PRB031780minutesPARKS & RECREATION BOARD MEETING MARCH 17, 1980 Meeting was called to order at 7 40 P.M. PRESENT Tom Raimann, Michael Weed, Karen Wessel, Carl Wauer Dick Arrowood, Richard Manchester, and Director Fred Baewer. Not present Paul Ussel. The minutes of the special meeting were approved as mailed. PERSONAL APPEARANCES Mr. Gene Fink representing the Muskego sailing club appeared before the Board to request the use of Idle Isle Park for an Invitational Sailboat Regatta on May 17 and 18. He fur- ther requested a blanket launching fee of $30 for Club members Carl Wauer moved, seconded by Karen Wessel, to approve the request for blanket fee of $30 and the dates for the Invita- tional Sailboat Regatta, May 17 and 18. Michael Weed moved to amend the motion to have the same launch fee for club members as the general public, seconded by Carl Wauer. Amendment carried, 3-1 (Weed, Wauer, Wessel for the amendment, Raimann against). Motion carried as amended (1) They may have the Regatta, and (2) Members will pay for season passes each, pending the outcome of boat launch fees N. R. 1.93, 3-1. Discussion followed as to whether or not a sailing school will be ,offered this summer. It was referred to the recreation supervisor to poll the community. OLD BUSINESS Bid Openings/Tractor-Mower Five bids were submitted on the tractor-mower with attachments as requested by the Park and Recreation Department They are as follows; (1) American Lawn Service submitted a bid for a Bolens diesel, Model G244, four-wheel drive model w/attachments, $9,776 and alternate bid, Model G242, two-wheel drive model w/attachments $9,326. ,.. Howard Model HJ 50 Rorovator, 50" rototiller $1,385 Roxy-Bonner 72" reel mower 1,890 Roxy-Bonner 84" reel mower 3,256 Woods 72" rotary mower, Model RM 306 1,045 Woods 90":rotary mower,, Model RM 90 :! 1,500 !:: (3) West Shore Equipment of Milwaukee,, Inc. offered to supply a Kubota L245DT Tractor, including L1717 loader, L50 tiller and Woods RM306 mower, 72" for $10,837, an optional Roseman 3-gang reel mower, used Model GMHR-3 instead of Woods RM306 would increase the delivered price to $11,837. (4) Milwaukee Ford Tractor, Inc. submitted a quotation for the, %ord Tractor, Model 1700 w/a 25.H.P. water-cooled 2- cylinder diesel .engine; at aLprice.of ,$5,995., .The/accessories--. requested.were quote~d:separately;as follows: (a) Ford.Loader, Model 770-5, $1,495; (b) Ford Roto Tiller, Model ~105-3, $1.,195~; (c) Ford Mower, Model 930-3, $995;.and optional (d) Brouwer Mower, 5 gangs, $5,795. The total bid was $9,680 witch a 72" mower. (5) The R. A. Mayer Equipment, Inc. bid was for an Allis Chalmers 5030 Diesel tractor with #430 Loader, Model 66 50" roto-tiller and RM306 Woods rotary mower for $10,200. Because of the letter from Mayor Gottfried about unavailability of capital budget funds, it was suggested that the Board hold off on acceptance of bids. Michael Weed moved, seconded by Karen Wessel, to defer action until a later date. Motion carried. Two bids were offered for the used 1975 Toro Sand-Pro. Muskego Lakes bid was $800 and the New Berlin Parks and Recreation submitted a bid for $1,515. Carl Wauer moved to recommend to the Common Council to accept the bid from New Berlin Parks and Recreation. Karen Wessel seconded. Motion carried. Review Prices/Sweeper After careful review of all information available on a lawn sweeper, consideration was given to the sweeper attachment that would hook up to the existing mowers. Reinder's Turf Equipment can supply a Model 888MO Giant Trail-Vat with 8 H.P. B & S engine and a 36-inch nose cone, complete with rotary suction attachment for a net price of $1,295. Tom Raimann moved, seconded by Karen Wessel, to go to the Finance Committee for approval of buying the lawn sweeper with monies from the sand-pro. Motion carried 3-2. c Parks & Recreation Board Meeting, March 17, 1980 Page 3 NEW BUSINESS Design of Park Signs After much discussion on the design of park signs, it was suggested to look at other communities' park signs. Motion was made by Mike Weed to defer any action by,the Board until a later date. Seconded by