PRB121277minutesPARKS & RECREATION BCARD - CITY CF I,ilJSKEGO Minutes of meeting December 12, 1977 PRESENT: Mr. Clarence Dahlen Mr. Tom Rnimann Mr. Richard Arrowood Mr. Ron Ford Mr. Bruce Engman Director Steve Pischke Mr. Michael Weed The minutes of the November 14, 1977 meeting were approved as mailed. PERSONAL APPEARANCES Jean Sanders appeared on behalf of the Prospect Ladies Aid Society, a nonprofit fund raising organization, requesting the Board to waive the $10.00 monthly fee. She stated that the Society would like to continue their monthly meeting at Jensen Park Recreation Building, but that $10.00 would be too high of 2 fee for them to pay. Five of the members are from the City of Muskego, with thirteen being from outside. Hanchester moved to grant the waiver of the fee. Seconded by Weed PASSED Tony Engman (Lake Riders), Erwin Arnot (Lodge Riders), Robert A. Gumieny (Icetrocauts), and Allen C. Spitzner (Icetronauts), appeared representing the net:ly formed snowmobile committee in the city and requesting the possibility of running a trail through Lions Park. The City Ordinance states that no vehicles shall be allowed in the parks, but the Park Director may designate certain areas for snowmobiling if a problem presents itself. The ~biggest problem is in the v?ell populated areas. The Snowmobile Committee prould like to solve the problem of snowmobiles riding all over the park by purchasing signs and marking a trail in Lions Park. Ford moved to authorize snowmobiles along the north and east sides of Lions Park on a trial basis for one year. Seconded by Engman PASSED This trail will be reviewed in the Spring and Fall of 197S. Regarding Idle Isle Park, it was suggested that snowmobilers try to keep on the roads and enter the lake by way of the weed harvester lrunch area. NE!,! BUSINESS Dandelion Park The proposed park area was toured by Director Pischke, consultant David Schreiber, and Mr. 13asterson. Schreiber stated that any area could be used for lake access to the beach. Planning standards would be minimum and there would be more than just a beach; Facilities , I l PAGE TLJO - Parks 6 Recreation Board Meeting for parking, bathhouse, picnic areas, etc. would be needed as well. For Nuskego a minimum of 4.25 acres total would be required using the standards given. At that, this area could only accom- modate 250 people maximum. State codes for restrooms and showers must also be considered. Proposed acreage is 1.67, with an approxi- mate capacity of serving 100 people. Problems: access, not enough room, parking, land use separation. It was stated that possibly 3 lots could be added to the area. How to provide access from Highway 24 was another problem brought up. It was stated that Muskego has more beach areas than considered in calculations by Schreiber. Pischke stated that this could be a:possible future beach site, but a lot of money must be spent to make it one. There is a deep drop off in the immediate area of the proposed beach. The problems again brought up were overcrowding, access to and from Highway 24, and the fact that financial development is severely limited. He stated that he would not like to see a swimming.area at all, but picnicing, docking, and, fishing. Ford moved to send back to the Plan Commission to accept the area with the addition of the three lots located between the proposed area and Highway 24. Seconded by Manchester PASSED 0 DIRECTOR'S REPORT Parks Division Again, because of the additional man-power, the Division is ahead of last years projects. However, until the new budget year arrives, we won't be able to do too much more because of lack of funds. The jeep is running again, (with minimal repair costs.); However, it is being used sparingly in order that we may trade it off in running condition. Recreation Division All programs are running and with the exception of the men's volley- ball program, they are doing very well. Skating areas will be maintained as soon as weather permits. Engman felt the Department needed more and a better public image, and moved to set money aside for a Public Relations Pro,gram. There vas no second, and the motion died. President Arrowood stated that by the next meeting he would have this years committees put together. PAGE THREE - Parks & Recreation Board Meetinp LAWCON Projects Update Pischke reported that all three projects were at a stand still for the remainder of the year and that Lang Engineering has assured us that we would receive a priority scheduling as soon as they can get going next Spring. Regarding the storage problem at the Parks Division's garage, Pischke reported that a storage area,located at the corner of Tans Drive and Highway "Y", may become available, but with a years lease and a $125.00 monthly rental fee. The Board will be kept appraised of PThat is happening. The next meeting will be held January ?, 1978. Manchester moved to adjourn. Seconded by Ford PASSED Adjourned - 9:59 P.M.
