The minutes of the October 17, 1977 meeting were approved as
mailed.
PERSONAL APPEARANCES at that time were made by:
Betty Mahan, Shirley Karklins, and Pat Jones appeared on behalf
of the Tops Club stating that for the past ten years they have not
been charged a fee for their usage of Jensen Center. However,
under the new policy, they are now required to pay a fee. The
representatives stated that more than fifty percent of the members
are Muskego Residents, (17 residents & 16 non-residents) and also
that they are a non-profit organization. Manchester moved to set
up a fee of ten dollars per month for the use of Jensen Center by
the Tops Club. Seconded-by Raimann PASSED

Jack Refling, Coach of the Land O'Lakes Baseball Team, presented
the second place trophy the team had won this past summer in the
Easter Division, Coach Refling stated that they had problems
getting enough practices in at Horn, because of the number of
teams playing out of the area.
UNFINISHED BUSINESS
Fees and Charges Policy
City Hall building use policy vs. Parks & Recreation Department
building use policy. There is no charge for building usage at
City Hall unless the janitor is needed. This was tabled for
further discussion at the next meeting.
Kingston Estate
The Kingston Estate case will go to court on December 5, 1977.
Dahlen moved to recommend to the Finance Committee to set up an
escrow account at $50,000 per year for six years, for the purpose
of building a swimming pool. This action is to be sent to the
executor of the Kingston Estate, and is contingent on the receiv-
ing the $50,000. Seconded by Raimann PASSED
1978 Capital Budget
The final draft of the 1978 Capital Budget was distributed to
the Board members.

NEW BUSINESS
Ford moved to approve the request of the Muskego Moose Lodge
for the use of Idle Isle for their annual Ice Fishery to be
held on January 29, 1978, from 6:00 A.M. to 4:OO P.M.
Seconded by Manchester PASSED
Parks Maintenance Garage
Pischke gave a report on the over crowding of the old Public
Works garage, and stated that some of the equipment will have
to be kept outside. The Board suggested that Pischke attend
the next Public Works Committee meeting, and discuss the situ-
ation with them.
DIRECTOR'S REPORT
Director Steve Pischke reported that the Parks Division has
just completed the fall planting program. The color coating
is also done. The key to the whole operation so far this fall,
has been the fact that we have had the personnel to do the
work,
The recreation programs are doing well, and the dance class is
doing exceptionally well.
An Intern, from the University of Wisconsin - Lacrosse, will be
starting January 9, 1978. She will be working 30 hours per
week.
The LAWCON projects are moving along slowly. There is a problem
at Schmidt Park with the tennis courts. They will have to be
color-coated next year. At Horn Park there has been a problem
with the electric lines; however, it has been resolved. At
Jensen the playground equipment is looking good.
A letter was received, and put on file from Sr. Citizens of the
community regarding existing programs. The Mayor is forming a
Sr. Citizens Committee to study this problem.
It was suggested there be an addition to the Board from other
groups; i.e. high school, Sr. Citizens, M.A.A., etc. This mem-
ber would be non-voting in stature.
A Snowmobile Committee will be formed in the City. There will
be two representatives from each of the four clubs in the city,
non-snowmobilers, and one police officer. There will be no
riding of any snowmobiles in any of the parks as per Board
discussion on the subject at the meeting.
