PARKS AND RECREATION BOARD MEETING
Monday, July 21, 1980
The meeting was called to order at 7 30 P M
PRESENT Jo Ann Kehl, Richard Manchester, Michael Weed,
Dick Arrowood, Karen Wesell, Carl Wauer, Tom Raimann,
Pete Theis, the Parks Supervisor, and Jackie St. Mary,
The Recreation Supervisor.
PERSONAL APPEARANCES
The Board recognized Mr. Mike Fitzgerald, and Tim Nigelson,
president of the Water Bugs Ski Club Inc., who presented
a written request for use of Idle Isle beach as a home
site for their entertainment group They requested use
of the park on Wednesday evenings and either Saturday or
Sunday evenings with the show time from 7 30 P M to 8 30 P M
Further, they requested the parking fee be waved beginning
at 7 00 P M. and permission to park cars on designated ground
areas when feasible. The cleanup and restoration of the
swimming beach will be the responsibility of the Water Bugs.
Many members of the club are from the City of Muskego The
club would need a ramp for the shows preferably the ramp
that is presently stored near Dandelion Park.
DEPARTMENT REPORTS
PARKS
Pete sent a letter to Alderman Salentine informing him
that the Electric Company would not permit the riding of
horses on their right-of-way The correspondence further
stated some legalities involved and the responsibility of
the city if they wished to pursue the issue
The estimates on the garage door opener were all over $500 :X!
This was deemed too expensive for the budget and it was de-
cided to operate the door by hand until next year
Mr Theis has made application for another CETA position
Funding for the present position runs out September 30, 1980
The Jensen Park fire excape has been completed and looks good,
and both the Lions Park shelter and Horn Park shelter have
been painted brown

Jerry Lee, Building Inspector, has drawn up the plans for
winterizing the shop area, including a wall separating

the shop from the garage, lowering the ceiling in the shop,
and installing storms on the windows. Jerry Lee will help
with the construction
Mr. Theis then gave a Fun Fest report. Mr. Bagley did
not inform Pete when to move the bleachers from Mill Valley to the Fun Fest area at Idle Isle. Park ranger was accused of a series of things and Pete presented his (the ranger's)
responses. The park ranger's father (Robert) appeared to answer some of the accusations.
After the Fun Fest closed, bathrooms were still open, keys were not returned, and the bleachers were still there. Mr.
Manchester moved to assess the LMLA hours for moving the
bleachers and for repairs to the bleachers, seconded by Tom Raimann, and the motion carried.
Michael Weed reported that the parking was good on Friday,
okay on Saturday, but terrible on Sunday. Cars were parked
all over and improperly. Lawn conditions were found to be
okay. Bathrooms were torn open and not cleaned. The 4-H
Club did a good job of cleaning up the grounds.
RECREATION
The easement from Tudor Oaks has been approved.
In the minutes of the Parks and Recreation Board Meeting
on December 17, 1973, a motion was made and approved that
all future Land 0' Lakes baseball team players must reside
in Muskego-Norway School District. Currently, the 1980 team has three players residing outside of Muskego A point of discussion was what other communities supply for
the Land 0' Lakes Waukesha-field and maintenance of
same, New Berlin-field and maintenance, Menomonee Falls-
field and umpire fees, Brookfield, field and some equipment.
Tom Raimann moved to send letters to coaches and players
involved that are from outside of the Muskego-Norway School
District informing them that they will not be allowed to
play on the team. The motion was seconded by Manchester.
Jo Ann Kehl amended the motion to check addresses of players
involved to see that they are not inside of Muskego. The
amended motion was then seconded by Mr. Manchester and carried Carl Wauer and Karen Wesell opposed. Carl Wauer
then moved to amend the motion to send a letter to the coach,
striking'players involved" from the motion Motion carried,
with Tom Raimann voting "no". Acting manager or coach is
to be informed in a letter that players residing outside of
the Muskego-Norway School District will not be allowed
to play on the team next year as per the motion on December 17, 1973.

Addresses of players are to be checked. Dick Manchester moved that the compensation for the coach is to be tabled
until the next meeting, seconded by Carl Wauer. Mot ion
carried Jackie is to do more research on the subject.
Jackie submitted the results of her survey on the salaries
of the Parkland Conference baseball coaches.
Jackie would like to enter a float in the VFW parage on August 28th There was no opposition to this from the
Board members.
The Parks and Recreation Department received a letter from
Mayor Gottfried requesting a 4% cut in the budget. The total budget of $160,967 would be reduced by $6,438.68 from the amount budgeted for administration.
Michael Weed moved to have Jackie send a letter to the
mayor with a total of the savings from the unneeded money from the administration budget. Richard Manchester seconded and the motion carried. Totals are

OLD BUSINESS
Bluhm Farm Complex bid opening is scheduled for July 24th
at 4 00 P.M. The bids are to be sent to Dave Schreiber
for recommendations to be reviewed at the regular meeting
on August 4th.
The comprehensive plan was discussed but no action taken.
The Board will wait for comments from the mayor and city
planner.
Discussion of the soccer program was deferred
No new business was introduced.
MISCELLANEOUS
Water Bugs
Mike Weed expressed a need to get input from the neighbors near Idle Isle on their feelings regarding the Water Bugs
proposal. Carl Vauer felt the Water Bugs should be given a
tryout. Richard Manchester moved to approve the request
for Wednesdays and Sundays, for the Water Bugs to use Idle Isle

with the option held by the Park Board to withdraw approval at one week's notice if problems develop. Tom Raimann
seconded and the motion carried.
Other requests of the Water Bugs
1. Parking in designated areas only.

Gentlemen,
The Water Bugs Ski Club, Inc. is a nonprofit organisation and has been putting on water ski shows for the past 12 years. We are a 40 member team
and put on shbws in the Milwaukee and Waukesha count area.
For the, past 5 years we have been primarily a road show. Ibis is
becoming quite difficult. We're looking for a site we can call home. We have done shows over the years at Idel Isle Lake Beach and have
enjoyed performing there as much as the people like to see a good show.
We like the people of Muskego and feel that we can be a real entertainment
asset to the kmmunity.
We are asking for the use of the park on Wednesday evenings and
either Saturday or Sunday evenings. Our show would start at 7:30.and
end at 8:30. Cur show is free although we do ask for donations by
passing a hat? All money collected is put back into the show.,
We ask that from 7:OC on you wave the parking fee and with permission depending on ground conditions

Ron Ford moved, Dick Arrowood seconded to
authorize Park Planner Hugh Dega and Associates to prepare plans and specifications for
grading, seeding installation of parking lots
and playground equipment at Schmidt Park.
No discussion, motion approved.
Ron Ford moved, Bob Gumieny seconded to amend
the rule as follows Any player that has played
for Land of Lakes Baseball Team for 1972 and/
or 1973 season is elrgible to continue playing as long as he desires, but all future players
must reside in Muskego-Norway School District. Discussion followed. Motion approved.
Don Yahr moved, Bob Gumieny seconded to pay
bills presented by Ron Ford. No discussion,
motion approved.
