PRB021880minutesPARKS & RECREATION BOARD MEETING - FEBRUARY 18, 1980 The meeting was called to order at 7 30 P.M. PRESENT Mike Weed, Karen Wesell, Carl Wauer, Paul Ussel, Richard Arrowood, Tom Raiman, Richard Manchester, Fred Baewer, Dave Schreiber and Peter Theis, Park Foreman. A correction in the previous minutes was noted. The correction is as follows Page 3, Item 4 - Router $100.00 and wood $900 00. Balance of minutes were approved as mailed. PERSONAL APPEARANCES Mr. Roland Hautj-~Mr. Brodel,. and Alderman Wayne Salentine were present at the -meeting. The~ir concern was proposed park land on their property on Lake Denoon; Mr. Haut. stated that he may wish to build his own house in the area of the proposed park land. At the December meeting a motion was made about a recommendation to the Plan Commission regarding the parkway. However, nothing was said about the land to the south. Carl Wauer moved to recommend to the Plan Commission to not include any land to the south of the present park land. Mafichester seconded the motion and it carried. Discussion followed regarding whether the Board and Plan Commission may negotiate with developers for future park land in the area. Mr. George Sonnentag appeared before the Board with concerns regarding the future proposed bike trail on the Electric Company Right of Way. There are five stables in the Hwy 36 area which each board 30-50 horses and would like to use the path for trail rides. Presently it is illegal to ride on the right of way. Mr . Sonnentag requested that a parallel path for horses he located along the proposed bike path. The Board will consider the request in the future. David Schreiber presented a comprehensive study of the Master Plan with recommendations. Some of the issues covered were playground areas in every subdivision. Con- centrated sports facilities such as baseball was presented Guiding policies, the Park dedication ordinance and the $200.00 lot fee were brought up. Specific site recommendations, acquisitions, and existing site improvements were also discussed A special meeting to discuss the comprehensive plan in more detail was set up for 8 PM on March 3rd. Parks and Recreation Board Meeting - February 18, 1980 - Page 2 OLD BUSINESS Equipment bids were discussed. The bids on the sweeper are all over budget so the possibility of selling the sand pro was brought up. The view was expressed that the department should have a piece of equipment that adapts to present equipment Manchester moved to defer action until more specific information on needs is accumulated. Mike Weed seconded the motion and it carried 6 to 1. Mr . Manchester then moved to put the sand pro out for bids with a minimum bid of $1200.00 with the option to reject any and all bids. Mr. Ussel seconded and the motion carried. Board will open the bids at their March 17th meeting. The purchase of ties from Bliffert Lumber was discussed. Mr. Manchester moved to purchase the 220 pieces of pressure treated pine and Mr. Wauer seconded the motion. Motion carried. A swing set which was bid on was discussed next. Paul Ussel moved to buy a swing set from Gerber Leisure Products at a price of $265.00. Karen Wesell seconded the motion and it carried 5 to 1. The purchase of a rototiller was discussed with the possi- bility of combining a mower, rototiller and a bucket loader on a tractor with turf tires. Diesel was mentioned as a cheaper option in running such equipment. Manchester moved to put out bids for such a combination to meet the specs as per Director. Karen Wesell seconded and the motion carried. Mike Weed moved to accept the Sears bid for a 1 HP router. Ussel seconded the motion and it carried. The router with case and bits is $93.00. NEW BUSINESS The Little Muskego Lake Association request for use of Idle Isle for their Fun Fest was next on the agenda. The dates (July 18, 19, and 20) and time were approved along with the following items. Removal and replacement of buoys, the use of tables at Idle Isle, trash barrels, launching closing, use of bleachers, and 1 driver and means to move items. The toilet facilities at Idle Isle will be closed. The Little Muskego Lake Association will supply portable toilets Mike Weed moved to approve the request and Karen Wesell seconded the motion which carried 4 to 2. Tom Raimann and