PRB091178minutes. PARKS & RECREATION BOARD MEETING - SEPTEMBER 11, 1978 The meeting was called to order at 7:30 P.M. PRESENT: Richard Arrowood, Michael Weed, Karen Wessel, Tom Raimann, Paul Ussel (arrived late), and Ron Ford (arrived late). Also present were Director Steve Pischke and Recreation Supervisor Jackie St. Mary. ABSENT: Richard Manchester The minutes of the August 14th meeting were approved as corrected stating that Paul Ussel was present, arriving late. The minutes of the August 28th meeting were approved as corrected stating that M. Weed was at Idle Isle in the afternoon and not the morning. The minutes were also corrected to show that the Water Bugs' ski show was not sponsored by the Little Muskego Lakes Association. A letter, mailed to Mrs. Charlotte Bauer, thanking her years of devoted service was noted and placed on file. for her many UNFINISHED BUSINESS Meadows Subdivision The plat for this subdivision has been refused by the Common Council and referred once again to the Plan Commission. This plat has now been referred back to Common Council. The Park Board is still to determine where the foot bridges and tennis courts are to be located. Ordinance #355 This ordinance,entitled "Proportionate Payment In Lieu Of Dedication", was reviewed and placed on file. NEW BUSINESS Proposed Operating & Capital Budgets T. Raimann moved to table the budgets until Monday, September 18th, to give the board members time for reviewing the proposed budgets. The meeting will be at 7:00 P.M. Seconded by M. Weed. Motion carried. Parks Division Operations It was brought to the Board's attention that there is a need for storage space. The garage being used by the division belongs to the Public Works Department. The Public Works Department is now renting storage space and would like to have their building back. R. Arrowood made a motion that the Parks Division keep its base of operation at the present site, and be able to use the remaining area of the build- ing that is presently being used by the Public Works Department. PAGE TWO - PARKS 8 RECREATION BOARD MEETING - SEPTEMBER 11, 1978 Seasonal Salary Schedule It was noted that the primary pay increase would be for the Parks Maintenance Employees. This schedule was also tabled for review with the budgets at the September 18th meeting. DIRECTOR'S REPORT Parks Division The entire summer crew is now zone. There are onlv two emolovees left in the division: Parks Foieman John Murray and a CETA'Employee, Bob York. The ball diamonds are now in the process of being worked . The playground structure received for Kurth Park still needs to z: installed. Recreation Division The Fall/Winter/Spring Program Brochure is now at the printer and will be sent out in a bulk rate mailing, as the transfer of funds has been approved by the Finance Committee for the postage on the mailing. Many calls have been received with regard to the starting dates of the dance and swimming programs. The Puddles Baseball team won the title in the&r division, the league title and also the sportsmanship of the year award. The letter regarding the Puddles team was received and placed on file. Water Ski Show Director Pischke reported that there were many cars parked on the grass and much of the equipment was left after the water ski show held at Idle Isle on September 3rd. He also stated that even though the equipment was left on.the grounds, it was not a mess. R. Arrowood felt that the Board should sit down with Mr. Fitzgerald in order to establish guidelines for control, R. Ford stated that the "Suxnaerfest" is enough at Idle Isle, and that there should be no more water ski shows held there. MISCELLANEOUS A letter has been received from Tom A. Schwarxinger, requesting the Board to refund his launch fee from Idle Isle. He is a non-resident and the maximum fee was charged. P. Ussel moved to disallow the request. Seconded by K. Wessel. Motion Carried. P. Ussel moved to adjourn the meeting. Seconded by K. Wessel. Motion carried. Meeting adjourned - 9:40 P.M. Respectfully submitted, !$13,78 Tom Raimann, Secretary Parks and Recreation Board RESOLUTION #178-78 (As Amended) DISAPPROVAL OF PRELIMINARY PLAT OF THE MEADOWS WHEREAS, the city has received a preliminary plat of a proposed subdivision known as The Meadows (former Nettesheim Farm) located in the E& of Section 31, and WHEREAS, the Plan Commission has adopted Resolution P.C. #128-78 approving the preliminary plat subject to certain conditions, and WHEREAS, the Common Council does not agree with the recommendation of the City Plan Commission, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego does hereby disapprove of the pre- liminary plat for a proposed subdivision known as The Meadows located in the E+ of Section 31 because the plat does not meet the existing zoning regulations. DO ORDAIN AS FQLLCWS: SECTION 1 : Ch. 18, Sec. 2.3 of the Municipal Code of the City of Muskego is hereby amendgd by adding thereto the following provisions: PRCPORTIONATII PAYMENT IN LIEU OF’DEDICATION: a. 0: b. If the Common Council has determined that such dedi? cation is not feas,ible or compatible with development of the community, the developer .shall in lieu thereof pay to the City a fee equivalent to $200.00 per lot. Such fees shall be placed in a non-lapsing fund and shall be used exclusively for immediate. or future site acquisitions or for capital improvement of parks and recreational areas. Such fees shall apply to units created by subdivision, certified syi-vey map or planned unit development.' Where the development results in the creation of not more than one additional unit or parcel, payment shall be required only for the additional unit. Payment shall be in a lump sum and paid at the time of final approval of plat or certified survey map. Where a lot or parcel for which payment has once been made is further divido#, payment shall be required for the additional lots or parcels created.
