Minutes of meeting held August 14, 1978.
The meeting was called to order at 7~33 P.M.
PRESENT: Richard Arrowood, Michael Weed, Tom Raimann, Richard
Manchester, Karen Wessel and Recreation Supervisor
Jackie St. Mary. Arriving late - Paul Ussel.
ABSENT: Director Steve Pischke
PERSONAL APPEARANCES
John Rosenberg, the park patrol employee, appeared before the Board
to inform them of conditions of the parks after evening use. He
reported the following:
l- bases left on the diamonds after games
2- bathrooms left open after the parks are closed
3- trash barrels burned
4- glass on tennis courts and roadways
S- equipment rooms left unlocked after the supervisor has left
One of John's jobs was to open restrooms during the week when activi-
ties were scheduled, and then lock them afterwards. The Board felt
e
it was a .good idea to have someone QatrOling for vandalism, lost
equipment and open buildings.
Mike Fitzgerald was present to discuss the plans for the Little
Muskego Lake Association's Summerfest to be held August 18th through
the 20th. He has requested either a smaller swimming area or no
swimming at all because of the need for a larger area for the boats
for the ski show. They would be using the beach area as a take-off
dock for the skiers. Raimann moved to allow a smaller swimming area
in front of the lifeguard's stand that would be adequate enough to
handle the amount of swimming for the day. The Little Muskego Lake
Association would handle the changing of the sire of the swimming
area. The motion died for the lack of a second. Weed moved to
leave the swimming area intact until the time of the show. The
markers, for the swimming area, would be pulled in right before the
show and replaced right after. This would be done twice. Seconded
by Manchester. Motion carried.
Fitzgerald stated that there would be a 40' x 60' tent near the
beach with bingo, beer, music, dancing and food. Additional rest-
rooms would be brought in for use along with those located in the
building. The L.M.L.A. will collect the entry fee and handle all

parking. Once the area is full, the traffic will be routed out of

l the park and monitored by the Muskego Alert C.B. Group. A grass
parking area will be designated by the Parks Board. There are
presently '!No Parking" signs located on both sides of the street.
Raimann moved to approve the use of Idle Isle for the Summerfest
to be held by the L.M.L.A. Seconded by Weed. Manchester moved to
amend the motion that the L.M.L.A. compensate the Park Board for
any revenue losses (launching, parking) incurred, or for any extra
persons needed for clean-up or repair, Seconded by Weed.
(8:45 P.M. - At this time Ron Ford joined the meeting.) A letter
was read from last year concerning the Summerfest held in 1977 by
the L.M.L.A. stating that they did pay for the park personnel last
year. The amendment to the motion failed. The original motion
carried, with a 4 to 3 vote. Voting favorably was Ford, Raimann,
Arrowood and Ussel. Voting "no" were Weed, Wessel and Manchester.
Voting "yes" for the amendment were Weed, Wessel and Manchester.
Voting "no" for the amendment were Ford, Raimann, Arrowood and
Ussel.
The L.M.L.A. would also like Idle Isle for a benefit show featuring
the Waterbugs in a water-ski show on the Sunday of Labor Day week-
end. They would obtain a gathering permit for a 6:00 P.M. show on
Sunday. They would pull in the beach area and use the park for the
parking of cars. Ford stated his concern with the interference of
the normal use on this popular weekend. Manchester moved to deny
the request for use of Idle Isle on September 3rd. Seconded by
Weed. Voting "no" were Raimann, Wessel, Ussel and Arrowood.
Voting "yes" were Weed, Manchester and Ford. Motion failed 4 to 3.
Raimann moved to approve the request with the Park Board obtaining
all parking fees. Voting "yes" were Raimann, Wessel, Ussel and
Manchester. Voting "no" were Ford and Weed. Motion carried 4 to 2.
Joe Beatka appeared before the Board to report that Bob Elliot's
court appearance for trespassing on Mrs. Heckert's property had been
adjourned until September 11, 1978.
UNFINISHED BUSINESS
Meadows Subdivision (formerly known as the Nettesheim Property)
Bob Gassert, the design engineer for the Meadows Subdivision, has
made some changes in the plat. The lots have been pulled away
slightly from the drainage area, sedimentation ponds will be built
for drainage and the multi-family site has been removed from the
plat. Ford expressed his concern with the lots along the drainage
area stating the need for a fence. He is also concerned with fill
being dumped into the low area during construction. The developer
informed the Board that the tennis courts will be turned over to
the City. Ford moved to recommend to the Plan Commission that they

