PRB021279minutesPARKS & RECREATION BOARD MEETING - FEBRUARY 12, 1979 ‘a The meeting was called to order at 7133 P M. PRESENT: Karen Wesell, Michael Weed, Richard Arrowood, Paul Ussel, and Ron Ford. Also present were Parks and Recreation staff members Fred Baewer, Peter Thies, and Jackie St. Mary. ABSENT: Richard Manchester and Tom Raimann The minutes of the January 8th were read and approved. No Personal Appearances occurred. UNFINISHED BUSINESS Mr. Dave Schreiber of Schreiber and Associates reviewed the Bluhm Farm Complex Proiect. ------- --- -- Mr. Paul Ussel made a motion to have Schreiber and Associates go ahead with a more detailed plan for the Bluhm Farm Complex. Michael Weed seconded the motion Motion carried. It was noted that the Bluhm Farm Complex as described by Schreiber and Associates cannot be developed into the baseball complex we had hoped for It would be more of a multi-purpose park There will be a special meeting with Schreiber and Asso- ciates on February 26th, 1979 at 7 30 P.M. The motion was seconded by Michael Weed. Carried Kaminski Land - Mr. Baewer reported on his meeting with Mrs. - -.- -.- - - Kaminski concerning our purchasing her 74 acre parcel Mrs. Henneberry, her neighbor is also willing to sell 14 acres to Parks & Recreation. NEW BUSINESS The Board discussed creating a job with the Park and Recreation Department at $4.00 an hour. Mike Nitka is now at $3.45 Dis- cussion on a higher wage scale for park employees followed PARKS & RECREATION BOARD MEETING - FEBRUARY 12, 1979 - Page 2 The need for a full-time Dark worker and Dart-time Dark a mechanic, were also discussed Ron Ford made a motion to recommend that the Common Council open a new job position, that of Park Worker/Mechanic. The motion was seconded by Paul Ussel, and carried. (Refer to job description/attached). Further discussion followed on wage scale for seasonal park employees, and the degrees for which they were hired and paid. Baseball coach wages were also discussed and it was noted that the Recreation Director will set up the interviews for baseball coaches. A wage increase for the Recreation Supervisor was discussed and a salary comparison chart was given to the Board. A suggestion was made to submit a 7% salary increase to the Finance Committee (Salary Comparison Chart attached.) The Parks & Recreation Department secretary is resigning. The department is in need of a full-time secretary due to the-heavy work load. (Refer to information sheet attached.) RECREATION DIVISION UP-DATE A senior citizen trip to Holiday on Ice was held and attended by 73 seniors for whom we were able to get discount tickets at $4.50 Since the bus fees were $100 00, we have a balance of approximately $9OO.in our Senior account. Fred Baewes and Jackie St. Mary, Recreation Supervisor: recently met with various Senior Citizen groups and received many good ideas. The department is now in the process of arranging more trips and in locating facilities for a group of Senior Citizens who wish to put on a play that was recently performed at Tudor Oaks. Registration was held for children's swimming lessons and 136 children were registered for classes. The 11 week course is offered at a cost of $4 00 per child. Adult/tot swim lessons are being held on Monday evenings from February 12th through April 30th. There are 33 people registered at $4.00 each. Cross Country Ski Lessons ran this past week and weekend, and were attended by 32 adults at a cost of $16 00 or $12 00 (de- pending on equipment), and 9 children at a cost of $12.00, -or $9 00. The Adult/Exercise Swim program which will run from February 6th through April 12th, has a total registration of 30 people. On Tuesdays only, 15 are registered at $10 00 and 15 are registered at $15.00 on Tuesdays and Thursdays. Children's Dance which runs for 18 weeks has a total of 84 students. Miss Mary, the instructor took 15 of her students to a workshop in Oshkosh recently and will be having a dance recital on May 18th PARKS & RECREATION BOARD MEETING - FEBRUARY 12, 1979 - Page 3 A gymnastic/tumbling course which is being offered for a 12 week period has a registration total of 32, at $18 00 each. The department will be offering a disco dance course -for adults. Consideration is being given to offering this course for students at the high school since very little