The meeting was called to order by Mr. Arrowood at 7:35 P.M.
PRESENT: Karen Wesell, Paul Ussel, Richard Arrowood, Richard Manchester, Fred Baewer, Jackie St. Mary.
ABSENT Tom Raimann, Ronald Ford, and Michael Weed
The minutes of the March 12th meeting were approved
mailed. as
PERSONAL APPEARANCES
Ms. Terri Knudsen appeared before the Board with a request
to rent Jensen Center on April 22, 1979, from 2 P.M. to
8 P.M. for a family gathering. Mr. Manchester made a
motion to approve the use of Jensen for the gathering. Motion was seconded by Karen Wesell but not carried. Mr.
Ussel then made an amended motion to approve the use of
Jensen Center serving beer only for the gathering. The
amended motion was then seconded by Mr. Manchester and carried.
Mr. Stanley Potrykus appeared before the Board for discussion
of the park area for the Meadows Subdivision. He wanted to know if he should plan on building the two tennis courts
and foot bridges which he had committed himself on! or if the Park and Recreation Board would prefer to receive the
money instead, for the purpose of setting up an account
for the development of this specific park. Mr. Ussel made
a motion to table a decision on the park plans until
Schreiber and Associates looked at the land. Motion seconded
by Karen Wesell. Carried.
Mr. Fred Martins appeared before the Board concerning Cub Pack #76 using a ball field. He could see no objection
to using Kurth Park on Tuesdays during June, July, and the 1st
week in August, and will comply with this schedule.
Mr. Randall and Mr. Turzinski representing the Senior Citi-
zens were present to inquire about what had been done so
far as to planning outings for the seniors. Also questioned
the use of private vehicals if an over-run occurs. (As per
request at last meeting) Fred explained that investigation
as to the question of liability on the city's part was not
completed and he is awaiting a reply from the city attorney.

The following names were listed as being chosen for the
positions noted below

A motion was made by R. Manchester to hire the coaches listed
above and was seconded by Paul Ussel. Carried.
Bluhm Farm funding was approved by Park Board. It was recommended by the National Historical Society to hire an
archeologist to survey Section 13. (Refer to paper from Historic Preservation Division)
Garden Plots at Bluhm Farm - Paul Ussel made a motion to
ask the Mayor if any land is available for garden plots
in the city. The motion was seconded by R. Manchester. Carried.
Internship Program - Thomas Fularczyk's application for
a Summer internship spot was reviewed. Paul Ussel moved
to accept the application of Thomas Fularczyk for the summer months. Motion seconded by Karen Wesell and was
carried.
Discussion followed on the two applicants for the Fall
internship position. The two applicants in question were
Cynthia Mae Anderson and Randy L. Rachwal. The Director's
recommendation was to accept the application filed by Ms. Anderson. Paul Ussel made a motion to accept the
application submitted by Randy L. Rachwal for the Fall
internship. Seconded by Karen Wesell and carried.
The salary range for fulltime and part-time employees was
discussed. The Finance Committee will review the pay
scale regarding increases. Mr. Manchester made a motion
to recommend to the Finance Committee that the salary for
the position of Recreation Director be approved at $5.50
an hour. Seconded by Karen Wesell. Carried.
Paul Ussel made a motion to accept the plan presented by
Mr. Baewer on the seating area near the police department
with the exception of the center checkerboard. Karen Wesell
seconded and the motion carried
A motion was made by Mr. Ussel to approve the application
for the CETA Project. Seconded by R. Manchester and carried.

DIRECTOR'S REPORT
A report of Department spending was discussed. (Refer to
attached sheet.)
Both Fred and Jackie will attend the Spring Workshop,
April 26th and 27th in Mishicot. The Workshop is
sponsored by the Wisconsin park and Recreation Association.
A letter from Mr. Kreuser, Superintendant of Schools, was
read concerning the use of the ballfield located at the
High School. The field will be used by Men's Softball.