* require fencing on the lots adjoining the proposed park area.
Seconded by Manchester. Motion carried.
Men's h Women's All-Star Softball Games
Ford SteDDC?d down from the Board to soeak on behalf of the Men's
and Womehis Softball Leagues. He states that the games were to
be held at Mill Valley on August 27th for the benefit of Muscular
Dystrophy, and that permission had been received from Director
Pischke and the School Board with regard to the serving of beer
and food. A gathering permit has been obtained from the City and
it is understood that the leagues will be responsible for clean-up.
Additional bleachers have been requested for diamonds two and three.
Manchester moved to approve the request of the Softball Leagues for
the use of Mill Valley on August 27th. Seconded by Ussel. Motion
carried.
NEW BUSINESS
Ussel moved to send a letter of appreciation to Mrs. Charlotte Bauer,
the former custodian for Jensen Park Recreation Building, for her
many years of devoted service. Seconded by Wessel. Motion carried.
Senior Citizen Nutrition Program
The Washfngton/Ozaukee/Waukesha County has requested the use of the
Jensen Recreational Building for five days instead of three for the
Nutrition Program. Jackie St. Mary commented that this program has
interferred with her playground program this past summer, and that
enlarging the Nutrition Program would only create larger problems.
Ussel moved to approve the request for a five (5) day program for
September through May and then to decrease the Nutrition Program to
three (3) days from June through August. Seconded by Manchester.
Motion carried.
DIRECTOR'S REPORT
Parks Division
There will be onlv 4 men left on the crew af,ter August 22nd. Idle
Isle will remain open only on weekends after Labor-Day until the
activity stops. The bulkhead at Idle Isle is almost completed. The
mowing is being done on schedule. The M.A.A. has finished their
season, so there is less diamond work to do.
Recreation Division
The playground program has ended. The only programs still operating
l are the swimming lessons and the running program. All the summer
programs seemed to go over very well. There was a suggestion that
the playground program at Tess Corners be moved to Kurth Park, and

l the Tot Lot be moved from Muskego Elementary to Horn Park. The fall programs are not ready yet. There are no drastic changes from
last fall. They are as follows:
l- swimming lesson fees will remain the same
2- the men's basketball league will be expanded
3- referees will be hired for the Men's Basketball Program
4- Jensen Recreation Building will be used for dancing lessons
rather than at Muskego Elementary
2: there will be an exercise program
the tumbling/gymnastics program will be continued
;: there will be cross-country ski lessons
possibly a women's basketball league
Ussel moved to go ahead with the basic program plan as outlined, as
long as the program remains within the budgeted amount. Seconded
by Wessel. Motion carried.
Pepsi Hot-Shot Program
This program would be run at no cost to-the Department from September
11th through October 20th by Director Pischke and Jackie St. Mary.
Permission has been requested from the schools where it would be held.
l 1978 Park Projects
Horn Park - the last game will be played at Horn on August 20th.
Kurth Park - the fencing is now down at Kurth.
Chevy Truck
The new truck is now being used by the crew.
MISCELLANEOUS
A letter has been received and placed on fide regarding the gymnastics
program. It stated that they were pleased with the program and have
requested that it be continued.
Ford moved to adjourn. Seconded by Wessel. Meeting adjourned.
The next meeting date has been set for September 11, 1978.