Mr. Man- chester voting no, Parking and tent arrangements will be discussed at the March meeting. Parks and Recreation Board Meeting - February 18, 1980 - Page 3 The following persons were recommended for baseball coaches Norm Killion for Varsity and Gary Kalkopf, Junior Varsity. The motion for the above was made by Mr. Manchester and Paul Ussel seconded. Motion Carried. Joe Beatka (only applicant) as Land-O-Lakes coach was made. Motioned by Carl Wauer. Seconded by Paul Ussel. Approved FAanchester moved to approve the rules and make baseball a letter sport upon school approval and Karen Wesell seconded. Motion carried. Discussion concerning the Baseball Program in the Parkland Conference for the 1981 season due to the realignment Who will offer the sport? School or Recreation Department or will it be dropped completely? If dropped, Muskego could go to the Suburban Conference under the Parks and Recreation Program. Applicants for the Receptionist Typist part-time position were reviewed. Karen Wesell moved to hire Colleen Foster and the motion though seconded by Tom Raimann, failed to carry. Paul Ussel then moved to hire Stella Dunahee on a trial basis. The motion was seconded by Mr Manchester and carried. A request by Bayside to hold a softball tournament with beer sales to finance the purchase of uniforms and trophys was considered. Tom Raimann moved to deny the request and Mr. Manchester seconded the motion which carried 5 to 1. A request by Cub Pack 76 to use the Kurth baseball diamond on Monday nights was presented. Mr. Manchester moved to approve the request and Mr. Ussel seconded Carried. DIRECTOR'S REPORT The birdhouse contest winners were announced as follows Eric Biwer (Tree Swallow House/Open Division) Junior Carol Biwer (Wren House/Senior) Lori Pulczinski (Nuthatch House/Recycled) Senior Lori Pulczinski (Bluebird House) Ronnie Sorenson (Wren House/Junior) Second Place winners were Ken Dotzler and Scott Sorenson. Board approval was sought and received for the hiring of Margaret Schumann as the Arts and Crafts Instructor. Passed. A review of trips set up for the Senior Citizens by the Recreation Supervisor was presented and Mr. Ussel moved . to approve same. Mr. Weed seconded the motion and it carried Parks and Recreation Board Meeting - February 18, 1980 - Page 4 Some problems with the jeep were all covered under the warranty. They included breakage of the heater motor and a leaking core. The water lines at Horn froze since the temperature in the building had been turned down. The temperature will be kept at 550. MISCELLANEOUS Karen Wesell requested that changing the council ordinance that covers beer drinking in parks be looked into She also brought up the question of nursery stock which had been dis- cussed at previous meetings. However, no response had been received from Lamb Nursery. Ms. Wesell also introduced the idea of adding a new program, that of knitting classes The Recreation Supervisor will look into the matter. The monthly bills were approved for payment. Mr. Ussel moved for the approval and Mr. Manchester seconded the motion which then carried A motion to adjourn was made at 1 30 A&. Approve Margaret Schumann to fill the position of the Youth Arts & Crafts Instructor at $5.00/hr, 3 hrs/wk, 8 wks -Program has been set-up as follows 3 00 - 4100 PM 1st thru 3rd graders $ 8.00 for the session 4 00 - 5.30 PM 4th thru 8th graders $12.00 for the session -Program will run for eight-wk 2/18/80 thru 4/14/80 -Currently 6 children registered in the early class and 8 children in the later class. 2. ) Currently planning the trips for the Senior Citizens for 1980. Trips tentatively planned for them are March - Fireside "The King and I" 2 chartered buses April - Domes/Villa Terrace 1 school bus May - Stonewood Village/Greek Orthodox Church 1 school bus June - Brewers Game 1 school bus July - Arlington Park Race Track 2 chartered buses August - Brewers Game 1 school bus September - zoo 1 school bus September/October - Lincolnshire "Kiss Me Kate" 1 chartered bus October - House On The Rock/New Glarus 1 chartered bus November - Long Grove Tour 1 charter bus December Museum 1 school bus 3.) Will be planning summer programs for 1980. Any ideas let me know!! Will also be advertising for summer jobs. Should have a list to you for approval by April meeting.
