PARKS & RECREATION BOARD MEETING
APRIL 21, 1980
Meeting was called to order at 7 30 P.M.
PRESENT Dick Arrowood, Richard Manchester, Karen Wesell, Michael Weed, Carl Wauer, Tom Raimann, and
Jackie St. Mary.
LATE ARRIVAL. Paul Ussel, 8 15 P.M.
The acceptance of the minutes of the March 13 meeting were
deferred until the next meeting.
PERSONAL APPEARANCES
Mr. Ray Christenson representing the Lake Denoon Advancement
Association requested that.
(A) the Board accept their 15 to 20 children as a group into the swimming program at the high school. Since the program is
on a first-come, first-served basis, they will be required to
register as the rest of the City residents, and
(,B) Mr. Christianson requested a statement on the progress of
the planning at Denoon Park. He was informed that no progress
had been made. Mr. Christensen then requested that the Board
have a public hearing before any definite plans were made.
Mr. Dave Miller, manager of Muskego Icetronauts Softball League,
petitioned the Board for use of Kurth Park diamond on Monday
nights. The Cub Scouts have permission to use the diamond at
this time. He further inquired into the possibility of using
Kurth three nights and the Cub Scouts walking to Tess Corners. Karen Wesell moved that Dave Miller approach the Cub Scouts to
request that they change to another field for three nights.
Motion was seconded by Tom Raimann. Carried unaminously.
OLD BUSINESS
A. Boat Launch Permit Update
Mr. Arrowood read the letter he received from Mayor Gottfried
stating "It is my intent to submit to the Common Council a
resolution which would establish launching fees for those people

using Little Muskego Lake at $2.00 for residents, $3.00 for non-residents, a $5.00 seasonal pass for residents and no. charge
for senior citizens who live in the city." Richard Manchester moved, Carl Wauer seconded, to agree with Resolution 83-80 with the understanding that "residents" in the resolution means "City of Muskego residents." Motion was carried.
B. Park Projects
1. Bay Lane Ball Diamond upkeep, including infield mix, was to be included in the park project schedule.
2. Utility Shed, Mill Valley. Muskego Men's league would
like to place a roof on the utility shed and make the neces-
sary repairs if it met with Board approval. Paul Ussel
moved to approve their request with the stipulation that the roof be of a dark brown material Motion seconded by
Carl Wauer and carried
NEW BUSINESS
A. Jensen Recreation Center
1. Brownie Troop No. 133 requested the use of the Jensen
Recreation Center from September, 1980, through June, 1981,
on Wednesdays at 2 15 p.m. to 4~00 p.m. Richard Manchester moved to approve the request. Karen Wesell seconded,
motion carried.
2. Mrs. Lorrie Harrison wants approval for use of Jensen
Recreation Center for a bridal shower, June 1, from 11 00 a.m. to 4:00 p m., for a fee of $18. Approximately 50 people would be in attendance. Mr. Manchester moved to approve the request as long as they follow the rules set by the Park and
Recreation Department, including no alcholic beverages to
be served and that the fee would start when the building
is opened for their use. Paul Ussel seconded the motion.
Motion carried.
B. Guernsey Meadows
In regard to several requests from residents for cutting trees,
Michael Weed moved to recommend to the Rules, Laws and Ordinances
Committee that no wood be cut or taken from any City park or
City land, seconded by Carl Wauer. Motion carried.
C. Muskego High School Diamond
Mr Ed Beale requested use of the Muskego High School diamond
for the Bethel Lutheran Church's softball teams on Monday and Tuesday nights. Paul Ussel moved, Karen Wesell seconded, to
approve the request for diamond use. Motion carried.

