauer, Karen Wesell, Pete Theis (Parks Super-
visor.)
GUESTS: Roland Haut, Ray Christenson, Frank DeAngelis, and Dr. Joe Mangi-
allll2le.
This special meeting was called for the discussion of possible purchase of
park lands in the area of the proposed Oak Meadows Subdivision for public
purposes.
Dr. Joe Mangiamele presented the layouts of the entire land that is involved
in the Oak Meadows-Lake Meadows area and Roland Haut's property in relation
to this land. His initial recommendation to the City would be to purchase
the entire property of Mr. Haut.
Roland Haut's comments were:
--At one time he had the entire land for sale; and again this could
be a possibility.
--The extra 20 sewers that could be available he felt should be tacked
on to the Oak Meadows subdivision.
--The whole portion of land is 86 acres.
Mr. Arrowood thought the City would need two appraisals on the property.
One by the City and one by the property owner. Mr. Arrowood thought that
the City would reimburse the property owner their costs.
Roland Haut indicated that he would likethe'lake property for himself.
TIF funds ($325,000 for acquisition of land and deirelopment) are available
for the park in TID #l.
After much discussion,-the board members agreed to a couple of possibilities
for land acquisition.

Alternate One: The 20 acres directly west of the existing park land
(from the existing park land to Crowbar Road. It would
become our access into the park.)
Alternate Two: Purchase more land south of the Alternate One plan which
would be about another 10 or 15 acres.
Mr. Haut will meet with Dr. Joe Mangiamele next week and the Board will
ask the Finance Committee to recommend to Council the expenditure of
money for two appraisals. Money to come from TID #l.
OTHER BUSINESS,
Dick Manchester moved to allow the Wausau Drum & Bugles Corp. to stay
at Jensen for $50.00/night. Joe Weitzer seconded. Blenda Treba amended
the motion to $25.00/night. Richard Manchester seconded. The amendment
carried. Motion carried. This would be for August 7 and 8, 1982.
ADJOURNMENT
Blenda Treba moved, Richard Manchester seconded, to adjourn the meeting
at 8:00 p.m. Motion carried. Meeting adjourned.
