PRB081379minutesa a PARKS & RECREATION BOARD MEETING - AUGUST 13, 1979 The meeting was called to order at 7 30 P.M. PRESENT; Mike Weed, Karen Wesell, R. Manchester, R. Arrowood, Paul Ussel, Director Fred Baewer, and Rec. Supervisor Jackie St. Mary. ABSENT Tom Raimann, Carl Wauer. The Minutes were approved as mailed. PERSONAL APPEARANCES Alderman Ron Ford and citizens of the Idle Isle Park area appeared before the Board to voice complaints re- garding noise, litter, foul language, and concern over people using the bank on the channel for fishing. The citizens stated that the problems were no longer tolerable and are now unbearable. They recommended the following: l."No Fishing" signs on the bank Z.Shrubs planted along bank. 3. Speed bumps on park entrance area. 4. "No Parking" signs on Muskego Drive. Mr. Manchester moved to recommend to the proper committee that an ordinance for no fishing on the channel near Hardtke Drive be enacted, and the "No Parking" signs be posted on Muskego Drive, East from Hardtke Drive. The motion was seconded by Paul Ussel and carried. UNFINISHED BUSINESS After much discussion, Paul Ussel moved not to purchase a portable welder. The motion was seconded by Mike Weed and carried. Discussion on the beer ordinance was tabled until the next meeting since updating of same was unfamiliar to the Board. NEW BUSINESS An Operating/Capital Budget Committee was named. They are Mike Weed, Richard Manchester, and Paul Ussel. The Recreation Supervisor gave a report on proposed Fall programs. They include the following: Ice Skating - to begin December 17th (weather permitting) No charge. Cross Country Ski Lessons - January 16th, 19th, and 20th. Charges: Children (10-13) $12.00 (includes rental) 9,OO (student's equip ) . . Motion, Wesell-Second, Ussel Adult Open Basketball - September 24th thru 11/7 at Bay Lane and October 24th thru 11/7 at the High School Charge - '$.25 per time Boys Basketball Program - Open to 5th, 6th, 7th, 8th grade boys on Saturdays, l-5 P.M. Charge - None Pool Rental - Fridays, 7-8 30 P.M. September 21st thru December 21st Saturdays or Sundays, 4 30-6 P.M. September 22nd thru December 16th. Fridays, January 18th thru April 25th Saturdays or Sundays, January 19th thru April 27th Charge - a fee of $15.00 per hour was set by the Board. Motion,Ussel-Second Weseil Adult Exercise Program - Thursday evenings, September 20th thru December 13th and from January 24th thru April 10th Charge - $10.00 Adult Swimming Lessons - Wednesday Evenings from September 17th thru December 3rd and from January 14th thru April 7th. Charge - $5.00 Children's Swimming Lessons - Saturday mornings from September 22nd thru December 15th and from January 26th thru April 26th. Charge - $5.00 per session Fourth Annual Turkey Shoot p Saturday November lOth, l-3 30 P.M This is a parent child'event, K~aren Wesell moved that two turkeys per age group, 1 I for boys~ and 1 for girls, be awarded, Seconded by Mike Weed and carried.. There will also be a tot swim on Sunday afternoons. Charge - $.25 per person per time Adult Mens Volleyball/Swim - Tuesday evenings 7.30-9'00 P.M. from September 18th thru December 18th and from January 22nd thru April 29th. Charge - $.25 per person per time Adult Womens Volleyball - Monday evenings. Charge - $.25 per person per time Childrens Dance Lessons - September 17th thru December 21 and from January 7th thru May 9th. Charge - $21.00 Session I $27.00 Session II Adult/Tot Swim Lessons - Wednesday evenings from September 19th thru December 12th and from January 16th thru April 2nd. Charge - $5.00 0 Gymnastics/Tumbling - Saturday afternoons from September 22nd thru December 15th and from January 19th thru April 19th Charge - $18.00 Santa Claus Calling - Cards in by December 1st and calls to start by December 5th. Charge - None Senior Nutrition Program - No changes Sen,ior Citizens Trips - September 18th Oshkosh - $7.00 October 16th The Fireside Playhouse-$12.95 December 2nd Marriott’s Lincolnshire Theatre/Dinner Y $12 75 Snowmobile Safety Course and Boating Safety Course will be available through our department at no expense to the Department. . PARKS & RECREATION BOARD MEETING - AUGUST 13, 1979-PAGE 4 A Weightlifting program may be offered through the department, however, details with the school have not been worked out yet. Youth Soccer Program - will be open to boys and girls from ages 8through 15 during this fall at Jensen Park. Mike Weed made a motion to approve the fall programs and the motion was seconded by Karen Wesell. Carried. DIRECTOR'S REPORT At the present time, there are no monies available through the DNR for snowmobile route signs. If a change occurs, we will be contacted. An Update on a past summer employee claiming unemploy- ment compensation was discussed, and efforts to deny the claim were also covered. The Board suggested that the matter be turned over to the City Attorney. Parking lot paving at Mill Valley was discussed and will be referred to Public Works under the city blacktop blank bid. Direction from the Board regarding funding through Title III funds for the elderly in 1980 was requested. The Board suggested that since the deadline was August 17th, we should review the needs and apply for 1981 funds. A recommendation was passed by the Board that all purchase Orders be approved by the Board before the clerk passes them to the Council for payment. Discussion involving the WPRA seminar and convention in November followed and Paul Ussel moved that Fred and Jackie (CETA) attend. The motion was seconded by Mike Weed and carried. Paul Ussel them moved to adjourn the meeting and Mike Weed seconded the motion. Meeting adjourned at 11:04 P.M. The next Parks & Recreation Board meeting will be held on September lOth, at 7 30 P.M.
