PARKS & RECREATION BOARD MEETING
MONDAY, JUNE 16, 1980
The meeting was called to order at 7:30 P.M.
PRESENT: Dick Arrowood, Karen Wesell, Tom Raimann
ABSENT Jo Ann Kehl, Richard Manchester, Michael Weed, Carl Wauer
(No quorum at this meeting until arrival of Dick Manchester at
a later time.)
PERSONAL APPEARANCES
Mr. Joe Smolkowski from Lakeview Farms, acted as spokesman for the group concerning horse riding on the Electric Company's right-of-way. They are concerned that the bike trail will exclude
horses and are requesting a dual trail for bikes and horses. At present it is illegal to ride on the Electric Company right-of-way
Alderman Salentine requested the Park Board pursue permission
for horse riders to ride on the right-of-way to make it legal.
Park Board must request permission before feasibility will be explored. The individual to contact is Odis Koske, 231 W. Michi-
gan , Milwaukee, WI 53220.
A petition presented concerning horse riding was accepted by the Parks Board. (The petition was signed by 75 Muskego residents,
35 Wind Lake residents, and 122 non-residents who board their
horses at stables located in Muskego.)
Mr. Bagley representing the Little Muskego Lake Association, was
at the meeting to firm up final plans for the FUNFEST on July 18
and 19, 1980, at Idle Isle Park, and to seek approval from the
Board on the following
1. Tents, equipment location which had not been approved at the
last meeting.
2. Requested approval of tent placement, one additional tent
more than last year.
3. Parking, possibly chalking lines for guidance.

2. Boarding up restrooms so that only sinks can be used.
3. Lining of parking area with paint or chalk
4. Requesting garbage can liners given to Parks and Recreation
Department after last year's event.
Mr. Burgermeister presented his request for use of Mill Valley
Baseball Complex for a tournament Saturday, July 12th, and most
of Sunday, July 13th, and use of Jensen Park Ball Diamond on
Saturday, July 12th, from 8~00 A.M. to 12 00 P.M. The men's
league will pay for the extra diamond maintained and/or use of equipment for this tournament. Also, he would like to request
more lights at Mill Valley with the men's league putting the
lights up. He also requested permanent fences (men's league would furnish the labor), and permanent drinking fountains and restrooms.
Mr. Manchester moved, Karen Wesell seconded, to approve the
request for use of Mill Valley Complex, July 12th and 13th, with the men's league preparing the fields with Park Department equip-
ment. The motion carried. (Mr. Burgermeister indicated that
they will not play if the fields are too wet.)
DEPARTMENT REPORTS
PARKS
An apparent lack of communication with the MAA has created a
situation in which it is not known what is expected for each ball diamond. Discussion on the possibility of the use of
a form indicating each diamond's needs being used. Pete shall
contact Mr. Johnson or the President of the MAA concerning this
problem.
There has been a problem with the lights at diamond number 3 at
the Mill Valley Complex. The lights must be bench tested. They
burned out because of the lack of lighting resistors. These
would cost $1000.00. The cost of equipment to take down the
lights would be $290.00 per day. The lights were placed by
Fieldhack Electrical and Pete will get price quotes on fixing
the lights from some electrical companies.
At Horn Field there has been a problem with balls hitting the
high tension wires. The opposing teams have lodged complaints. However, teams will have to accept the wires as there is no way to remove them.
Pete, Parks Supervisor, informed the Board that Scott Deja,
one of our CETA employees, was terminated from employment because
of too much absenteeism. He also informed the Board that Richard
Dubey, a 16 year old boy, has joined the department from the
Youth Employment Program.

The Parks Supervisor then noted that several windows were
broken and the soda machine was damaged at Idle Isle during
the weekend of June 14-15, 1980. He also noted the following
information The cost for replacing locks at Lions Park and Kurth
Park came to a total of $160.00. A swingset has been installed
at Jensen and a playground piece at Kurth has also been installed.
Swimming buoys have been placed at Idle Isle.
Mr. Manchester brought up a possible problem with loose shingles
at Horn. Also, there are reports of many holes in the outfield at Bay Lane Diamond Complex. Pete was requested to find a way
to level the outfield.
OLD BUSINESS
Pete was instructed to find out from the Electric Company, any possibilities for use of the right-of-way by bikes, pedestrians,
and horses. He is to inquire about the rules of use and what
would be permitted. Also, information on other community's
use of right-of-ways.
Clarification was received on the ordinance regarding intoxicating beverages. Beer can be consumed in parks, but not at playground
or athletic fields. Permission must be granted for use of such
beverages in buildings. Jackie St. Mary was asked to write a
letter to leagues using ball fields indicating to them that
beer drinking is banned at all athletic fields The Ordinance
is to be posted at fields.
The Board next discussed the lease agreement between the Parks and Recreation Board and Richard Schaumberg. The lease is for
15 acres for grazing no more than four horses, lease amount being
$180.00. Mr. Manchester moved, Tom Raimann seconded to approve
the lease. The motion carried. (Lease had been approved by
the Common Council already )
In regard to the Waukesha Cruise Fleet request for Idle Isle, 1981,
first Sunday after Labor Day, Mr Manchester moved to approve the
request with Tom Raiman seconding, as long as they obtain permis-
sion to have beer in the building Motion carried.
DEPARTMENT REPORT
Recreation
The department has been experiencing several problems at Lions Park. We have received complaints about older persons using the park for hardball. Balls are going into neighbors' yards. There is also a
problem with parking. The Parks Board felt that no organized ball
should be scheduled at Lions and that hardball should be banned at Lions. Also, no persons are to be in the park during

recreation programs, unless they are involved in the program
One of the secretaries, Fran Flees, has requested July 8-11 off as
paid, and July 14-18 as leave without pay. The Board felt it was okay for Jackie to approve or not approve the requested time off.
The City Council has approved $5000.00 ($2500 Improvements, $2500
Operating) for Denoon School Senior Citizen Drop-In Center
project. The Council also approved a lease with the School Board
for the use of Denoon School for a Senior Citizen Center. An
advisory committee is needed. This committee as recommended by Jackie, would be senior citizens representing various groups and
active senior citizens. The advisory committee would report directly
to the Parks and Recreation Board.
The Recreation Supervisor reported that the funds have been expended for the senior citizen trips. We will need additional monies,
$350.00 for Arlington Trip secheduled for July 15th for another bus which is needed, and $300.00 for House on the Rock on September 16,
for which we have reservations to fill one bus now.
More employees have been recommended for summer recreation programs.
Peggy Nowak, a playground leader, resigned for a better position. Her position will be filled by Vicki Arrowood and Wendy Weber will
fill Vicki Arrowood's vacated position. The tennis program will
be set with the hiring of Rahshal Kowal, Cheryl Sobczak, and Diane
Stankevich as instructors. Karen Wesell moved and Dick Manchester
seconded to approve employment as submitted by Jackie. Motion
carried.
Youth Employment Program applicant Donna Kleszczynski (15 yr. old)
has been selected to help with the tots in our Tot-Lot Playground.
The lights at Mill Valley Baseball Complex will be billed on a
usage basis after next year.
The Department has received a check for $26,000.00 (matching funds from LAWCON) for Horn and Schmidt (1977) projects that have been
completed.
The Recreation Supervisor will be attending a workshop at Wausau
on the 26th and 27th of June. She has been appointed secretary of
the State Association and received congratulations from the Board.
A letter was sent from Mayor Gottfried to Tudor Oaks requesting
the lease of a small strip of land for access purposes.
The meetingadjournedat 10 20 P.M. The next meeting will be on
Monday, July 7th, at 7 30 P.M.
