PRB111780minutesMINUTES PARKS AND RECREATION BOARD MEETING MONDAY, NOVEMBER 17, 1980 The meeting was called to order at 7 30 P.M. PRESENT Karen Wesell, Carl Wauer, Dick Manchester, Dick Arrowood, Tom Raimann, JoAnn Kehl, Pete Theis, Parks Supervisor and Jackie St. Mary, Recreation Supervisor. ABSENT: Michael Weed The minutes of the meeting held October 13 were approved as mailed. PERSONAL APPEARANCES Jon Beatka representing Land 0' Lakes baseball affiliation requested the use of the concession stand at Horn Park to help defray the cost of the Land 0' Lakes program. He further pointed out that there had been no concessions sold at the games for two years. Carl Wauer moved to recommend to the Common Council to approve sale of concessions including beer at Land 0' Lakes games by the Land 0' Lakes team. Mr. Manchester seconded the motion and it carried. Wayne Salentine representing the Little Muskego Lakes Advisory Board appeared and asked about a response from the Park Board concerning an erosion problem at Idle Isle. No action was taken and no discussion. Roland Haut requested permission to cut trees in the City park at Denoon. Carl Wauer moved to have Pete Theis go with Mr. Haut to see which trees should be cut and remove only those that can be feasibly removed. The motion was seconded by Dick Man- chester; the motion carried. Lee Gorski of the Lake Lore Homeowners' Association wanted information on the earlier request (Minutes, October 13, 1980) to change the access to the north ballfield to enter from McShane Road and not the Lake Lore Subdivision. Dave Schreiber, the architect for the Bluhm Farm project, stated that there should be no problem (if field is only used as practice field.) PERSONAL APPEARANCES (CONTINUED) Dave Schreiber presented his up-date on the Bluhm Farm park. The work is almost completed by the earthwork contractor and the landscape contractor. The work still remaining consists of earthwork around edges of the fields and along the border with Tudor Oaks; and some of the area on the north side which is not seeded now will be seeded in the spring unless the Board decides to ask for a payment reduction. Mr. Schreiber made a payment request of 90 percent to the contractors for the (1) earthwork, (2) landscape, and (3) parking lot and pathway. Dick Manchester moved, seconded by Carl Wauer, to recommend to the Finance Committee to approve request of payment of 90 percent on the above three contracts. The motion carried. A summary of the construction was presented and copies of the information letter were made available to all Board members at the meeting. There is a remainder of $4,421.80 from money available. The Board received a letter from Dave Schreiber requesting an additional $1,163.73 for additional services and testing. Tom Raimann moved, Dick Manchester seconded, to recommend to the Finance Committee approval of the requested $1,163.73. The motion, with Carl Wauer opposed, carried. Pete Theis was requested by the Board to find out what the cost would be to refurbish players benches and bleachers for the Bluhm Farm diamonds from benches and bleachers already owned by the City. Dave Schreiber inquired and requested if there are any 1981 Development and Planning Projects. As of this date, none have been approved yet on capital budget. DEPARTMENT REPORTS Parks Division Pete presented a summary of the materials and expenditure for the winterization of the parks garage. He reported that the area is much warmer and there is less of a draft. Completion of the $3,335.26 project was viewed by the Parks and Recreation Board members before their regular meeting. The parks supervisor submitted to the Board a proposed plan and cost summary,for eight park signs. A figure of $932.68 for the signs is within the $l,OOO.OO allotted amount. This work could be done this winter. Mr. Wauer moved to approve enough money for one sign and put it up. Dick Manchester seconded the motion and it carried. Karen Wesell's motion to place the completed sign at Denoon School was not seconded. Carl Wauer moved to place the sign at Lions Park. Dick Man- chester seconded the motion. DEPARTMENT REPORTS (CONTINUED) Parks Division (Continued) The CETA position with the Parks Division has been approved until January 1 with the same person employed. After that date, another person will be able to be hired. Recreation Division UW-Extension is sponsoring a seminar December 5 on "Interviewing" at a cost of $10.45 per person. Jackie and Pete requested that they attend this seminar. Dick Manchester, with Karen Wesell seconding, moved to approve their request to attend the seminar. The motion carried. The Muskego Land 0' Lakes team received the sportsmanship trophy for the League for 1980. The recreation supervisor requested approval of additional employees for the basketball program. These employees would be Colleen Jansen, Mark Flees, Mark Larsen, Craig Nystrum and Lance Kucifer. Motion was made by Dick Manchester, seconded by JoAnn Kehl, to accept the hiring request. Motion carried. Recreation Division received a letter from Wally Spann asking to store equipment at the Kurth Park facility over the winter. He would accept responsibility for any damage to the equipment during the storage period. Jackie is to confirm when the equip- ment is to be removed in the spring. The recreation swim program was pushed back due to the boiler system for the high school pool needing complete replacement. NEW BUSINESS Old Se'ttler's Park The "No Trespassing" sign placed by the Historical Society at Old Settler's Park had no authorization. Lt. Zabel requested clarification and indicated there should be a park sign prohibiting vehicles from entering the park. The area is to be looked at by Board members and then inform Dick Arrowood of their findings. Men's Softball League, 30 and Over Possibly a Sunday night softball league could be established for men, 30 and over. Jackie is to inform the group to organize themselves and then come before the Board to request use of the park diamonds. NEW BUSINESS (CONTINUED) Election of Officers Carl Wauer moved, Karen Wesell seconded, to keep the same slate of officers. Motion carried.
