PARKS & RECREATION BOARD MEETING
MONDAY, SEPTEMBER 15, 1980
The meeting was called to order at 7 34 p.m.
PRESENT. Karen Wesell, Mike Weed, Dick Arrowood, JoAnn Kehl, Dick
Manchester, Tom Raimann, Jackie St. Mary, Recreation
Supervisor, and Peter Theis, Parks Supervisor
The minutes of the last meeting were approved as mailed.
PERSONAL APPEARANCES
No personal appearances at this meeting.
DEPARTMENT REPORTS
Parks
Mill Valley
It was called to the Board's attention that the Icetronauts broke
into the Mill Valley facility to turn on the lights prematurely
for their approved scheduled use of the field. The president of the
Icetronauts will receive a letter from Peter Theis informing him of
the situation.
Bluhm Farm
There is a change in the contract for Bluhm Farm which will result
in less funds required. According to the plan by Schreiber, this
change requires less infield mix to be purchased. Sealed bids for
Bluhm Farm Park, Phase I, Asphalt Pavement will be opened and read
aloud at 4 00 p.m. on October 8, 1980.
Capital Budget
The board reviewed the Capital Budget requested by the Parks Depart-
ment. Approval was granted for $1,000 for winterization (materials)
of the parks garage, and alotted $70,000 for Phase I of Bluhm Park,
and granted the expenditure of $11,495 for recommended park improve- ments throughout the City
Budget Deadline
Proposed budgets for the next fiscal year are due September 29, 1980.

Operating and Capital Budgets to be prepared by Pete will be
reviewed Tuesday, September 19, with the revised budgets to be
reviewed by the Board the week of September 22. Jackie was re-
quested to work on the budget this week.
Parks and Recreation Department Structure
Pete Theis inquired of the Board whether or not the restructure
of the department would remain. Discussion followed on the present
structure of the department. Pete and Jackie both indicated that
they had too much paperwork in the present situation. Pete felt
that he needs to spend more time in the field to make sure things
get done. Karen moved to reconsider the department structure and
include a park director in the 1981 Budget and go back to the old structure of Park Director, Recreation Supervisor and Parks
Foreman. The motion failed for lack of a second. Jackie felt
that she was very far behind in her work because of the work load.
Pete indicated he needs more help in Parks in the Fall to be able to handle the paperwork. Tom Raimann moved to maintain the present
structure consisting of Recreation Supervisor and Park Supervisor
according to amended job descriptions as permanent. Richard Man-
chester seconded the motion and it carried with Karen Wesell dissenting.
Recreation
Miss St. Mary submitted for approval the list of employees for the
Fall Program. Tom Raimann moved to approve employees as submitted
by Jackie. The motion was seconded by JoAnn Kehl and carried
unanimously.
OLD BUSINESS
Fun Fest, Idle Isle
On September 16 at 7 00 P.M., members of Fun Fest met with Mayor
Gottfried regarding their biggest concern, being the bleachers and,their placement, at Idle Isle Park.
Equipment Loans
It was suggested by the Board that a form be used when various items
of Parks equipment is loaned to other departments or groups.
NEW BUSINESS
Bluhm Farm Bids/Specifications
There appears to be a communication problem concerning the return
of deposits for plans and specifications on Bluhm Farm between the Department and Dave Schreiber's office. The recommendation was that this item of business should be assigned to the City Clerk's
office so that all data would be in one area.

ADJOURNMENT
Meeting adjourned at 9:30 P.M. The next meeting is scheduled
for Monday, September 22, for the purpose of reviewing Pete's
budget proposal.
