PRB091079minutesPARKS & RECREATION BOARD MEETING - SEPTEMBER 10, 1979 l l The meeting was called to order at 7:40 P.M. PRESENT: Mike Weed, Dick Manchester, Dick Arrowood, Paul Ussel, Karen Wesell, Tom Raimann, Carl Wauer, Director Fred Baewer, Recreation Supervisor Jackie St. Mary, and Peter Theis, Parks Foreman. The minutes were approved as mailed. PERSONAL APPEARANCES Mr. Damaske and Libby Nolan appeared before the Board requesting approval of the location of the buildings for the Historical Park. The buildings themselves, the Wollman house and grain binding building, have already been approved by the Plan Commission. Mr. Manchester moved to approve the site plans requested by the Historical Society and Mr. Ussel seconded. Motion carried. OLD BUSINESS Fishing at Idle Isle was discussed and Mr. Manchester moved to request that the Rules, Laws and Ordinance Committee change the present fishing ordinance to restrict fishing to certain areas at Idle Isle. Karen Wesell seconded the motion and it carried. The Kaminski property was discussed and the following points brought up. The land in question was appraised at $1000.00 an acre. The Henneberry land adjoining the Kaminski property was appraised at $850.00 per acre. Both individuals want $2500.00 an acre. Mr. Manchester moved to place the property on future park plans and Mike Weed seconded the motion. Carried. NEW BUSINESS A request by the Jets Football League to use Mill Valley on Mondays, Thursdays, and Tuesdays was discussed. It was pointed out that the soccer program is requesting Wednes- day evenings, September 19th thru October 24th for soccer games, which would create a problem. Mr. Ussel moved to grant the request to the league with Tuesday and Thursdays specified. Karen Wesell seconded the motion and it carried. Mr. Manchester moved to reserve the Mill Valley field on Wednesday for soccer. Mr. Ussel seconded and the motion carried. PARKS & RECREATION BOARD MEETING - SEPTEMBER 10, 1979 - PAGE 2 Mr. Manchester then moved that the other week nights, with the exception of Tuesday and Thursday, be reserved for soccer. Karen Wesell seconded but the motion failed to carry on a 4 no, 3 yes vote. The Master Plan of Department Facilities was discussed next. It was stated that LAWCON is no longer giving matching funds so an additional $1700.00 more than budgeted will be needed. Since there is $1400.00 left after purchase of the Jeep, Mr. Manchester moved to use those funds from the vehicle account and to allocate the $300.00 additional to meet the $1700.00 needed, from another account. The motion was seconded by Paul Ussel and carried. (It was decided that the grills previously budgeted for would not be purchased.) It was noted that one bid from Milwaukee Fire Escape for $687.00 was received. This bid was for reinforcement of the fire escape at Jensen Center. It was agreed that more price quotes should be obtained before any decision is reached. Price quotes on correcting the water flow to 1st base at Horn Field were made available. The proposal would entail placing a manhole at 1st base side which would drain to the ditch. The quotes are Ozzie's Trenching- $1700.00 (4" line) and Hummer, $2079.00 (6" line). Mr. Manchester moved to approve the Hummer proposal provided surplus funds can be transferred to cover the cost. The funds to be transferred would be from the welder funds. The motion was seconded by Tom Raimann and carried. Refilling the CETA position available in the Parks Depart- ment which ends in February was discussed. Mr. Ussel moved to fill the position and Mr. Manchester seconded. The motion carried. A request by the MAA to store baseball equipment was discussed. It was brought to the Board's attention that the Horn building does not have room and that the rest of the buildings do not have any room available. Mr. Manchester moved to find room for the equipment and the decision as to where it should be stored be left to the discretion of the Director and Parks Foreman. Mr. Raimann seconded the motion and it carried. DIRECTOR'S REPORT A petition circulated by the MAA requesting the removal or resignation of the Board was introduced, so noted, and placed on file. D PARKS & RECREATION BOARD MEETING - SEPTEMBER 10, 1979 - PAGE 3 The Director noted that the pie shaped area south of City Hall was a concern of his and that he wanted to plant trees in that area. Later, a planter would be added. Tom Raimann moved to develop a landscaping plan for the area and the motion was seconded by Karen Wesell. Carried. An MAA 1980 baseball plan was submitted for consideration. They suggest that the Parks & Recreation Department set up and take down fields and that they also supply umpires for the program. The Board directed Mr. Baewer to gather information and total the cost of umpire fees, both for last season and the up-coming season. PARKS --- The Director reported that the Parks summer crew is now gone and that the current three employees are now mostly concerning themselves with maintaining the grass and equipment, which is now in operating shape. The well at Jensen went dry due to too much sediment in the bottom of same. Problem is being taken care of. RECREATION ----- The Recreation Supervisor requested an adjustment on the wage schedule (See Memo Attached). It was suggested that she develop a new proposed wage scale. Mr. Ussel moved to approve the fall employees as per the list submitted by Ms. St. Mary. Seconded by Karen Wesell and carried. The soccer program is starting and response has been good. Fall program registration is now taking place with many registering. The Department float placed 3rd in the VFW Country Fair Days parade. A special budget meeting will be held on Thursday, September 13th, at 8 P.M. The meeting wasp adjourned at 11:05 PM Respectfully submitted, Tom Raimann, Secretary ff , . . . ,a MEMORANDUM TO Parks & Recreation Board FROM Jackie RE Use of Mill Valley for Youth Soccer Program On Tuesday, August 21st, registration for the Muskego Youth Soccer program was conducted. At that time, 44 youngsters attended the meeting. Since that time, we have registered 16 more youth who want to become involved, and I believe we will attract another 20 or so as the program progresses. I feel this is an excellent number of participants, as it is a new program instituted by our Department I would like to ask of you at this time for permission to make Mill Valley $3 (as it has lighting facilities) into a soccer field, to be utilized on Wednesday evenings beginning September 19th through October 24th and again in the spring of 1980. We would also like to use it on the weekends or weekday nights for team practice sessions. The purpose of our program is to provide youth, ages 7 through 15, the opportunity to learn the fundamental skills of the game of soccer during practice sessions and to further develop those skills and learning experiences through game experience. Thank you, and I do believe this will become one of our most popular activities. . l MEMORANDUM TO Parks & Recreation Board FROM Jackie RE Wage schedule 1 would like for you to consider revision of our wage scale. I personally feel that we can lower the percentage of increase from step to step and still be able to hire qualified personnel for our activities. As the current wage scale is established, the personnel receive a ten percent increase (some less, some more) from step to step. I feel for part-time help that a seven percent increase is enough. We would be able to cut back slightly in our salaries and wages by putting a lower wage scale into effect. Two things definitely need to be corrected, and that would be the fee we are paying our dance instructor ($10 OO/hr ). There is no place in our wage scale under program instructor that allows us to establish this rate or to increase that rate in a year (or whenever) Also the attendant wage scale should be reviewed. We have several employees at the top of the wage scale-that is currently in practice ($3.05/hr ). Minimum wage is currently at $2 90/hr.
