PRB080480minutesMINUTES PARKS AND RECREATION BOARD MEETING Monday, August 4, 1980 The meeting was called to order at 7:35 p.m. PRESENT: Karen Wesell, R. Arrowood, R. Manchester, M. Weed, Peter Theis (Parks Supervisor), and Jackie St. Mary (Recreation Supervisor) LATE ARRIVAL: Carl Waler ABSENT: Tom Raimann, JoAnn Kehl PERSONAL APPEARANCES Chief Scholz and Lt. Zabel, representing the Police Department, and con- cerned citizens residing near Idle Isle Park, were present at the meeting to discuss problems at the park. Some of those discussed were the following: Road bumps are low. People are driving around boulders on the side of the drive. A city truck was seen spinning his wheels. A park employee was reported to have been driving with people on the hood of his truck. (It was also reported that the same employee spends hours at a time at Idle Isle.) The "no fishing" signs have been reduced from 15 in number to 4 and people are still fishing there. There is no posted sign stating the time of park closing. Citizens also expressed the opinion that they felt that there wasn’t enough police protection at the park. After the above discussion, it was concluded that the Parks Board would review City Ordinance Chapter #26, and would also look into permits for drinking in the park. Dave Schreiber was present to discuss the bid opening for Phase I of the Bluhm Farm Project. The Parks Board reviewed the bids and a motion was made by Mr. Weed to present Wolf's Bid A, B, and C and Items 3 and 7 to the Council for acceptance. Motion was seconded by Carl Wauer and carried. The Board also accepted the bid from Struck & Irwin for fencework and Kasian's bid for lawnwork. The Board then reviewed the preliminary comprehensive plan for parks and open space. Minutes, Parks & Recreation Board Meeting, August 4, 1980 Page 2 DEPARTMENT REPORTS Parks Peter Theis gave a report on Funfest cleanup. He also presented the Board members with price bids on materials for fixing the parks garage. The Water Bugs have been contacted about their use of Idle Isle. The estimate of vandalism damage-at:Idle.Isle Park is $250.00. The GMC had been leaking transmission fluid and it was found to have a seal on backwards. The problem was repaired at no charge. The Toro drive shaft is broken and the parks crew is awaiting the replace- ment part. St. Leonard's borrowed seven tables from the department for their festival. HOWVer, they did not return them on time. Recreation There is a request for the use of Mill Valley for August 17, 1980, for a Bethel Men's Softball Tournament from 11:OO a.m. to 6:00 p.m. The request was given the okay by the Board. There was also a request for the use of the four Bay Lane softball diamonds on Saturday, August 9, from 1:00 p.m. to 7:00 p.m., and those same diamonds on Sunday, August 10, from lo:30 a.m. to 5:30 p.m. by the Christian Youth League softball teams. Using diamonds as is, this request was also okayed. A motion was made by Karen Wesell to give John Beatka $300 compensation for taking over the Lakes baseball team. The motion was seconded by R. Manchester and carried. ADJOURNMENT Mr. Manchester then made a motion to adjourn and same was seconded by Karen Wesell.