D. Tennis Nets, Muskego High School
The department was contacted by the high school and requested
to purchase three new tennis nets. They were infosmed that there
is no money in our budget to honor this request. We were asked
by our recreation supervisor for a commitment for next year to
purchase the nets. Karen Wesell moved to recommend to the Finance
Committee that the money come from the Puddles registration fees
($65) and the departmental account (57200-3213) marked as miscel-
laneous for the nets. Paul Ussel seconded and the motion was carried.
E. Jensen Park Equipment
Jackie St. Mary received a request for purchasing the used chains
and seats from the old swing set at Jensen. Request was denied.
The Parks Foreman was directed to locate the equipment, determine if it was usable, and if so, save it for spare :parts.
DIRECTOR'S REPORT
A. Directives for Office Personnel
1. Season boat passes will be issued beginning May 1 maki~ng
use of the old receipt books first.
2. The rough draft of the minutes of the Board Meeting
are to be reviewed by Tom Raimann.
3. Current bookkeeping system needs to be reviewed.
B. Parks
1. Girl Scouts want to plant flowers for beautification project at City's welcome signs. Paul Ussel moved to approve the request with the work being done under Pete's direction,
and to have similar and uniform plan for each area.
Mr. Manchester seconded the motion. Motion carried.
2. Approval of Jim Serchen, Jerome Cahak, Ed Gund and
John Rosenberg for summer employment on the park maintenance
crew and Kristine Bianchi, Idle Isle park attendant, was
deferred until the next meeting, at which Pete is to answer
questions about the requested personnel.
C. Recreation
1. Kurth and Lions have new wood doors and keys are needed.
Recreation needs more keys for buildings not on the master
system.
2. There is a need to provide for medical emergencies at the Kurth and Lions playgrounds. At present, there is no

means of communication. Discussion of a pay phone for $439.40
was determined to be too expensive at this time considering nothing was budgeted for this item.
3. It was requested an auto allowance be approved for high
school players from Milwaukee to officiate for soccer league program. Mr. Manchester moved, Karen Wesell seconded, to
approve request. Motion carried.
4. Recreation Supervisor submitted a list of requested
baseball equipment items. It was recommended to establish
a $35 uniform security deposit. Carl Wauer moved to charge
a $25 security deposit when uniform is picked up, and the
deposit would be refunded at the end of the year. Motion
seconded by Manchester, carried.
Karen Wesell moved to charge a $5.50 user fee to baseball
players. Mr. Manchester seconded. Motion failed, 4-2.
Paul Ussel moved to eliminate one catcher's mitt and both
first baseman's mitts, seconded by Manchester. Carried.
An inquiry was raised on the aluminum bats requested.
Paul Ussel moved to accept the list of equipment with the
exception of mitts and bats. Tom Raimann seconded the
motion and the motion carried.
The department can purchase all but one catcher's mitt,
first baseman's mitts, and aluminum bats.
The Parkland Conference Baseball Program has a problem in that it cannot be WIAA certified.
5. The summer brochure was discussed and Mr. Ussel moved
to use the color salmon for same. Karen Wesell seconded
and the motion carried.
6. The fees for the summer programs were looked into and
Tom Raimann moved to raise the fee for open recreational
programs to S.50. Richard Manchester seconded. The motion
then failed to carry on a 4-3 vote.
Open swim on Fridays will be offered for families.
7. A few changes were suggested in the swim lesson program
for summer. The Water Rescue and Advanced Lifesaving Course
will be deleted and offered in the fall instead. An Advanced
Swimmers and a Teenage Class will be offered this summer.
8. The soccer program will again be offered in the fall.
9. It was decided that the team tennis program would have
a limited number of participants on a first-come, first-
served basis.

10. A request for court time by the USTA Tennis League,
whose members are Muskego residents, for permission to use
the high school courts as their home base on Thursday nights (five courts), was reviewed. Mr. Manchester moved to deny
the request and Mike Weed seconded the motion. The motion
carried.
11. The baseball coaches' contracts were reviewed and
discussed. The varsity coach's salary to be $525, not $600.
MISCELLANEOUS
A letter of thanks for assistance offered during Ron Ford's term as alderman to the department from him was received and
noted.
Information about LAWCON funding cutbacks was discussed along
with the thought that if the program was dropped by Congress, it might have an adverse effect on the Bluhm Farm project.
MONTHLY BILL REVIEW
Department bills were reviewed and Paul Ussel moved to approve
all with the exception of Coast to Coast, Metro GMC, Horn
Brothers, and State Sand and Gravel. Mr. Manchester seconded
the motion and it then carried. The four bills held were for clarification by the Parks Foreman.
Information on damage to a Historical Society wagon that was
damaged from snowplowing was reported to be in the $100 area
by Mr. Damaske. The matter will be turned over to the insurance
company.
ADJOURNMENT
At this point, Mr. Ussel moved that the Board adjourn to the Executive Session. Motion was seconded by Mike Weed and carried.
The Board adjourned to the Executive Session at 11 30 P AI.
Next meeting will be on April 28 at 7 30 P.M.
