PRB051479minutesPARKS & RECREATION BOARD MEETING - MAY 14, 1979 The meeting was called to order by Mr. Arrowood at 7.30 P.M. PRESENT: Tom Raimann, Richard Arrowood, Mike Weed, Richard Manchester, Paul Ussel, Karen Wesell, Fred Baewer, and Jackie St. Mary The minutes of April 9th were approved as mailed. The introduction of new Board members took place Mr Carl Wauer was introduced as the new citizen member who was appointed, and Mr. Weed as the Council representative. PERSONAL APPEARANCES Mr. Fred Wienke appeared to give a report on the 78-79 Rifle Club season. He stated that their were 32 participants this year in the Mill Valley Jr. Rifle Club. A financial report was given. (Copy attached) Mr Wienke announced that he plans to retire from rifle and hunter safety courses next year Mr. Manchester moved to obtain a plaque honoring Mr. Wienke's many years of service to the community and the motion was seconded by Karen Wesell Motion carried. A representative of the Muskego Lake Association appeared to discuss their Fun Fest which the organization wishes to hold on the 13th - 15th of July at Idle Isle Park. The Association is requesting more cooperation from the city regarding contributing towards expenses, and stated that they are planning the same type of events as last year. and food. They They want three tents to be used for bingo: dancing, are requesting use of grass area for parking and that there be no launching on Saturday and Sunday. They would also like to have more trash containers, picnic tables, sanitation faci- lities, and ropes and barricades for the parking area. Mr. Ussel moved to approve the request of July 13 thru 15th use of Idle Isle and Mr. Weed seconded. Motion carried A committee consisting of Director Baewer, Carl Wauer, Mr Arrowood and Tom Raimann was formed to work with the Muskego Lake Association to iron out the problems that might arrive with the Fun Fest. A meeting of this committee will be held on Monday May 21st at 7 30 at City Hall. UNFINISHED BUSINESS The Baseball Diamond Schedule was discussed. The MAA wants Horn Field for Senior Boys on Monday and Thursday. There is a problem with the Parkland Conference Mr. Ussel moved to move the Women's teams from Mill VAlley $2 to PARKS & RECREATION BOARD MEETING - MAY 14, 1979 Page 2 a the High School field. The motion was seconded by Karen Wesell and carried. 1967 Jeep Seven bids were reviewed and the bid of $650.00 from Jerry Lambert was the highest. Mr. Ussel moved to accept Mr. Lam- bert's bid and Manchester seconded. Carried. Senior Citizen Vehicle Use Mr. Manchester made a motion to not authorize the use of private vehicles for senior citizen trips sponsored by the Park & Recreation Department and Tom Raimann seconded. Carried The Meadows Dave Schreiber would like to develop a master plan at a cost of $3700.00. Mr. Manchester moved to approach the Finance Committee to appropriate $3700.00 for Schreiber and Associates to go ahead with a master plan. The motion was seconded by Mr. Ussel. Carried. Bluhm Farm Mr. Weed made a motion to go to the Finance Committee with a request to approve the contract as written with the Great Lakes Archaeological Research Center for review of the area at a cost of $3103.16. The motion was seconded by Karen Wesell and was carried. Nutrition Site Mike Weed made a motion to go to the School Board for the use of Bay Lane or Tess Corners for a site for the Nutrition Program during the summer months. The motion was seconded by Mr. Ussel and was carried. Discussion took place on increasing the dance instructor's salary to $10.00 per hour. A motion was made by Mr. Ussel and seconded by Karen Wesell. The motion carried. RECREATION REPORT Senior Citizens Trips Brewers Game - June 7th Lake Geneva Boat Trip - July (Tentative) Arlington Park Race Track - August (Tentative) Tour of Oshkosh - September (Tentative) Marriott's Lincolnshire or Fireside - October (Tentative) PARKS & RECREATION BOARD MEETING - MAY 14, 1979 Page 3 Program Brochures - will be mailed out on Monday, May 21st. We are canceling the additional listing ($1.15 extra per month) for Horn Field. The Dance Recital for May 18th and 19th is sold out. Should be a great show! There has been a change in swimming lesson registration. It has been changed from Saturday morning to a Tuesday evening on an experimental basis, since other communities have their registrations on an evening schedule, and it was felt that this would free people's weekends. A list of summer employees for various programs was submitted for approval. Mr. Ussel moved to approve the list of recommended summer help. The motion was seconded by Mr. Manchester and carried. Mr. Ussel then made a motion to advertise all job openings in the future. The motion was seconded by Mr. Manchester and carried. Mr. Wauer made an amendment to the original motion that Muskego residents Abe hired first, if qualified, before persons from outside communities are hired for the department. The amended motion was seconded by Mr. Man- chester. Carried. Mr. Baewer stated that Hale Park Wesleyan Church requested the use of the Kurth Park baseball diamond on Saturdays. Mr. Ussel made a motion to offer them the High School field on Saturdays between 2 PM and 6'30 PM. Mr: Manchester seconded and the motion passed. Funding for the parks was brought up. However, Mr. Ussel moved to table the discussion and Karen Wesell seconded. Discussion tabled Mr. Baewer discussed plans for Idle Isle Park which would require some changes in the capital budget. Mr. Wauer made a motion to give Fred the go ahead with the plans to do Idle Isle Park as proposed in the changed capital budget. The motion was seconded by Mr. Ussel and carried. A request by Mrs. Lewitzke to use Schmidt Park for exit was denied by the Board. Next Meeting date will be May 29th. Karen Wesell made a motion to adjourn and Mr. Ussel same.
