* The meeting was called to order at 7:30 P.M.
PRESENT: Richard Arrowood, Michael Weed, Karen Wesell, Tom Raimann,
Richard Manchester, Ron Ford and Paul Ussel (arrived late). Also
present was Director Steve Pischke.
The minutes of the meetings held on September 11th and September 18th
were approved as mailed.
PERSONAL APPEARANCES
Mayor Jerome Gottfried appeared with suggestions concerning a replace-
ment for Director Steve Pischke. He suggested that the Board not
appoint an interim director that is a candidate for the job. He also
thought that problems would arise with an interim director that has
a full-time job besides. Mayor Gottfried thought it would be best if
the two division heads would each run their own division. Jackie
St. Mary would run the Recreation Division and John Murray would run
the Parks Division.
UNFINISHED BUSINESS
Meadows Subdivision
The Common Council has voted not to rezone this land because of the
high density, and therefore tabled the plat. This action was vetoed
by the Mayor and will be going back to Plan Commission.
Seasonal Pay Schedule
A new seasonal employee pay schedule was presented to the Board by
Director Pischke. The largest noted difference was in the Parks
Maintenance Person salary range. R. Manchester moved to recommend
that the pay schedule be sent to the Finance Committee for approval.
Seconded by K. Wesell. Motion carried.
Muskego Athletic Association
The president of the association will be appearing at one of the
future meetings to explain the expenditures of the funds ($1,700)
received from the Parks and Recreation Department.
NEW BUSINESS
1979 Capital Budget
It was brought to the Board's attention that the Jacobsen mower is
in poor condition even though it is new.

0 Bluhm Park Baseball Complex
A contract for the plans at the Bluhm Farm Development, with David
Schreiber and Associates, was budgeted for in the 1978 Budget. This
was originally set up to be a four diamond complex. It was brought
to the Board's attention that four diamonds will not fit on one side
of McShane Drive. R. Ford moved to recommend that the Common Council
authorize a contract with Schreiber and Associates to begin the plan-
ning for a baseball complex and Bluhm Farm. Seconded by R. Manchester.
Motion carried.
At this time the Board adjourned for a break (9:45 P.M.), while
Director Pischke, R. Arrowood and R. Ford met with the Finance
Committee to review the Budget. The meeting reconvened at lo:15 P.M.
Waukesha County Land Donation Proposal
The Waukesha County Transportation Department has proposed the donation
of the wayside located at the corner of Highway 36 and Thode Drive.
They have stated that if the City does not take it over, they will
close it down. P. Ussel moved to not accept the property from the
Waukesha County Department of Transportation. Seconded by K. Wesell. Motion carried.

Part-Time Secretary Position
The question was raised as to whether-or-not the present secretary's - part-time position should be converted to full-time. It was stated
that due to the large work load, a full-time position would be justi-
fied starting sometime prior to April of 1979. T. Raimann moved to
recommend to the Common Council to approve a full-time secretary,
providing the budget will allow it. Seconded by M. Weed. Motion
carried.
Park Projects
Director Pischke stated that a construction review of all the park
projects has been received from Schreiber and Associates.
DIRECTOR'S REPORT
Parks Division
Director Pischke stated that two new CETA persons have been hired and
that the part-time positions will end October 20th. It was also
reported that the Ford and Toro are not working. The auto-pod, which
has never worked, is presently in for repair.
MISCELLANEOUS
e A letter was received from the Men's Slowpitch Softball League and I
placed on file.

P. Ussel made a motion that until a full-time director is hired,
the Board President, Richard Arrowood and Mayor Jerome Gottfried
will oversee the Parks and Recreation Department. Seconded by
K. Wesell. Motion carried.
A personnel handbook, covering both full and part-time employees,
was received from Director Pischke.
A letter was received from the Civic Improvement Committee with
regard to a small park area to be located in the City Hall Complex.
It is the Board's concern to keep the original plan intact. A note
will be sent acknowledging receipt of this letter.
P. Ussel moved to adjourn the meeting. Seconded by K. Wesell. Motion
carried.
The meeting adjourned at lo:30 P.M.