programing for this age group is held. An up-date on all open programs was given with the following information noted. Swimming - all sessions have large attendance, with Tuesdays and'Thursdays averaging between 30 and 40, Wednesdays about 13, Saturdays between 60 and 70, and Sundays between 70 and 80. Boys Basketball - good attendance. Volleyball - Men's night has been changed to Thursday from 7 to 9 at Muskego High School. Women's night has been changed to Tuesdays, 7 ~to 9, at the High School, due to High School Intramurals. Open Basketball - This program averages about 40 a night at $.25 each. Men's Basketball League is now entering its 7th week and going well. Ice Skating - Low attendance, but there have been problems clearing the ice and with the severity of the weather. Pool - Rentals are on a rapid increase Plans are now being formulated for summer programs and Jackie St Mary, Recreation Supervisor, would like to hear any suggestions from the public about what their preferences are It was brought to the at~tention of the Board that Mr. August Kowal had recently passed away. A letter of condolence will be sent to his wife with an expression of appreciation for all the work that Mr. Kowal did in the community. PARKS DIVISION UP-DATE It was reported by Peter Thies, Park For-man, that equipment is in good shape and lawn mowers are being readied in the event that summer ever gets here. Work has been completed at Jensen Center, including putting plastic over windows and a wooden enclosure installed by the front door. The result has been a warmer building and happier senior citizens DIRECTOR'S REPORT Mr. Baewer presented an ORAP/Lawcon application review for funding. a) ORAP/PARK EQUIPMENT - To purchase eight (8) picnic tables ---- whirh are desrgiiea Fo? the elderly and handicapped, Seven (7) outdoor grills, and eight (8) sections of 5 row 15' long bleachers (these will be placed throug,hout the park system). PARKS & RECREATION BOARD MEETING - FEBRUARY 12, 1979 - Page 4 b) LAWCON/CONSTRUCTION/LANDSCAPE OF KURTH PARK - Construction ------------- of pi&-&-shelter (30 x 44), ----- 15 picnic tables (suitable for handicapped and elderly), grills, and park benches. Landscaping will consist of grading and a ground base for a walkway. Ball mix and seed for the ball diamonds, site preparation for the shelter and supervision for the park will also be involved. c) ORAP/LANDSCAPING FOR HORl?,-IDLE ISLE, &NE SCy-D'J - T.-Hz6 paT;k--Seez & sod, bali mix, trees and shrubs, and a drainage structure. 2. Schmidt - A picnic shelter (20 x 36), park benches and landscaping that will consist of trees, shrubs and ferns. Construction of a general walkway throughout the park. 3. Idle Isle Park - Buoys and rope for the swimming area and sand blanket on the beach. Drainage structure to prevent the rain runoff of beach sand; Add on bulkhead at point and boat launch area. Improve parking lot-by asphalt and line marking. A bicycle trail is in the early planning stages. The land.would be available for running, jogging, bicycle, cross country, etc., but Mr. Baewer wants to get more facts and figures before he contacts the Electric Power Company on whose land the trail would run. a a l I Questions on the department's responsibility on the Kraklow building were discussed. The Director noted that he will be doing spot checking on all recreational activities. Warnings will be given if they are not doing their job, continually arrive late, or fail to show-up without notice. If these problems continue after warnings are issued, dismissal will then occur. MISCELLANEOUS Mr. Baewer announced that a security deposit program will now be implemented as department policy. Anything of value such as stop watches, chairs, etc., taken out for use, will require a deposit, and a limit will be set for their return. A motion was made by Ron Ford to deny the use of 2 or 4 mats to Plastronics of Milwaukee, for which the Director had a request. It was seconded by Karen Wesell and carried. However, the Board explained that this issue was discussed prior to the hiring of a Director, and it was decided that moving expenses would not be paid by the Board. Next meeting date will be March 12, 1979 at 7:30 P.M. A motion to adjourn was made by Paul Ussel and seconded by Karen Wesell. The meeting adjourned at 11:55 P.M.