Tom Raimann. Motion carried. Contract/Bike Trail Action on the contract with Dave Schreiber~ for the bike trail:: was deferred until the Capital Budget is released. Motion made by Karen Wessel, seconded by Carl Wauer. Motion not carried. Boat Launch Permit The Board discussed Mayor Gottfried's request to consider the "N. R. 1.93 Fees for Vehicular Access" and the petition pre- pared by Director Baewer to maintain the previous fees. Michael-Weed motioned to leave the' fees as is, motion failed for lack of a second. Then, Michael Weed moved to defer action on the Mayor's request and allow the petition prepared by Fred Baewer to go to the State of Wisconsin, Karen Wessel seconded. Motion failed, d-3. Discussion followed. Carl Wauer moved to raise all parking to $1.00 for residents, $2.00, non-residents, resident boat launch to remain at $2.00 and non-resident, $3.00, the season pass would be $10.00, senior citizens, 60-years-old and older, would receive a free season pass. Motion was seconded by Tom Raimann and failed, 2-3. Karen Wessel moved to change Non-Resident (City) lo-49 H.P. rate to $3.00, and over 50 H.P. to $5.00, and petition the State with these, seconded by Wauer. Motion failed 2-3. Michael Weed then moved to have Fred Baewer petition the State to approve launch fees as they are, seconded by Wessel. Motion carried. Park Projects for 1980 The Board took the following action as indicated on the Park Projects for 1980: 1. Planned to skin 2 fields at Mill Valley 1 & 3 and Bay Lane. 2. Other department projects include planting trees, shrubs-- POSTPONED. 3. Placement of park benches--Schmidt, Kurth, and City Hall. 4. Construction of Idle Isle gate house--POSTPONED. 5. Construction of building at Mill Valley--POSTPONED. 6. Rototill all ball diamonds. Parks & Recreation Board Meeting, March 17, 1980 Page 4 NEW BUSINESS (Continued) 7. Grass cutting all parks--V, JV, and LOL start in early May. 8. Swail blacktop at Idle Isle (hot mix). 9. Colorcoat at Idle Isle and Kurth--KURTH POSTPONED. 10. Boat piers in at Idle Isle. 11. Put- up snow~:fence at Mill Valley. 12. Make signs (entrance) during winter mo /sign placement in spring--POSTPONED. 13. Make fee signs for boat launch and install--POSTPONED. 14. Install swing set and other playground equipment at Jensen and Kurth. . 15. Repair ping pong tables: 16. Upgrade lifeguard stand at Idle Isle. 17. Shelves @ Lions for storage. 18. Upkeep and maintenance of all playground equipment. 19. Upkeep of Horn Building (roof, windows, siding, etc.). DIRECTOR'S REPORT Parks Director Baewer reported that there is a problem of getting water to trees and requested purchasing a water tank using monies from the operating budget. Carl Wauer offered to donate a fuel oil tank. Board accepted the donation. Recreation Because of the success of the fall soccer program, the recreation supervisor requested approval for a spring soccer program beginning April 9 and to be held at the Muskego High School's soccer fields. The Board approved the request. Using the school's facilities, a youth wrestling program is proposed this spring for seventh through twelfth graders. Classes would be held at no cost to the participants from April 15 through June 5 on Tuesday and Thursday evenings, 7:00 p.m.-g:00 p.m. Tom Raimann moved, Mike Weed seconded, for approval of the program. Motion carried. Parks & Recreation Board Meeting, March 17, 1980 Page 5 DIRECTOR'S REPORT (Continued) Fred Washa has offered without remuneration to instruct a class in backpacking. There would be an $8 fee to cover the cost of the equipment and materials and use of a 4-H bus for field trip to Kettle Moraine. TomRaimann moved, seconded by Karen Wessel, for approval of the class if there is enough response. Motion carried. Adult golf lessons to be held at Valleywood Course. The pro~gram .woul~d run for six weeks starting the middle of April= for twelve Tao f.ifteen -particdpants at a- cost of .$lO per--hour.;. Richard Manchester moved for approval of the golf program and Karen Wessel seconded. Motion carried. MONTHLY BILL REVIEW Bills were approved for payment'as submitted.
