PRB031378minutesPARKS & RECREATION BOARD - CITY OF MUSKEGO e Minutes of the meeting held March 13, 1978. PRESENT: Bruce Engman, Richard Arrowood, Tom Kaimann, Paul Us(se1, Richard Manchester, Ron Ford, Michael Weed, and Director Steve Pischke The meeting was called to order at 7~40 P.M. The minutes of the February 13, 1978 meeting were approved as mailed. PERSONAL APPEARANCES Mr. Edward Turxinski, President of the Greater Senior Citizens of Muskego, and Mr. Elliott, Vice President, appeared requesting the help of the Board. So far they have had two meetirlgswith approxi- mately twenty members showing an interest. Mrs. Blinda Treba appeared stating that she would like to see Oak Grove School area used as a park. She stated that the area could possibly be improved to accomodate some playground equip- @ ment, etc. Mr. Gene Fink appeared representing the Little Muskego Yacht Club requesting that the Board again give the club a blanket launch approval for a thirty dollar ($30.00) fee. Mr. John Krailing appeared on behalf of the Little Muskego Lake Association requesting the possibility of their running a conces- sion stand at Horn Park for the purpose of raising money for their project. It would not be City related, however the Board would approve all sale items, as well as monitor the operation. UNFINISHED BUSINESS Marlan Meadows Subdivision Several concerns were expressed over the proposed out-lot park. l- the access off Lannon is dangerous 2- an access from the subdivision could cause problems from the neighbors 3- an access off of Hiawatha (Bass Drive) is a concern of the neighbors that it will be made into a walk-way only. Ford moved to recommend to the Plan Commission to eliminate the access off of Lannon Drive and in some way obtain lots 12 or 13 Seconded by Engman. PASSED PAGE TWO - Parks & Recreation Board Minutes - March 13, 1978 - Ford moved to make it a matter of record that the intention of the Board is to make the platted Bass Drive just a walk-way with appro- priate screening. Seconded by Weed. PASSED Concerns were expressed by Manchester for access of park vehicles. Dandilion Park Subdivision Manchester moved to stay with the recommendation of l/23/78. Seconded by Weed. PASSED Ford felt that the Board should try to obtain a swimming beach area because it is the only one left on the Little Muskego Lake. Capital Budget Committee Priorities It was stated that the highest priority would be equipment, i.e. the pick-up truck, field marker, picnic tables, high pressure washer, rowboat, lawnmower, swim area markings, and tumbling mats. The second priority would be land acquisitions, i.e. Racine Avenue property, option on Boxhorn, and Lake Denoon. The third priority would be the projects. Ford moved to proceed with construction plans for Bluhm Farm Baseball Complex, Kurth playground equipment, to remove backstops by the Parks Maintenance Division, the two Idle Isle projects and backstop fencing at Horn. Seconded by Engman. PASSED NEW BUSINESS Baseball Committee Meeting ._ Rules and policies for Coaches and Managers were submitted to the Board. Ford moved to accept the rules and policies for coaches and managers. Seconded by Engman. PASSED M.A.A. Diamond Scheduling - M.A.A. will be using Horn Field one night a week. There will be 90' bases on the Senior programs. It was decided to participate in the County Puddles League again this year providing the M.A.A. passed the same rule regarding two league participation. It was decided that there would be no problem with the women's league playing six games a night. Ford abstained from voting on any decisions concerning the women's league. The men's league would like to have 24 teams with 12 games, with some of the sponsors being from outside the Muskego-Norway District. There is only enough room to have 10 possible games on a Wednesday night. Manchester moved to accept rules that state there be no more than four players from outside city irrespective of sponsorship. Seconded by Ford. PASSED PAGE THREE - Parks & Recreation Board Minutes - March 13 1978 Rosters will be available to the Parks and Recreation Director. Ford moved to accept both the men's and women's rosters on file as proof of residence. Seconded by Engman. PASSED Little Muskego Yacht Club Manchester moved to approve a blanket fee of thirty dollars ($30.00) for the Little Muskego-Yacht Club. Seconded by Engman. The‘motion. passed with Weed voting no. Horn Park Refreshment Stand - L.M.L.A. Manchester moved to have Director Pischke work with the Little Muskego Lake Association to figure out a plan to sell refresh- ments exclusive of beer. Seconded by Weed. Ford moved to amend the motion ro remove the reference excluding beer. Amendment and Motion passed with Raimann voting no. Lang Engineering A pay request was received from Lang Engineering for work done last year. ($21,441.60) Ford moved to recommend that the Common Council approve the pay request. Seconded by Engman. PASSED 10% is being held back for the repairing of the tennis courts at Schmidt Park. Plaque for Joe Dahlen As per a new city policy, Joe Dahlen will receive a plaque for his services while on the Parks and Recreation Board. Director Pischke has written the inscription that will be on it. Approved. Senior Citizen Nutrition Program The nutrition program is a Waukesha County Administered, Federal Government sponsored program for meals for the elderly. The pro- gram could be started in Muskego by May at no cost and the Muskego Parks and Recreation Department could act as host with the pos- sibility of serving the meals at Jensen Park Recreation Building. Ford moved to approve the program. Seconded by Manchester. PASSED DIRECTOR'S REPORT Parks Division Jensen Park Recreation Building work has been completed and looks really'good. Recreation Division All of the Recreation programs are ending with the exception of the dance classes. A participation statistics report regarding the programs held in 1977 was received by the Board. PAGE FOUR - Parks 6 Recreation Board Minutes - March 13, 1978 A letter was received from Mr. Charles Damaske in regard to personnel washing their cars at the garage. A letter regarding snowmobiling was received by Mr. Weed from Ald. Van Lanen stating that the snowmobile trails should be closed down. Engman moved to buy 500 black walnut trees from the state at $39.00. Seconded by Manchester. The motion passed with Weed and Raimann voting no. Adjournment - lo:35 P.M.
