Minutes of meeting on June 13, 1977 PRESENT: Mr. Richard Arrowood Mr. Ronald Ford Mr. Michael Weed Mr. Bruce Engman Mr. Richard Manchester Director Steve Pischke Mr. Tom Raimann '. PERSONAL APPEARANCES were made by: Mrs. Heckert requested that something be done about the parking problem at Horn Field. Vehicles have been parking against the fence and garage. She is also concerned with.the problem of beer in the park, and with the kids chasing balls into their yard and their dog going after them. Mr. and Mrs. Papke are having a problem at Horn Field with: their woods; kids playing in it, also sod and stones have been dumped there. They would like a fence put up. Mr. Strauss proposed the idea of a concert at Idle Isle Park on a Sunday evening with the Big Band Sound. Mr. Wienke reported the Rifle Club was low on attendance for the year, but that it was a successful one. Mr. Boor, a new resident on Agate Dr., next to Jensen Park, is concerned with foul balls going onto his property, endangering their new home which is adjacent to Jensen. Mr. Burgermeister commented on the good shape of the diamonds. The problems with parking, littering, and foul language were also discussed. He also requested the use of Mill Valley's ball diamonds during the weekend of August 26-28 for the Muskego Country Fair Days; 6:00 P.M. to curfew on the 26th of August, and 8:00 P.M. to curfew on the 27th and 28th of August. Mr. Elertson, 2350 S. 100th St., West Allis, would like to hold a one day softball tournament at Mill Valley. This tournament would consist of eight church teams from out of the city, and be scheduled for Sunday, July 3. UNFINISHED BUSINESS Jensen Park Manchester moved to approve the Finance Committee's proposal to buy an asphalt parking area at Jensen Park for $3,000.00. Seconded by Weed PASSED l PAGE TWO - Park & Recreation Board Minutes LAWCON Ford moved to approve the LAWCON Funding schedule presented by Pischke. Seconded by Manchester PASSED Pischke mentioned that the Waukesha County Highway Commission had an egress access off of Racine Avenue for a parking lot. He is still awaiting a reply from the school board. Little Muskego Lake Association Ford moved that the Little Muskego Lakes Association be granted the dates of August 6th and 7th, as opposed to the previous dates set in June. Seconded by Raimann PASSED Plumbing Repair at Lions, Jensen, and Idle Isle The plumbing repair costs for the parks are as follows: Lions $99.00, Jensen $245.00, and Idle Isle $225.00. Raimann moved to have only Jensen and Lions done at this time. The total cost being $344.00. Seconded by Manchester PASSED Idle Isle is not a serious problem and will hold for now. Before any work can be done there, the blacktop must be removed. The parking problem at Mill Valley Diamond complex was discussed before. Schubering Lake Lot and Kingston Lake Lot Parks Raimann moved to have the lot lines of Schubering Lake Lot and Kingston Lake Lot Parks surveyed. Seconded by Manchester PASSED l?roblem;at.~Maintenance Garage v Manchester moved to get access to the old City Hall, whenever the need arrives, so the water can be turned on. Seconded by Ford PASSED NEW BUSINESS Scout Pack 18 of Mill Valley School Raimann moved to approve the request of Scout Pack 18 of Mill Valley School that the parking fee be waived for their annual picnic at Idle Isle Park. Seconded by:Manchester PASSED DIRECTORS REPORT CETA has approved our request for two people. Pischke would like to try and get local people through advertising in the local papers. Mill Valley Lighted Diamond ceremonies will be held Tuesday, June 14, at 7:45 P.M. a PAGE THREE - Park 6. Recreation Board Minutes It was reported that the Recreation Department's programs were looking good, but that they were still in need of a qualified sailing instructor. Manchester moved to hire Kathy Pischke if a qualified instructor cannot be found by Thursday, June 17. Seconded by Ford PASSED MAINTANENCE DIVISION REPORT The crew is now on the 4 & 40 schedule. At present, there is quite a bit of extra work on the diamonds; a lot of extra running around due to only two vehicles. However; the diamonds are in good shape. VFW MEMORIAL SITE LOCATION The City Hall Complex is more elaborate than the Horn Memorial to War Veterans. Press for a site plan of the City Hall Complex. PUBLIC WORKS Ford moved to approve the request by the Public Works Department for the following item,at Idle Isle Park: an area light over the weed cutter, and the Parks and Recreation Departments request for an area light also. The costs are to be shared by both departments. Breakdown: $50.00 per pole & $10.00 per month. Seconded by Engman PASSED Alderman Van Lanen has questioned two pieces of property: 1) Richard's Alley from Richard's Lane to Hy. 24 2) 30 ft. right of way to lake off of Michi Dr. residents have encrosched upon possibly (refer to Public Works, check if we are responsible) IDLE ISLE PARK The Jaycees told the,person collecting that they did not have to pay to get on Idle Isle. There was also. a problem concerning parking on the grass, drinking hard liquor, and garbage. Ford moved to write a letter to the Jaycees stating the following:~ 1) Restitution must be made for 17 cars. 2) The Jaycees must understand that they must go by the rule and pay the fees. 3) Employees are not in the habit of accepting bribes. 4) The Jaycees should write a letter of apology to the girl collecting the money at the gate. 5) We do not appreciat~e the litter left behind. . : PAGE FOUR - Park & Recreation Board Minutes e 6) Further action of this nature will jepordize their priveledge of using Idle Isle. Seconded by Manchester PASSED ON CITIZENS REQUEST Engman moved to deny the request for the church tournament and also to shelve the men's team request by Mr. Burgermeister. Seconded by Ford PASSED A letter will be sent to Mr. Elertson. Alderman Pienkos requests for a marked entrance way and signs for parking were deferred until plans are brought' before the Board. They are having problems with people walking on private lawns at the Fleetwood entrance.
