PARKS & RECREATION BOARD MEETING
Monday, June 2, 1980
The meeting was called to order at 7:30 p.m.
PRESENT: Dick Arrowood, Jo Ann Kehl (New Board Member), Richard Man-
chester, Tom Raimann, Michael Weed, Carl Wauer, Karen Wesell.
The minutes of the previous meeting were approved as mailed.
Jo Ann Kehl was introduced as the new board member.
PERSONAL APPEARANCES
Dave Schreiber submitted the Comprehensive Plan for review by the Board.
The plan will be discussed after being looked over by the board members.
He also presented the preliminary layout for the Bluhm Farm baseball
complex for approval for preparation and letting of bids. Cost estimates
were presented. Concerns from Public Works concerning drainage presented
will be answered by Mr. Schreiber. Since there is only $80,000 to spend
for sure, Schreiber will put bids out with stipulation for options. Bids
to be opened July 7, 1980, at regular board meeting.
Jackie St. Mary presented before the Board a proposal for a Senior Citi-
zen Drop-In Center at Denoon School. The Parks and Recreation Department
could possibly rent Denoon School from the school board for $1 per year
with the City taking up the maintenance of the school. There is $12,000
available for use for a senior citizens facility from Waukesha County.
To be granted these funds the Denoon School would have to be upgraded
as follows: (1) a three-compartment sink in the kitchen area, an expendi-
ture of approximately $lOO-$300; (2) an entrance ramp, and widening the
restroom doors, bars, and widening toilet partitions to comply with the
handicap code, an expenditure of approximately $1,148. The operating
costs, utilities, et cetera, would be an estimated cost of $2,405 for
heating, $978 for electricity, and $250-$300 for insurance. Mr. Man-
chester moved, Karen Wesell seconded, to proceed to request approval for
use of Denoon School from the school board for use as a senior citizen
center. Motion carried.
Alderman Salentine petitioned the Board for use of the electric company's
right of way not only as a bike path, but for equestrians also. It was
l brought up that the only way to legally ride would be if City pursues
the use. Discussion to be placed on agenda for next meeting. The con-
cerned citizens will be asked to attend.

DEPARTMENT REPORTS
Parks
The Parks has a full crew; four attendants, five park people, and one
park ranger.
Horn is in good condition with no wet spots.
Pete asked to purchase with money from the operating budget a metal detector
for finding base pegs. No action was taken on the metal detector. It was
suggested that it be presented for next year's budget.
Pete sees no real need for lawn sweeper this year.
Water problems evident at Jensen.
Letter from Pete to Mr. Mouw in appreciation for restoring vandalized
playground equipment at Jensen Park.
Letter from Ron Ford representing the Lake Association requesting to place
piers at some of the small park areas around Little Muskego. Mr. Man-
chester moved, Raimnn seconded, to deny request of the Lake Association.
Karen Wesell moved, Michael Weed seconded, to table the motion. Motion
failed. Main motion failed. Carl Wauer moved, Dick Manchester seconded,
to allow the request with the stipulations that (1) the Lake Association
incur all costs for the piers, .(2) at two sites, (3) to be for one year
trial period, and (4) subject to approval by the city attorney. Motion
carried.
Recreation
1. Drinking of beer in parks--need interpretation of the ordinance. Alder-
man Knutson to ask for interpretation from Rules, Laws, and Ordinances
Committee.
2. Muskego won baseball tournament.
3. Practice on diamond before games at Horn Field. JV and Varsity not
getting enough practice because of conflict with M.A.A.
4. Bay Lane Complex--problems with fields. Park Department should try to
take better care of the fields.
5. Citizens dissatisfied with no restrooms at the Bay Lane fields.
6. Pay/wage scale--approved--part-time.
7. Rifle Club--Guns sent back by Fred Winke. Jackie to write back to
get guns return for Mill Valley Rifle Club.
8. Idle Isle request--Waukesha Cruise, Sunday after Labor Day, 1981.
Approval deferred.

Recreation (continued)
9. Demon School--School Board approved with the stipulation that the
Recreation Department would handle all maintenance or problems. Karen
Wesell moved to request from the Finance Committee money for remodeling
of Demon School and having a lease drawn up by city attorney. Mr. Man-
chester seconded and the motion carried.
OLD BUSINESS
Review of Salary for Varsity Baseball Coach
The signed contract is for $75 more than approved. No action taken.
Salary will be the same as budgeted.
NEW BUSINESS
A letter was received from Jon D. Elertson requesting the Mill Valley Ball
Diamond Complex for the Second Annual Worldwide Church of God MACC Fund
Invitational Softball Tournament scheduled for Labor Day weekend, !
August 31-September 1, 1980. Mr. Manchester moved, Karen Wesell seconded,
for approval. Motion carried.
Hale Park Wesleyan Methodist Church submitted a written request for use
of the Muskego High School diamond on Saturday afternoons from 1:00 p.m.-
5:00 p.m. beginning June 7 through August 23. Since many of the members
of the church are from Muskego, Karen Wesell moved to approve the request
if there are no conflicts with any other programs. Tom Raimann seconded
and the motion carried.
Wage Scale Review
Review of wage scale for seasonal personnel newly approved by Common
Council.
Idle Isle Request for 1981
Approval was deferred on the request from Waukesha Cruise for use of Idle
Isle on the Sunday after Labor Day in 1981.
Rifle Club
Letter was received from the Department of the Army requesting return
of the firearms used by the Rifle Club. Have found an instructor, so the
Recreation Department should attempt to maintain the program.

l MISCELLANEOUS
Correspondence from the Muskego Police Department in response to our
concerns about Idle Isle. The letter reiterated what Lt. Zabel said
at our last meeting. Letter sent to aldermen and concerned persons.
Alderman Knutson appeared regarding (1) concern with the unorganized
baseball scheduling, (2) concern about Lions Park's color of building
and persons playing basketball with loud music from cars, (3) problems
with cars on Hillendale at the Mill Valley Complex, and (4) the fee for
swimming should be increased from $.25 to $.50.
ADJOURNMENT
The meeting adjourned at lo:45 p.m. Next meeting date is June 16 at
7:30 p.m.
