Minutes of meeting held July IO, 1978.
The meeting was unofficially called to order, due to the lack of a quorum with
Richard Arrowood, Dick Manchesier, Karen Wessel and Steve Pischke present.
Mrs. Karen Wessel, the new Board Member, was introduced at this time.
p~~soNnL APPEARANCES
Mr. Sonny Villwock was present to discuss the possibility ot using one diamond
at Mill Valley for the purpose of holding an M. D. Charity Softball Game.
(Midway through the presentation, the fourth Board Member arrived, Paul Ussel,
and the meeting then became official.1 Mr. Villwock stated tne game would be
between the Huddle Lodgs softball team and a team made-up of police and fire
department personnel. Raffle tickets would be sold along with beer and food.
He would like this to become an annual affair. Mr. Villwock has talked to this
years chairman of the V.F.W. Fair Days and has been told that there will be no
problem or interference with the fair as far as he is concerned.
After discussion, R. Manchester moved and P. Ussel seconded to approve the
request; P. Ussel then moved to amend the motion to include that this request
would be approved provided the School Board and the Common Council also
approve it. Seconded by R. Manchester. Amendment passed. Motion passed,
APPROVAL OF MINUTFS
The minutes of the June 12, 1978 meeting were approved as mailed.
The minutes of the June 26, 1978 meeting were approved as mailed.
PERSONAL APPEARANCFS - CONTINUED
Mrs. J. Heckert appeared before the Board to ask the following questions:
-I What are the City’s procedures for filing claims for damages to their car
parked in their driveway? D. Arrowood stated the normal procedure is to
get at least two estimates on the damage and then submit them to the City
Clerk’s Off ice.
-2 When does the responsibility of a City hired baseball coach begin and end?
D. Arrowood stated, and the Board concurred, that a coach should be and is
responsible for team participants during all practices and games, and also
while in route to and back from all away games when transportation is
provided by the City.
-3 A neighbor of hers asked if she would ask the Board why the bathrooms are
not kept open at Horn Park anymore. 5. Pischke stated that all restrooms
In all parks are opened when a scheduled, supervised activity is taking
place fn a park. Without supervlslon, vandalism would certainly be a pro-
blem.
R. Manchester recommended that S. Pischke write to all coaches about some of
the problems discussed, namely rock throwing at the Heckert property and restroom
problem.

S. Pischke reported that he has a preliminary meeting with the Lake Association’s
“Sumnerfest” Co-chairman and that all plans are not confirmed as of yet. A
representative of the “Summerfest” Committee will be present at the next Board

meetlng to discuss this years planned activities. The date has been set for l Friday, August 18th through Sunday,Augusf 20th.
S. Pischke read a letter from the Superintendent of Schools regarding the
denial of constructing scoreboards at the Mlil Valley Ball Diamond Complex.

The Board reviewed a proposed subdivision submitted to the Plan Commission by
Harold DeBack. After discussion, P. Ussel moved and K. Wessel seconded to
table specific action on this proposed development until such time as the pro-
posed land ordinance amendment has been acted upon. MOTION CARftlED
The Board also discussed the terms “open space” and “parks”. S. Plschke pointed
out that he felt a park was land that hos been or Is be’ing developed as a usable
piece of property; i.e. playground apparatus, ball fields, etc. Open space
would be a piece of land that is either designated to be left in its natural
state; I.e. a drainage or retention area or land that has no specific designa-
tion and could either be left In its natural state or developed into a park
at some future point in time. Open space land is not maintained - park land is.
It was the general consensus of the Board that parks are planned areas; being
so noted in the Department’s master plan and having site plans showing the
various stages of development. They felt that a park in every subdivision in
the City would not necessarily be good planning nor a wise investment for the
City. Thus, one of the main reasons for asking for the amendment to the Land
Division Ordinance. It was therefore agreed upon that open space and parks are

not synonymous.
S. Pischke reviewed for the Board the bid received for the Department’s new
truck. The bid was for a 1979 model rather than a I978 model. The Board
rejected this bid. P. Ussel moved and R. Manchester seconded to have S. Pischke
shop around to see if something could be found in a 1979 model and then negotiate
on a price If possible. MDTION CARRIED

S. Pischke reported that the Parks Division has been able to keep up with all
the mowing and diamond maintenance despite some equipment and vehicle breakdowns.
The building at Idle Isla Park has been completed with the exception of painting
the trim. It looks great. The trim will probably be a rusty color of sorts.
Work has all but stopped on the bulkhead at Idle Isle because of the breakdown
of the Oliver tractor Ian old Pubilc Works tractor). We are not really sure when
the job WI I I Abe completed.
The Recreation Division’s Sumner programs seem to be doing very well with
attendance up at the playground and most of the classes that have been offered
fu I I. The playgrounds took a week break over the 4th of July, and It is hoped
that attendance, which has been good, wlli not be affected.
The 1977-79 LAWCON Projects, Schmidt Park, Jensen Park and Horn Park have all
been completed with the exception of some landscape work at all three sites. This
should be completed wlthin the seek or so.
0 There have been a few personnel changes this Sumner due to people either resigning
or let go. The Parks Divlsion lost one CETA Person and has hired one person to
take his place. The Recreation Division has lost two employees, one from the
playgrounds and one lifeguard, both of whom have since been replaced.

0 s A OUS The City Attorney has stated that Board Members may assist the Department
personnel working in the field providing they (Department personnel1 are present.
City insurance would cover Board Members under these circumstances.
An application for the use of Jensen Park Recreation Building was reviewed,
A local citizen would llke to have a wedding reception in the building with
wine being served. R. Mancnester moved and K. Wessel seconded tne motion to
approve the request for the building and the serving of wfne. AYITION CARRIED
S. Pischke reported that the Lions Club has asked if Lions Park needs anything.
S. Pischke has told them that the building could use some remodeling and he
has been asked to get somr cost figures on this. The idea would be to do some-
thing similar to what has been done at Idle Isle.
In discussing the restroom problem earlier In the meeting, the Board directed
S. Pischke to hire an individual, part-time, on a trial basis to open and close
restrooms, check on the ball diamond lights and diamond bases, etc. This
person would be out five nights a week, Monday through Friday from about
6:OG or 6:30 P.M. until IO:30 P.M. or so, depending on the evening. S. Pischke
will report back to the Board on how this works.
S. Plschke reported that he is planning on being on vacation from August 13th
througn the 24th of August or so.
