PRB121580minutesMINUTES PARKS AND RECREATION BOARD MEETING MONDAY, DECEMBER 15, 1980 The meeting was called to order at 7:31 p.m. by Richard Arrowood, the Board President. The minutes of the previous meeting held November 17 were approved as mailed. MEMBERS PRESENT: Michael Weed, Karen Wesell, Carl Wauer, Richard Arrowood, Dick Manchester, Tom Raimann; Jackie St. Mary, the recreation supervisor and Pete Theis, the parks super- visor. MEMBERS ABSENT: JoAnn Kehl PERSONAL APPEARANCES No personal appearances at this meeting. DEPARTMENT REPORTS Parks Division 1. The 1980 Capital Budget Expenditure Report was presented by Pete. There is $10,794.98 left from approved 1980 Budget. 2. Most of the park improvement plans for 1980 have not been completed. 3. A cost estimate on the proposed park signs was presented. The esti- mate was based on the sign completed and erected at Lions Park. Carl Wauer moved to approve signs for the remaining 7 parks. The motion was seconded by Dick Manchester. Motion carried. The con- census of the Board was that the sign at Lions Park was very good. Discussion followed about payment to Earl Cook for work done--routing signs. Dick Manchester moved to amend motion to pay Mr. Cook $lO/sign for work. This motion failed for lack of a second. Carl Wauer moved to give $200 to Mr. Cook for rest of signs, seconded by Tom Raimann. The amendment to give $200 to Mr. Cook for the rest of the signs carrfed with Michael Weed opposed. 4. At the last meeting, Pete was instructed to obtain a cost estimate on refurbishing bleachers and team benches to be used at Bluhm Farm. The estimate was presented to the Board. Karen Wesell moved to proceed with construction of bleachers and team benches. After receiving a second from Dick Manchester, the motion carried. Lawn mowing cost analysis of cutting approximately 86 acres of park land was submitted to the Board. Pete to check into cost to have lawn mowing contracted out. With the parks garage winterization, there is an estimated savings of over $700 per month to heat the building. David Schreiber has made a payment request for Struck & Irwin of $12,352 and Wolf Construction to be paid 5% of the 10% left. The 10% to be withheld from Kesian until the spring of 1981. Tom Raimann moved, Carl Wauer seconded, to recommend to the Finance Committee that they approve payment request of Struck & Irwin and Wolf Con- struction. The motion carried. The Capital Budget was approved too late to get all of the park improvement projects done or started. Karen Wesell moved to request that the Finance Committee carry over the balance of park improvement money until next year. Dick Manchester seconded the motion and it carried. Recreation Division 1. The recreation supervisor reported that there are three small jackets and five medium jackets left for sale. Motion was made by Tom Raimann and seconded by Karen Wesell to get rid of the old jackets for $10 per jacket. The motion carried. 2. Budget account balances were presented. A list is to be compiled of the needed transfers by Jackie and submitted to the Finance Committee. Tom Raimann moved to have Jackie balance accounts and present to the Finance Committee. The motion was seconded by Dick Manchester. Motion carried. 3. A memorandum was received from Jackie and Pete for extension of the unused vacation hours into next year; Jackie has 72 hours and Pete has 32 hours. Motion was made by Carl Wauer and seconded by Karen Wesell to approve the request for extension of the vacation hours with the understanding that the time was to be used before June 1. The motion carried. 4. Called to the Board's attention was the contributions that Mr. Ray Christianson has made to the Denoon Senior Center including his help with the screens and the latest, a stove. A thank you-note .of. appreciation from the Board is to be sent by Jackie. It was further noted that Mr. Steinberg has donated games to the senior center. Jackie computed the expenses (materials and labor) involved with the contract of Ron Ford's, for work at the Denoon Senior Center and the expenses (materials and labor) for Tom Rauk to complete the project. Ron Ford has requested a payment of $300 for his labor out of the original $1,100 contract; he did about Z/3 of the work. The $70 for the formica countertop at the sink was not included in the original contract of $1,100. Mr. Tom Rauk who has taken on the completion of the project estimated the cost to finish would be $330. Carl Wauer moved not to spend any more money than the original contract, and original contract minus costs to be paid by Ron Ford. Motion was seconded by Dick Manchester and it carried. Formal accounting of the completed project is to be compiled by Jackie. OLD BUSINESS Change in work hours for the secretarial staff; Fran is to work Monday, Tuesday and Wednesday morning and St&la is to work Wednesday afternoon, Thursday and Friday. The proposed effective date of the new schedule would be January 5, 1981. Michael Weed moved, Karen Wesell seconded, to change the working times effective January 5, 1981. The motion carried. NEW BUSINESS 1. The Board discussed establishing a policy for loaning equipment such as chairs and tables and to establish a fee for this service. Jackie was requested to draft a policy to be reviewed by the Board next month and this policy is to be based on the use of the buildings. 2. There is a need to establish policy for use of the baseball fields during the season. A field request form was presented by Jackie and Pete. Each league is to be notified about the form and date set to have the form returned. 3. A change in the fee assessed for open swim participants was discussed. Karen Wesell moved to charge $.50 for swimming starting in the summer. The motion was seconded by Dick Manchester; Dick Manchester moved to amend the motion to read all users. This amendment failed for lack of a second. Carl Wauer moved, Michael Weed seconded, to defer action on this until the next meeting. Motion carried.
