PARKS & RECREATION BOARD
SPECIAL MEETING, MAY 12, 1980
The meeting was called to order at 7:30 P.M.
PRESENT: Karen Wesell, Dick Arrowood, Richard Manchester, Tom Raimann,
Michael Weed, Carl Wauer, and Jackie St. Mary, the
Recreation Supervisor
LATE ARRIVAL: Peter Theis, Parks Foreman
The minutes of the previous meeting were approved as mailed.
PERSONAL APPEARANCES
Mr. Norm Killion, the head varsity baseball coach, appeared before the
Board to discuss Muskego's baseball season for next year and it's
involvement with the Parkland Conference. A letter was received from
the WIAA indicating that the team must be supported by the school and
that the school system may run a program and then be reimbursed by Parks
and Recreation Department, but only those attending the high school may
play on the team. At this time, the school does not want baseball.
It was decided to go to the school board to see if some program can be
developed through them.
The Board also discuss‘ed the coach's signed contract for $600 and the
authorized budgeted amount of $525. No action was taken, so the salary
is to stay at $525.
Lt. Zabel from the Muskego Police Department responded to the letter their
department received from Parks & Recreation regarding the conduct of citizens
at Idle Isle Park. Lt Zabel presented a verbal transcript on calls about
problems at Idle Isle. All the calls were answered and most of the
problems were resolved. There were eight complaints during March and
April of which seven had been cleared. A response to persons concerned
by Police Department will be sent.

OLD BUSINESS
Department Structure
A. Foreman (Park Supervisor)
Pete was asked for his opinion on the proposed job descriptions.
He felt a director as head of the department should be hired. The pro-
posed job description was discussed point by point. Pete indicated he
would be willing to try the new structure until October 1 and see if
it would work.
B. Recreation Supervisor
The recreation supervisor also felt that there should be a decision-
making director as head of the department. Feels that this plan will
work until October 1 because of the people on the staff, not because
of the structure working.
Proposed job description discussed. Strike out reference to pre-
senting the budget to the Finance and Capital Budget Committees--to be
presented by representative of the Parks and Recreation Board. Also,
receptionist-typist to be under the supervision of the recreation
supervisor.
C. Organization Chart
Mr. Manchester moved to recommend to the Council to approve the
restructuring of the department for a trial period ending October 1,
1980, Motion was seconded by Carl Wauer and carried unanimously.
Baseball Equipment
Carl looked at the baseball equipment and decided that much of what
was to be replaced was usable; it just needs to be repaired. This can
be done at Burghardt's Sporting Goods.
NEW BUSINESS
There was no new business presented at this meeting for discussion and
action.
PARKS FOREMAN'S REPORT
Pete presented his list of eight applicants for the five positions on
the park crew. The applicants for the positions are Mark Schukowski,
Jim Serchen, Jerry Cahak, Ed Craig Chisin, Tim Hikenbu, Brian Weger,
Arlyn Engman, and Bob Heim or John Gultch for ranger. Pete recommended
the hiring of Dan Larsen and Chris Bianci as attendants. Karen Wesell
moved to allow Pete to choose the persons to hire for the park positions,
seconded by Manchester. Mike Weed moved to amend the motion to hire
John Gultch as park ranger. The motion failed for lack of a second. The a original motion carried.

PARKS FOREMAN'S REPORT (CONTINUED)
Transmission cooler has been installed in the GMC truck. The Chevrolet truck
has a factory-installed cooler and the Jeep doesn't have need for a cooler.
The parks foreman gave an update on the bids for the fire escape at the
Jensen Recreation Center.

The senior citizen trips have been finalized. Flyers were distributed.
MAA letter was to indicate that the Parks and Recreation Department
would cooperate in submitting the scores to the news media.
The MAA league scheduled play starts June 2, 1980, and the Parks
and Recreation Department will set out bases and turn on/off lights.
The MAA pitching machine can't operate without turning on the lights.
The department will try to obtain a separate hookup for power to the
pitching machine.
The WPRA Summer Workshop in Wausau on June 25, 26, and 27: Approval
has been granted for Jackie to attend.
Summer program brochures should be received back from the printer and
in the mail the last weekend in May.
Recommended that some thought\be given to a course offering in
self-defense. Jeff Yorton is a possible instructor as presently he
is teaching self-defense at the YMCA.
The rental and lease accounts will go over the budgeted amount because
of bills from Metro Sanitation.
Jackie St. Mary submitted a list of applicants for the summer positions
open with recreation.
Tom Raimann made the motion to approve the recommendation of the recreation
supervisor for hiring summer employees. It was seconded by Karen Wesell
and the motion carried.
10. The letter from the Waukesha Cruise Fleet requesting use of Idle
Isle Park for the Sunday after Labor Day, 1981, was vague. Jackie
is to respond to their inquiry and get more details as to what they
desire.

MISCELLANEOUS
Schreiber-Bluhm Farm
Construction on this project to begin this summer.
Park Master Plan
Dave Schreiber will be invited to the next meeting to present the
final plans and specifications for Bluhm Farm Project and the Park's
Five-Year Master Plan.
Board Meetings
Meetings shall be every first and third Monday of the month.
BILL REVIEW
The bills were reviewed for payment. Karen Wesell moved to send the
bill for the golf shirt from MECCA to Fred Baewer. Motion seconded by
Carl Waler, and was carried. Other bills were approved as read.
ADJOURNMENT
The meeting adjourned at 11:45 P.M. Next meeting date is June 2 at 7:30 P.M.
