PARKS AND RECREATION BOARD MEETING
MONDAY, DECEMBER 21, 1981
The meeting of the Parks and Recreation Board was called to order
by President Richard Arrowood at 7 40 p.m.
PRESENT: Richard Arrowood, Carl Wauer. In attendance, also, were
Jackie St. Mary, the recreation supervisor and Peter Theis,
the parks supervisor.
ABSENT Dick Manchester, Mitchel Penovich, JoAnn Kehl and Karen
Wesell.
GUESTS Henry Jankowski, Alois Bilicki, Norbert Janiszewski,
Chris Janiszewski, Bob Harr, Dean Johnson, Harry Udvare,
Wayne Salentine and Ray Christenson.
Members of the Board present did not constitute a quorum, and,
therefore, no official action could be taken on any requests or
matters brought before the membership.
PERSONAL APPEARANCES
Henry Jankowski and Alois Bilicki appeared regarding the boat (owned
by Henry Jankowski) that is parked on the Diamond Drive lake lot.
Mr. Jankowski noted that the trailer broke down at that point on the
land and they were unable to move it any further. The matter will
be presented to the entire Parks and Recreation Board for action at
the next meeting. Mr. Jankowski had asked to leave it where it is until next spring.
Bob Harr of the Muskego Athletic Association presented the following concerns in regard to the ball diamonds for the upcoming season
1. Concern about putting out bases, lining fields, lights as to who
would be responsible for taking care of these items especially
setting out and bringing in the bases.
The MAA recommends the chalker be placed in the storage shed,
if covered, at Mill Valley, and would work out an arrangement
with the parks supervisor to have someone from each of the associations take care of this.

2. The question was asked if sand could be put at the Bay Lane
diamonds also, since both sand and dirt are available at the other diamonds. However, the sand barrels at Jensen and Mill Valley were not used last year. Pete informed them he hopes to keep some soil absorbent at the fields this year.
3. In regard to scheduling field use, letters will be sena out
again this year to be returned to the Recreation Office for
assignment.
Pete Theis commented, now that the ball diamonds at Bluhm Barm scan
be used this season, the Parks Department would have an additional
acreage ,of 18 acres to cut along withttregular responsibilities and an $8,000 cut in salaries and wages could affect regular ball
diamond maintenance.
Because of budget cuts, the MAA Board would like a representative
from the Parks and Recreation Department or Board to attend their
next meeting which will be held on January 20, 1982, at 7 00 p.m.
at City Hall.
Mr . Ray Christensen and Ald. Wayne Salentine requested an update
from the Board in regards to the Lake Meadows development. Among the questions concerning this development was possibly more land
acquisition under TIF, the plans for development and what discussion was there on the three plans as being proposed by Stanley Potrykus
for this future subdivision development.
Also, would Roland Haut's land be a possible acquisition for this
park development as it is good land for more park development,
and also the entrance to the park could come in off of Crowbar Road
rather than coming through the entire park Mr. Roland Haut is
to be invited to the next Board meeting so that he may give us his
view on land as concerns this proposed development, and let us know if he would be interested in selling at this time.
It was suggested that the Parks and Recreation Board recommend to
the Council to hire a planner for this development. Since they
are no longer looking at the concept of a neighborhood park but
rather a fully developed park, it would be first priority to acquire
more land. As was pointed out at the November meeting, the $35,000
placed in escrow for this park should be used. Mr. Potrykus, however,
should fulfill his commitment at this time since the City is looking
at continuing the park development.

DEPARTMENT REPORTS
PARKS
Review of tractor specifications Discussed the option of putting
three mowers on the tractor or two mowers and a front bucket on the
tractor. The maximum cutting width of the first option is 22"
(3-88" mowers.)
The maximum cutting width of the second option is 146" (2-88"
mowers ) However, a bucket would have both summer and winter
time usages.
Also, discussed was the roto-tilling attachment. It was suggested
the present Simplicity tractor be outfitted with a tiller rather
than the new tractor. Thus being able to work ball diamonds and
cut grass simultaneously.
Further discussion involved a review of the Parks Operating Budget
with particular attention on the salaries account and the building
and grounds maintenance account.
RECREATION
As there was no quorum, rather than repeat all the recreation
information, it was recommended by the Recreation Supervisor to
hold this information unbil there was a quorum present.