PARKS REPORT
The Parks and Recreation Department will be receiving 75
trees from a 4 H group.
Idle Isle is being revamped and the New Jeep should be
arriving in late April.
RECREATION REPORT
The following is a list of the programs to be offered by
our Department for the Summer of 1979.
Swimming Lessons for Children, Adult/Tot, and Adults (de-
pending on pool availability), will be offered
Open Swim for Adults (evenings), children (afternoons),
and Jr. and Sr. High Recreation Program (late,af~ternoon
and early evening), will be offered.
Tennis Lessons for Children will be scheduled for morning and early afternoon and for adults in the evenings.
A Team Tennis Program for 8 to 18 year olds-will take place.
Round Robin Tennis for adults 16 years of age and over will take place.
Gymnastics/Tumbling, a past popular program will be offered
for children 6 through 12.
The Playground Program with four playground locations will
again be offered.
The Pepsi Hot-Shop Basketball practice and competition for children will be offered.

Round Robin Basketball League for boys from 12-18 will be
offered.
Huff'N Puff for the family or individual will be offered.
Physical Fitness thru Recreation for Jr. and Sr. High Boys
and Girls.
Golf Lessons will be held at Valleywood Golf Course for
children and adults.
Safety Town for Children 4 thru 6 will be held in cooperation
with the Women's Club and the Police Department.
Fun Time Swim Meet will be offered.
The Senior Nutrition Program will again be offered.
Idle Isle Park will again be open for boat launching, picnics,
swimming, etc.
This summer a Jokari Tournament will be held, and a Rotten
Sneaker Contest will be introduced.
An organizational meeting to reactivate the Artist Guild
will be held on Wednesday, April 11, 1979, at 7 30 at city hall.
Complimentary Dance Recital tickets will be issued to all
Board members, the Mayor and Aldermen, for the upcoming
recital.
The deadline for summer job applications is Wednesday, April 11,
at which time staffing will be determined and a list submitted
to the Board.
Next meeting Date will be May 7th, 1979.
Mr. Manchester moved that the meeting adjourn. The motion
was seconded by Karen Wesell and carried.

MEMORANDUM

SUBJECT: Board approval for re-working baseball field at
southeast corner of High School grounds
This proposal has been approved by the School Board, with the under-
standing that the following conditions will be observed:

That the only work to take place will be the removal of sod
from the infield and replacement with a proper infield mixture;
and that there will be no change in the topography, drainage
or land contours.
That the backstop will be repaired as needed.
That all costs of labor and materials will be borne by
the City of Muskego.
That proper physical control of parking will be established
by the City to prevent parking on grassy areas.
That the City will be responsible for the proper “policing”
of the area, in respect to crowd control, debris, etc.
That all fencing or physical demarcations will be removed from
the site prior to the start ,of the football season.

Dear Mr. Gottfried:
As you are aware, I have made a commitment to build
two tennis courts and two foot bridges in Outlot 1
of THE MEADOWS subdivision. At this time I would
appreciate the Park Commission reviewing the site and
determining where the improvements are to be placed.
For the use by the Commission and their consultant, I
am enclosing herewith two prints and a sepia of a
50-scale 1 ft. contour topographic map of the area.

I am anxi0u.s to determine the location of the improve-
ments so that I may show the placement on a sales
brochure which I am in the process of preparing.
As an alternative to the construction of these facilities
I would like the City to consider the possibility of my
providing funds equal to the cost of the facilities, to
be used'within the park for such improvements as the Park
Commission might feel are more suitable.
Please inform me of the time and date of the Park
Commission meeting at which this would be discussed.

A Mr. Tom Fularczyk has applied for the summer
session. He will receive eight (89 credits for this
program which he needs for graduation this coming September.
Both Tom and the Park Board have been advised
that no wages will be paid to him for his learning experience and af-this time it is unlikely th!at any position will be
created to enable him to become a gulltime employee with this
city.
Also at this time I would like you to consider
a Mr. Randy Rachwal. He has applied for the fall term and
has also been made aware of the same conditions.

The Parks and Recreation Department request
from CETA the project of two workers for a total
of eight (8)mos.
The purpose for the project is to work on
the Jensen Building. Material will be provided through
the $5,000.00 allotted through the 1979 capital budget.
Since our present park crew is small it will be
difficult for them to get at the building.
A review of the purpose is enclosed
