PARKS & RECREATION BOARD - CITY OF MUSKEGO
MONDAY, SEPTEMBER 29, 1980 - SPECIAL MEETING
The meeting was called to order at 7 30 P.M. The purpose of this special meeting was to discuss the wage scale of the
permanent full-time employees and the recreation 1981 opera-
ting budget.
No quorum was present.
PRESENT Richard Arrowood, Richard Manchester, Carl Wauer,
Peter Theis, Parks Supervisor and Jackie St. Mary,
Recreation Supervisor.
ABSENT JoAnn Kehl, Tom Raimann, Michael Weed and Karen Wesell.
OLD BUSINESS
Budget Committee of the Parks and Recreation Board reviewed the salaries of the Parks Supervisor, Recreation Supervisor,
and the Parks Mechanic and recommended to the Finance Committee
that they review the new job descriptions of the two supervisors and adjust the salaries on a merit increase and not just a cost
of living increase: Also, to review Parks Mechanic's salary on relation to increased responsibilities.
Review of Parks Capital Budget
Discussion centered on the requests of the Parks Supervisor
and felt all items were necessary for the department. Added
to the requests was $7,500 for a fence between the Mill Valley
Complex and Inez Miedzybrocki's property. A letter from
Mrs. Miedzybrocki was received with concerns about the liability
involved when ball players jump the snow fence after balls.
A state law is in effect that states if a neighbor whose property
is adjacent to school property complains, then the school must
establish this fence.
Also, added to Capital Budget was $500 for mix for the baseball
diamonds at Bay Lane.

Review of Parks Operating Budget
Committee added $100 to Conference and Special Events Account
and added $40 to Dues and Membership Account to pay for member-
ship to WPRA and SEPRA associations.
Review of Recreation Capital Budget
Recreation Supervisor informed the committee that the gymnastic bars are unsafe. The bars are a must! Tables and chairs are
for the Senior Center, Jensen and Horn. The electronic time clock for use in men's basketball league, boys' basketball and
soccer.
Review of Recreation Operating Budget
Contracted Service Account increased because
(1) added a special event bus for the tot-lot
playground, $350 increase,
(2) program brochure printing cost increased
by $800,
(3) basketball referee fees taken out of salaries
and wages and moved to this account, $1,120, and
(4) soccer officials (new item), $480.
Operating Account
(1) Budgeted $1600 for MAA, recreation supervisor
felt this should be reviewed.
(2) Department baseball teams need new uniforms,
did not budget for them.
Rentals and Leases Account
Metro service for Mill Valley Baseball Complex
moved to Parks' Division Account.
Utilities Account;
(1) Increase due to $6,000 bill from the school
district, last year's request was for $5,400.
(2) It was mentioned that the Marlin Swim Club
be charged a fee to use the pool, To be discussed at a later meeting.

Review of Recreation Operating Budget (continued)
Telephone Account:
Increase for installation and monthly charge for
one pay telephone at Lions Park and one pay tele-
phone at Kurth Park for safety purposes for summer
playgrounds.
Senior Citizen Account increases due to
(1) transfer of trips from contracted services and
also 1980 Budget included $2,500 and 1981 request
for $3,300, and
(2) full-year utility service (electricity, oil,
telephone) for Senior Center, 1980 special request
was for only six (6) months.
Salaries and Wages:
Recreation Supervisor felt that if the beach area at Idle Isle was not improved, lifeguards should
not be hired to work the program as it is not heavily
used.
Also, discussion in regards to the baseball coaches and program was put off until a later board meeting.
Recreation Supervisor stated the division expects to bring in
$19,059.83 in revenue for 1980. Total department revenue to
equal $22,650.00.
Meeting adjourned at 9 45 P.M. Next meeting, October 13, 1980,
at 7 30 P.M.
