PRB070279minutesPARKS & RECREATION BOARD MEETING - JULY 2, 1979 The meeting was called to order by Mr. Arrowood at 7:30 P M. PRESENT. R. Arrowood, Richard Manchester, Mike Weed, Karen Wesell, Paul Ussel, and Mr. Carl Wauer. The minutes of the previous meeting were approved as mailed. PERSONAL APPEARANCES Stan Potrykus appeared before the Board concerning the Oak Meadow Estates which is located West of the existing Lake Denoon Park. He submitted a proposed new development and asked for the Board'sinput to be forwarded on to the Planning Com- mission. Also, Mr. Potrykus inquired on the planning for the land just given to the city for park purposes. Mr. Ron Ford appeared at the Board meeting concerning park land in the city Industrial Park. He requested that the Parks & Recreation Department have a rough draft drawn up by our park planner and have some sort of recreational devices erected, such as basketball hoops, etc. UNFINISHED BUSINESS The Little Muskego Lake Association requested the Board to reconsider four items of major concern - 1. Parking on the grass 2. Boat launching 3. Closing time of Park and beer tent 4. Placement of tents A motion was made by Mr. Manchester to close the launch at 12 00 P.M. Noon (Saturday and Sunday). The motion was seconded. Mr. Manchester amended the motion to read all day closing of boat launch but the amended motion had no second. Therefore, the original motion carried. A motion was made by Karen Wesell to keep the park open til 12 00 A.M. Midnight,and to close the beer tent at 11:30 P.M, or leaving the earlier closing up to the Parks & Recreation Director. The motion had no second and failed to carry. Mr. Ussel then made a motion to close the park at 12 00 Midnight. The motion was seconded by Mr. Manchester. (This motion to cover the entire park, beer tent, etc., to close at 12 00 A.M.) Earlier closing of the park and beer tent will be the option of the Parks & Recreation Director. Motion carried. PARKS & RECREATION BOARD MEETING - JULY 2, 1979 - PAGE 2 Mr. Ussel made a motion to accept the tent placement plan sub- mitted by the LMLA (Attached). Motion was seconded by Mr. Wauer and carried. Parking on the grass will be left to the discretion of the Director on condition of the weather. Mr. Manchester requested thatthe Little Muskego Lake Association in planning a Fun Fest next year (1980), contact the Board early in the year to begin planning. Placement of 42 to 55 barrels at Idle Isle plus approximately 30 picnic tables for Fun Fest will be placed out by the Parks Department. Two sets of bleachers will be taken to Idle Isle with the aid of the LMLA. DIRECTOR'S REPORT The director recommended two parties to fill the CETA posi- tions available. Mr. Use11 made a motion to accept the two applicants for the Parks Department. The motion was seconded by Mr. Manchester and carried. Mr. Manchester made a motion to deny a request by the Icetro- nauts to use park bleachers. Motion seconded by Mr. Weed and therefore, the denial was carried. A new motion was then made by Mr. Ussel to let the Icetronauts use the bleachers with assistance in the moving. No second and the motion did not carry. Mr. Ussel then made a motion to let the Icetronauts use the bleachers, with the provision that they must move them and return them without assistance from the Department. Motion seconded by Mr. Wauer and carried. Request was made to take both Fred and Pete off of probation, since their 6 month period was over at the end of June. Dick Arrowood will speak to the Mayor concerning this matter. Mr. Ussel made a motion to adjourn and it was seconded by Mr. Manchester. Carried. Meeting adjourned at lo;16 P.M. Respectfully submitted, Karen Wesell, for Tom Raiman, Secretary i 7/30 TO: ALL PARKS & RECREATION BOARD MEMBERS FROM FRED BAEWER, DIRECTOR SUBJECT EASEMENT ON PARK LAND - MARLAN MEADOWS In a review of an easement on Park Land in Marlan Meadows, I have talked with both Jerry Lee and developer Roger Johnson concerning this matter. The need for an easement occurred when the developer found out that he would be unable to drill a deep and shallow well in the same area. All preliminary tests indicated that the two wells would work in the area Law allows a shallow(grave1) well and deep rock well, but in actual digging, the shallow well did not have enough capacity. The placement in the park is needed because another well must be 1000 feet away The location of the building (8 x 8) will be between Lots 12 and 13, fifty (50) feet back off the roadway. A service drive will be placed up to the building and the area around it will be landscaped. Pictures will be provided at the Parks and Recreation Board meeting of similar type buildings and locations within the park. As Director of Parks and Recreation I recommend the developer be given an easement. 1. The building will blend into the area. 2. No mature trees will be affected. 3 In the future, the city will most likely own the building. 4. Landscaping and maintenance of the building will be done by the developer. SUBJECT: UPDATE FUN FEST 1979 Thursday and Friday were the set-up days for tents, dumpster and toilets. Barracades were provided by the city for blocking off parking areas and driveways. Metal posts were brought in and placed in the parking area by LMLA Two sets of bleachers were placed on the west side of the beach area but later in the weekend were moved to behind the beach area for the beauty contest. No damage. Closing time- as set by the Parks Board - all beer and song closed down at midnight every night - was enforced by the bartenders. The power for the tents was ok'd by Jerry Lee. LMLA put in more voltage outlets for their power - no cost to the city. Tent Placement - as on map LMLA provided. OK. Extra benches were provided by the park department. We picked up additional 1'7 tables on Friday from Mr Masterson's park. We had approximately 50 tables and 60 drums/w liners. (Liners were purchased by LMLA) Parking This area was one of the biggest problems during the weekend. CBers were not getting the cars in tight to each other plus at times, the cars were going anywhere they wanted in the parking area. A possible 50 cars could have been parked at peak time. I must give credit to Pap Barker for the time he put in - also was very good in listing instructions More cars were parked by the toilet area then agreed upon by the P & R Board and the LMLA (1 car and beer truck only) Upon conversation with Bob and Jan, the reason was valid and I agreed to approve the additional vehicles. Bikes were allowed to ride on Friday, but Saturday and Sunday all bikes were parked in an assigned area. A Jeep Cherokee was parked by the games table - left because of additional prizes and cash in vehicle Buses were used throughout the weekend for shuttles Did they need it? (If better parking arrangement) Boat launch closed at 12 Noon on both Saturday and Sunday. I observed two (2) boats coming in after 12 Noon and referred them to alternate launch These were non-fishing type craft Clean-up was excellent When I left each night at approximately 1 AM, cups, paper, etc, were scattered throughout the grounds. By my return each morning, the grounds were cleaned of paper and cups. The bathroom in the Idle Isle building was also cleaned but due to a malfunction, backing up was a problem The crowd as a whole, was there for a good time. No fights were observed. I did hear about a fight but it ended quickly. The police were friendly and mingled all about the island, all three nights. Police report enclosed. Monday morning the LMLA was at the park at 7 A M. cleaning the grounds. The tents were dropped Monday. The area for the corn roast in which the sod was rolled up, was relaid. The grass throughout the grounds was worn but will come back with watering and nutrition, which the Parks Department spread on Tuesday morning. Some areas that were overly worn were filled in with dirt, seed was spread and covered with straw. Personally, I felt that the weekend was a success..,not only monitarily for the LML, but for the city. The park received compliments on it's appearance, the police were complimented on their friendly officers, and the people took pride in the fact that this was a Muskego function.
